A commu: nication was received from the War Department, with @ statement called for, relative to Alabama volunteers. REPORTS OF COMMITTEES, The standing committees were then called upon for reports. Mr. Breese, from the committee on public lands, re- ported a bill te establish the office of Surveyor Genera in Oregon. Mr. CiarTen introduced a bill for the relief of the heirs of Robert Fulton. | THE HERORS OF PALO ALTO AND RESACA DE LA PALMA, On motion of Mr.Cameron, the Secretary of War was directed to furnish the names of officers, non-com- ioned officers and privates killed and wounded in the | battles of the Sth and 9th of May. pirLomacr, The amendments reported by the finance committee to the civil and diplomatic appropriation bill were agreed to and the bill ordered to be engrossed. THE PATENT BILL. The bil to authorise the chief clerk of the Patent office to sign patents, came up on its passage. THE PATENT REPORTS. Mr. Asutey corrected an error in the New York papers in reference to the profit on printing the patent reparta. The whole number ordered by both houses was 71,000 copies, which cost 83,000 dollars, and the profits are only | 10,000 dollars. AGRICULTURAL sTaTIOTICS. Mr. Szvien moved to recommit the bill with instructions to amend it so as to repeal the act authorising the eollec tion of agricultural statistics and speds, Mr. Cameo opposed the recommitment, and hoped the bill would pass at once. Mr. Davis suggested that thé act referred to by Mr. Sevier was not in force, and Sf course there was no ne- cossity of repealing it. Mr. Benton magea humorous speech in reference to the name of seeds sent out from the Patent office. The debate was continuad at great length by Messrs. McDuffie, Calhoun, Phelps, Mangum, Hunting ton, West cott, Atherton, Dickinson and Yulee. The bill was then recommitted by a vote of 96 to 16, The Senate then went into Executive session. House of Representatives, THE GRADUATION BILL. Mr. Annotp asked leave to submit an amendment to Received and ordered to be printed THE TARIFF BILL. The House then resolved itself into Committee of the Whole, Mr. Cobb in the chair, and resumed the conside- ration of the bill to reduce the tariff. Mr. Txomrsox, of Penn., resumed, and finished the speech he commenced last evenings He advocated a continuation of the present tariff, as a great and valuable sure. He said many funny things, and created much merriment. Mr. Hunter obtained the floor (inthe jump of some twenty members who tried to get it) and spoke ably against the present tariff, and in favor of free trade. Mr, Toomas followed in a very rapid manner with an able argument, in opposition to the bill under considera- | tion, He indulged in many practical illustrations of the fallacy of all the arguments that he had heard made in | support of the doctrine of free trade. Mr. Wicx next got the floor. He made a speech in fu vor of modifying the present tariff. Notwithstanding, he said, he was bornin Pennsylvania, he and his democratic constituents adhered to the doctrine of protection of classes. He spoke of the malcontents of his party from Ohio, New York, and the South, and denounced them. Mr. Carnout followed and defended the present tariff in behalf of his district, which he praised warmly. | It raised 1,690,000 bushels of wheat annually, and it sustains the tariff. sustains the tariff, Adjourned. Mersrs Bagby, J Mr. Janwaary repgrted a bill to establish an executive bureau, under the exclusive direction and control of the President, which was ordered to be printed. THE WAREHOUSE BILL. Mr. Dix moved to take up the warehouse bill. Mr. Agcure hoped thebill for the retrocession of Alex- andria would have precedence. Mr. Drx’s motion prevailed—yeas 18, nays 15—the Pre- sident voting in the affirmative. Mr. Huwtixaton opposed the bill, It was evidently, in his opinion, the work of some importer, of large means, who looked to secure to himself the benefit of a three years’ credit on his duties, without interest. He pointed out the great imperfection of the bill as it now s, and took ground against the ware-housing system. Mr. H. fan speaking as this despatch closes. House of Representatives. Wasuinaton, June 30, 1 Mr. Wicx, of Indiana, submitted a resolution, which was agreed to, instructing the committee on military affairs to inquire into the expediency of increasing the pay of officers and privates of the volunteer forces raised under the laws passed this session ; and for stimulating enlistments in the regular army, ranting lands to those who may it between June and November, during the present y: THE wr QUESTION.
