In the rank and file in Congress there have | been two conflicting interests, co-operating with ; Such apparent harmony, that a casual looker-on would conclude there was but one. These are the Northern-Van-Buren-Wright-interest, and the Southern-Calhoun-Walker-sub division. In three great measures the latter faction have been emi- nently successful, to wit—the Oregon treaty, the” modification of the tariff, and the river and har- bor bili veto, and in three they have been measu- , rably circumvented, or overruled, to wit—in the declaration of war with Mexico, in the sub-trea- sury bill, in the curtailment of the circulation of | drafts, as originally designed by Mr. Walker, and in the land bill. Mr. Walker, for his services in the Texas annexation ; in the repeal of the tariff of 42; and, in behalf of the land reduction and graduation, is @ most formidable opponent to Mr. Calhoun in the Senate, while his neutral position (in point of action at least) upon the -rivers and harbors, and upon the Oregon question, renders him equally acceptable with Mr. Calhoun in the West, and just as acceptable in the North, always excepting the State of New York. 4 4.
