Any change in the tariff, in this way, produces a great deal of embarrassment, and is only one of a thousand | reasons why all alterations or modifications in this de- partmentof our commercial system, should be made as gradual as possible. We find in many items a difference of fifty and seventy-five per cent in the rate of duty en- forced by the two bills, and we see a reduction to this extent required in about four months. No matter what may be the supply of any article upon which such an enormous reduction is to be made ; no matter what pe- cuniary embarrassments particular interests may expe- Tience—the most abrupt reductions in the tariff of duties are from to time made. It cannot be that such sudden changes are beneficial to any class. If changes are re- quired, they cannot be too gradually made.
