The bill to incorporate the Texas navy with our own, came up as unfinished business. Mr. Darton moved to lay it on the table until the amendments should be printed. Agreed to. The bill for the renewal of patent to Ross Weyman, for improvement on railroad car wheels, was debated by Messrs. Benton, Cameron, Davis, Phelps, Webster, and postponed until Monday. On motion of Mr. Cass, 3000 extra copies of an expe. dition to California, for the use of the Senate, end 100 for the Topographical Bureaus, were ordered to be printed. A large number of private bills were passed, when, on motion, the Senate adjourned. House of Representatives. A call of the House was ordered, so thata full vote — be had on the final disposition of the gradustion bill. There were found present 174 members, The doors and windows were then closed, and @ motion made to suspend all further proceedings under the call. The yeas and nays were ordered. They stood 145 to 17, so ay nolan thrown open. Mr. Coutamen’s motion of seterieys to lay the gradua tion billon the table, was then taken by yeas and na: and decided in the afirmative—yeas 92, nays 87. Mr. Broonkav then moved to reconsider the vote. Mr. Henty moved to postpone the consideration of motion until Tuesday next. yeas and nays were taken, and stood, 89, nays 94, so the House refused to postpone thi The ion then recurred to reconsider the vo! y the bill on tl made, which was decided in the negati' a1 ‘The groatest interest and excitement prevailed during the whole of “~ roceedings. ll the members of the cabinet, except Marcy, who is sick, were present in the House busily talking Toit ttle menibers The House next proceeded to co: calendar, which occupied mu supported b: by Hopkins. Wasuteron, July 10, 1846, « Double, Double, Toil and Trouble.” The Senate, to-day, after striking out the propo. sition of Mr. Dix from the warehouse bilt tor stor age of goons for three years, and while anowec motion of Mr. Dix, to make the time two year, was pending, actually recommitted the billon a motion ot Mr. Webster, 26 to 25—one vote carry- ing the question. In the House, after the land bill from the Se nate was rejected by a majority of fourteen votes, it was reconsidered upon a tie, with the casting vote of the Speaker, and an adjournment was then effected by a majority of one. It was a nar- row escape, by Jupiter, as McConnnell would say, when he would be excessively modest. We sup- pose that to-night the party will put their heads ler bills on the i | toretiors and when they meet in the morning they probably pull together more in harmony.— if It the whigs tall only kept their eyes 0; pe and voted against the adjournment, the bill might have been brought fairly to the ground upon ano- ther vote, beyond the power of resuscitation As it is, there will be some sort of a bill agreed upon, | and not unlikely a sufficient number might be whipped in to pass even the bill of the Senate. A rendezvous has been opened at the railroad depot for the enlistment of recruits forthe new regiment of regular dragoons. Yours, Bravo. Wasuineten, July 10, 1846. Congress— Warehousing—Public Lands—The Case of Mr. Semple of the Senate—The Case of the Cherokees, and other subjects of public interest set forth. The Warehousing bill in the Senate to-day, met with a most unqualified opposition from Mr Simmons, who closed his argument with an amendment in effect, providing that all the advan- tages of this warehousing of imported goods in pub- lic stores on a credit of three years, or any interme- diate time, shall enure exclusively to Americans, and that in no event shall any benefits be lawful wn- der this bill to any foreigners, directly or indirectly, nor to any American witha foreign partner, or hav- ing an interest in a foreign house, as far as such house may be concerned. Mr. Simmons, after making a very sensible speech, though the foundations were sandy, clo- sed it with the foregoing most absurd proposition. He said, if this period of three years were to be allowed to the importing merchants, he wished to see it confined to Americans, otherwise, the be- nefits of the act would be as five to one in favor of the foreigners, because the foreign importers in New York, numbered bee ges while the “ rale grit” only numbered seventeen. The act, without the limitation ¢roposed, would be an act for the benetit of foreign importers. The ayes and noes were ordered upon this “native Amer- ican” proposition, when Honest Joun Davis rose in down of cash payments of duti would be benefitted by this bill ; Years crodit without interest, was a little too strong—it would benefit the commercial interest, but it would flood the market with goods, and lead to the natural excesses from such causes, in the finances and in the domestic interests ot the country. It would, by stocking the pub- lic stores with foreign goods, depress, and with the new tariff, completely break down the Great interests of home industry. The bill moreover, though improved by amendments made, was still defective. A bond ought to d for payment of duties upon goous in store. at | There wor po, edequate security whthouta bond. ‘The Ore may disappear and without a bond, the duties may it. “sir, Dis explained to the Senator from Rhode Island, (Mr. Simmons) that his amendment would come into di: rect conflict with a reciprocity treaty, perhaps agreed upon this very moment, and with numerous existing treaties of meciprocity. Mr. Simmons withdrew hiy amendment; but intimated that at the proper time he should move an amendinent cor the benefits of warehousing to gvods@ioniga- ration. “sr, Baga sald, that but for the reciprocity treaties re- ferred to, he should go for the first amendment of Mr. mon! the otuer hand, he was opposed to these reemrcent Creation They were unconsututiunal.
