Professor Espy’s wind- mill in operation oa the top of the Senate, suck- ing out the foul air, which generates and has ge- | nerated with great rapidity, somehow, during the |dast few days. A stranger in the Senate might readily mistake the veagtilator, from its noise, fer an oil mill. ° Mr. Dux reported back from commitice the warehouse bill, which was recommitied yester- day, and said that the committee had made two amendments ; one, in deference to the suggestion of the Senator from Massachusettr, on the com- mittee, (Mr. Davis) requiring a bond to double the amount of duties on goods in store as a guar- anty for the payment of sard duties ; and the se- cond, in consideration of the time adopted by the House in the tariff bill as the extension of the time for which goods shall remain in the public stores, and one year had been agreed upon in committee as the limitation. Mr. Dix said he should move that the Senate renew the discussion upon the bill and amendments at one o’clock. It ‘was not his purpose to press the subject to a vote to-day. You will perceive that there is a marerial abridgment and emasculation of the orginal scheme of Mr. Dix; for the three years were cut down to one; and the yoods, which in the re- puted bill were to stand asthe guaranty for the ferment of the duties, are to be backed by a heavy bond. This cripples the measure to a great extent, The two hours allotted to morning business were chiefly devoted to private bills, and at 1 e@’- clock, agreed to continue in the consideration of the private calendar, and did so, in reference to bills not contested. After halfa dozen calls of the ayes and naes, beginning with a call of the House, follow- ing with layi+g the bill on the table, a reconsider- ation and a refusal to lay again on the table, bya scanty majority of two out of very nearly two hundred votes. The House then took up the calendar of private bills. Five members of the cabinet were present in the House during the morning, to wit :—Messrs, Buchanan, Walker, Marcy, Bancroft, and John- son, and, whatever may have been the cause of the simultaneous visit of all these high function- aries, it certainly had the appearance of alarming the refractory representatives into obedience by the presence of their overseers. This was the conclusion, at all events, of the whigs. The plain state of the ense is this. The cabinet feel a natural curiosity in the c of affairs in the House on the iniportant measure of the adminis- tration. Saturday is often a slack day with the hends of the departments. They can afford the time to ride up to the Capitol, and we suppose this will account for the appearance of five of them in a lump in the House to-day. True, they may have thought that their presence would not be disadvantageous to the land bill, but that they came up to bribe the disobedient by offers of offices, or to coerce them by threats to take offices away, we hold to be slanderous and absurd. The amendments which Mr. Dix submitted to in committee on the warehousing bill are to be considered as being acquiesced in by him, in order to get the bill again before the Senate, rather than from any co-operation in the amendments. Mr. Dix is fully apprised of the shoals and sends which now surround the legislature of the two Houses, The slow inflammation of eight months is now coming, as the old ladies say, to a head, and its suppuration commences in the midst of the dog- days,—counting upon the beginning of the dog- days from the commencement of the ra tear season in the Atlantic cit.es, and not from the culmination of the dog-star. The Land Bill—The Importance of One Vote—the celebrated’ Iufuence of the Speaker—A Caucus—The Cubi- net in the House—Some advice and ** plain talk.” Notalittle surprise was manifested yesterday that, netwithstanding all amendments proposed in Committee of the Whole to the Senate bill were voted down, the bill itself was rejected; a majority of sixteen being against the third read- ing! A reconsideration of this vote was carried by the casting vote of the Speaker, as you are al- ready aware. In consequence the question re- curred on ordering the bill to a third reading, and Mr. Cobb, of Georgia, offered an amendment or substitute. Mr. Collamer moved to lay them on the table, and this was the state of things when the House adjourned. But inthe evening a cau- cus was talked of, and it is said this morning that only a small meeting was held. The Union, in the editorial columns of the same night, called upon “ the friends of the administration to come f.rward and sustain this important measure in some just and equitable form,” and one of the | reasons for the appeal is that Mr. Polk isin favor of it! and to show in bow important a light the question 1s regarded, Mr. Ritchie says “the ‘tri- umph of a democrate Congress and democratic administration would, indeed, be signal it this could be dons.” This looks somewhat strange, considering the democratic majority is said to be sixty. The truth is, the endeavor to make the graduation bill a political ques:ion has placed it in ieopardy, and it must be materially moditied to receive the sanction of the House oi Represen- tatives. But this morning, the bill and substitute were Inid on the table, by a vote of 92to 87. The House then refused to per gics a motion to re- consider—89 to 94—and the vote by which the bill and substitute were laid on the table, was re- considered—91 to 90—and here again the casting vote of the Speaker turned the scale, Jn the first place, the bill and substitute were laid on the table by a vote of 92 to 87, but when the same question recurred, the House refused to lay them on the table, by a vote of 89 to 91. Almost a di- rect turnabout within two hours! The subject will probably be discussed on Monday or Tues- day. The members acted, no doubt, from pat- riotic motives, and if it were possible they did not, Ido not hold the lash manufactured by the “principles of 98 and 99,” to we toes ng, the traces of my Virginia wagon, the w! In a former letter, ] exposed some of the in- ‘trigues which were played off here during the past winter, to impress the country with the belief that General Scott was the candidate of the whig party in Congress, whereas, in truth, it was but the work of a faction headed by Jno. M. Clayton, and three or four others, who were looking to their own personal advantage. They hoped to secure the arrangement of the administration and aft*rwards the successorship through the power of its patronage. Corwin, of Ohio, was seduced into this movement, under the expectation af being made © President with Scout, and be- cause some of the intriguers tickled his palate with the sweet bait of the “chief magistracy, to which he can never attain.
