ne et arene provement of tho position of the administration, An improvement of members of Congress for the wasteful debate at the opening of the session, ina vigorous improvement of the dog days. But, as Wwe were about to submit— The Secretary of the Treasury desires the re- lief of.an issue of Treasury notes, before he shall be compelled to draw upon the ten millions of specie with the government depositories. To- morrow, we havs been notified by Gen. M’Kay, that the bill for that object will be taken up, and we suppose it will pass without opposition, Aa issue of ten millions would save a deal of embar- rassment to the operations of the Department, and to the commercial community in preventing large transfers of specie to the South, while the nomi- nal interest upon the notes, would add but a tr fiing cost in their redemption, compared with the important advanta: ot the expedient at the pre- sent time. Mr. Webs Ss Views upon this sub- ject are not only, therefore, reasonable aud wor- thy of consideration, but no better policy for the exigency could be suggested Townrds the c the proc y in the Senate upoa private bills ase of Mrs Alexander Hamilton cxme up. Mes. hamilton Proposes to relinquish to the Government the sompl-te works ( great proportion of which are unpublished) of her late distinguished consort Hon, Alexander Hamilton, for the sum of $20,000. Upon this proposition an interesting litle debate ensued, Messrs. Benton, Calhoun, Allen, and Bagby taking part. Tne bill, as ‘a book case” one of those ‘expensive book cases” was resist- ed by all of them, while the pre-eminent talents, invaluable services, and the value of the papers praposed to be surrendered by the centract of the bill, were fully conceded. Mrs, Hamilton’s case is ed to the highest consideration nd the papers of Washington’s Aid-de-Camp and S tary of State, are indispensable to the completion of our revolutionary history. The Govern- ment, too, would be doing nothing more than justice to itself in accepting them in the terms offered. But we are now in a pinch—every dollar is wanted for other ob- jee's—the bill cannot pass, and we doubt not that more than one publishing house would take the Hamilton papers at $20,000, as certain of making $20,000 by the operation. Mrs, Hamil- ton is now about ninety years old, She can’t wait much longer—she has frequently during the session walked up to the capitol, half'a mile from her lodgings, in anticipation of some action upon herclaim. This day, forty-two years ago, her husband was killed by that impersonation of pro- fligaey and traitorous ambition, Aaron Burr, in contrast with whon. the excellencies of Ham It shone only the more conspicuous. Fut two years of hope deferred is a long time, and we would, there!ore, advise Mrs. Hamilton to trust no longer to the uncertainty of Congress, but to dispose of her legacy to some private firm, We have no hope that the pr sent Congress wouid acceptof her inanuseripts at halt the price sug- ges ed, not that the ® not Werth ten times the sum, but beeaure there is nothing so terrible or frightful to modern democracy as the appearance n @ constr anction of the doctrines of nder Hamclton. Moreover, Congress is jastly alarmed at the tremendous expenses of the printing of the present Congress, which, it is esti- mated, will be eqnai to one-lourth of the expenses of both houses, including the pay and mileage of the members, officers, and incidental expenses ofa session of eight months’ duration ! Here is an item of retrenchment for you This most alarming increase of cost of public printing, has, at length, alarmed even father Ritchie; and nearly the whole face of his paper of last night is occupied in making ont a case. We regard this labored effort as entirely uncalled for; becanse, ifthe two houses chose to foot ihe fell, they, and they alone, are responsible. In doing the’ work upon the’ terms proposed, whatever may be the profits, Father Ritchie is not account« able, and the only necessity for his appeal is, an apology for sustaining the printer in his golden perqvisite. Notwithstanding we are apprehen- sive that there will ve hereafter a systematic cur- tailment—that there should be, no man can doubt, and no member, consulting Lis own safety, will hesitate to express. We hear of various rumors respecting the con- templated invasion of Mexico by land, sunulta- neourly with its reduction by sea. There are four Spanish gentlemen a the United States H. vel to might from Havana. They report thatthe people of Havana are in daily expectation of the departure of Santa Anna by the British mail steamer for Vera Cruz, and that private agents, with masses of letters wait on him with every arrival. He is reputed, too, as having lately been frequently visited by the British Consul. Notuing now will save the repubhe of Mexico from anni- hilatioa but the retarn of Santa Anna, unless it should be prevented by an appeal for peace after the decisive drubbing they are waiting for at Monterey. ——___. Wasurnoton, July 12, 1846. Melancholy Results of the Hot Weather. The results of the extreme heat were yesterday, we regret to say, the death of several nen, repor- ted at six in all, in various parts of the city. At siaset, passing along Missouri Avenue, we obser- ved a group of men in the middle of the street, and crossed over to thom. A colored man waslying dead in the dust. We have coneluded, however, to address this letter to New York, for we believe that is the place where the Herald is printed, as nearly as we can recollect; although, when we inquired about it to-night, a man told us you had an office in every town in the Union. Yours, Unprr tux Live. Puivapecpuia, July 13. The rain of yesterday afternoon did not con- tinue more than twenty minutes, and was a rather contracted affair altogether, inasmuch as it did not extent over a tract of more than four or five miles in width. Fortunately, our good city chanced to be within the sphere of its influence, and we still rejoice in its results. The thermom- eter has not ranged higher than 91} to-day. Th pale of wind which accompanied the rain, gaused several upsets of pleasure boats in the Delaware, but no lives were lost, though some narrow escapes. Two boats’ crews were rescued by the Jersey ferry boats; from the bottoms of the boats to which they were clinging.
