refused, and it is a matter of much deubt what system wiil be adopted, upon the expiration of the present charters. The individual Uability clause, to @ certain extent, would be attended with many | ‘advantages, and if properly adapted and strictly adhered to, would prevent a great deal of difficulty periodically experienced in the financial and commercial world. But there ise possibility of this feature being carried too far, or we might say of its being improperly applied, so thet its existence would be attended with a great deal of mie chief. It is something new in the history of incorporated companies in this country, and as there has boen so much swindling carried on by the financiers of the pre” seut age and so many defalcations, capitalists, both of limited and extended means, have well grounded fears of becoming involved in some of these modern financial movements. Every stockholder in any stock company becomes personally responsible for the amount of his stock, that is, he is interested to thet extent in preserv- ing and sustaining the credit of any company in whish he hes an investment, beyond this, it is difficult ase gene- ral thing to go. We would suggest to the different legis- | Istures the policy of passing laws, compelling the Presi- dent and Directors of every banking institution in the different States, te give such bonds as will cover the lia- bilities of the banks, the affuirs of which they regulate «control, and for any mismanagement of which, they | should be pofsonally and individually responsible. By | placing the individual liability clause in this way, where | its operation would be direct and to the purpose, there | would be a loss number of bank explosions, fewer defal- cations, and a better regulation of our banking institu- tions generally, than we have ever yet enjoyed. Every third man in Santa Fe and the vicinity wasto bear arms in its defence. The place was preparmg for a siege. Mr. Houck, it is added, expressed the opinien that Col. Kearney ought not to take less than 5000 ten on his expedition against New Mexico. The St, Louis Era, of the 18th, says a number of wagons loaded with ammunition and provi- sions, thave already started on their way over the prairies, and Col. BY THE MAILS. Wasuinoron, June 25, 1846. A debate sprung up to-day in the Senate on the subject of the adjournment of Congress; and it was very evident, from the tone of the remarks and the conclusive vote to. lay the whole subjec | on the table, that Congress will not adjourn before | the second Monday in August, at the earliest. Mr. Benton’s new army bill, for officering the volunteers, was debated until a very late hour, and, all amendments being voted down, it passed. There is no articular news stirring to-day. Mr. Slidell, inte Minister to Mexico, has leit the North. General Gaines is still here, but, | has received nothing satisfactory | tere. Pn is rumored in varieus quarters to-day, that | Gen. Houston, of Texas, of the Senate, will likel | be the new Major General, as lately authorized. Mr. Horn, Collector of Phi hiladelphia, was 1¢- jected bpm ag for the second time, by an in- | creased vote. it is believed, from head quar- Wasnineton, June 25, 1846. The administration is looking every day for ine telligence of the arrival of Santa Auna at Vera Crnz—a pronunciamento of his elevation to the supreme authority, and an overture for peace, Now, it is pretty certain that this enterprise is at | work. While Almonte, (and we have this infor- mation from high authority,) was at Vera Crug | inthe month of May, having been appointed | Minister to France, the political leaders of that | department had called a meeting on the affuirs of | the republic. Every thing was ready to pro- | nounce; but from a division im thd assemblage, some being in favor of Santa Anna, and others for Almonte, the junta was dissolved witho aoe having made a ib hyena Atter which monte returnes Havana, resigning his com- mission to France, but retaining the 980,000 out- fit, which he promises to refund the government ata more Convenient reuson. Santa Anne was expected at Vera Cruz on the 13h of June, and his frends were songuine that is arrival would | lead to an immediate prenur ciumento in his cle Convention were presented, with the report of | Vation. The troops iui by Pardes in pere 5 son, are for the purpose of resisting Sunte Se, Comins: io MENens UF te bani add } Anna, and not General Taylor. and as presenting the report, Mr. Ci iefly ‘°/ Senta Anna is understood 10 be favorable ted the leading doctrines it treated upon, one of | tq negotintion, as preferable to war, as goon as Gen: Taylor hears of the prowunciamento the hete exile, by tue junta wt Vera Cruz, tu sh shout i issue a co-operate pronunciamento, and Pas redes would be demolished at once, Iti ihe pro- nunciamento which does the thing for the Mexi- cans. Ayain, itis anticipatcd, that Puyedes, (in order to defeat the designs of Santa Auna, unless the exile should already. have arrived,) willbe compelled to sue for peace, to save himoclt from the retribution of Santa Anna, y banishment | from the country. It appears, therefore, that whether Santa Anna remains at Havana, er returns to Vera Cruz at the call of the junta, Pa; | redes is driven to the extremity of one ef two al- ternatives—cither to sue for peace, or to leave the country open to Gen. Taylor, in order toa prompt organizauon, to resist the descent and the pronun- ciamento of Santa Anna. When the presence of a hostile army in the territory of a nation, claim- | ing to be independent, is insufficient to stop their intestine broils, it would seem an act of magnani- ae as well as of policy to “smash them upen- tirely,” to use the language of Col. Johnson. It would seem the only course left. The report gains credence, if not credibili that there is tobe a general re-organization of Cabinet pretty soon, more especially for the yee fitof Mr. Bancroft, who, it is said, isto way to Mr. Mason, ' he Attorney General, wi — in turn is to be fi Gen. MoAlister, of | ia, late basen cal ite for governor. Mr Bancrot to go to Russia. The design, it is ) friar reported, is to get Bancroft ont of t e way entirely, as decently as possible, for if nominated li Russia, it is expected the Senate will reject him. If the President, however, is bent upon a new Cabinet for a change, he will probably hold over till the adjournment, send Mr. Bancroft off to Russia in the a io him an outfit and return of an aggregate of 5 pL sornad in- cidental expenses in the event of hi | the Senate next winter, which vould not nor be 80 likely, after his departure, as in ey ap it— The " rbearance of the es 30 rumors of a change or c seri jm Saber py an air of plausibility, and the ection of the cliques is actively at work to effect an explo- sion. | The Richmond Whig has left out a State in ite calculations of the division of the Senate upon the tariff. The correct division is as 1 — There are twenty-five whigs, including Mr. Cil- ley, all of whom we will suppose as steadfast for the law of 42. There are thirty-one democrats, including the two Senators from Texas, from whom we take _— beget fog Sturgeon, of Pennsylvanie, and place them in the opposite scale. ‘ Thi \s of the would give for a reduction Majority for a modification .... . So that there will be no necessity for th casting vote of the Vice President, as the whe has it.
