The State Bank branches ‘banks together, have paid an average tax at the rate of 88} cents per annum on the $100, or eight mills and four fifths of a mill ag their capital stock. By a law passed last winter to asain ee baat banks, bridge and insuraace companies, all *tsc old banks (except such as have a special clause in their charters fixing the amount,) are required to pay atax of six per cent. upon their profits The Trust Company, the Clin- ton Bank, the Wooster Bank, and most of the old banks, will come under this law, and will hereafter be required to pay six percent upon their profits. This will very materially increase the amount which they will pay to the State, and it places the old and new banks upon the same footing of equality. The total tax dupjicates of the State, in 1645, amount- ed to $14,169,469. The aggregate of all the taxes as- sessed for 1845, including State, county, school, town- ship, and road taxes, and all other taxes assessed upon the grand list, amounted to $2,295,509, being 15 mills on the dollar, or one dollar and fifty cents en the hundred dollars of the grand list. The real property of the State stood upon the tax lis, of 1845 at $10,185,744, and the personal property at $35,974,725. It is believed that the whole taxable pro. perty under the new law will be five hundred millions of dollars. Upon this sum a levy of five and a half mills upon the dollar, will raise a tax of two millions seven hundred and fifty thousand dollars. This would be a sum sufficient to meet all the demands for every purpose for which taxes are required to be levied, in- cluding State, county, school, township, and road taxes, and every other tax levied upon the grand list. The whole amount of taxes paid by the banks of Ohio this year will not be much less than thirty thousand dollars. THE OREGON TREATY. TARIFF MOVEMENTS, &e. ke, PROCEEDINGS IN. CONGRESS. In Senate. Wasnincton, June 16, 1646. THE FINANCES OF THE COUNTRY—WAYS AND MEANS. A message from the President was sent in this morning, with Secretary Walker's report on the finances and the | tari. lowing eve de | orophy, 0m each even | The President states that the increase of revenue ren- dered necessary by the war with Mexico, can be met by reducing the duties to a revenue standard, imposing dw- ties on free articles, and modifying the duties on others. Additional authority is asked for the issue of treasury notes. The Secretary's report was also read. He estimates a deficiency in revenue for the next fiscal year at nineteen millions six hundred and twonty thousand dollars, but anticipates receipts from various sources which will re. duce this to fifteen millions, This deficit will also be reduced, if the tariff is modi- fied according to the provisions of the House bill, intro- duced by the Committee of Ways and Means. The en- tire receipts, with this modification, are estimated at thirty millions, but leaving still the deficiency mention- | ed of fifteen millions, The warehouse system proposed, it is estimated, will | further reduce this amount, and the graduation of the sales of public lands half a million more, leaving still over twelve millions deficit. To meet this the Secretary recommends a resort to Joans, or issue of treasury notes, or both, as circumstan- ces may render it most desirable; and at the earliest dates, and at such rates of intorest as may be agreed upon. The message and report were referred to the Commit- tee on Finance, and ordered to be printed. An Executive message was also received, which was understood to be the Oregon treaty. ¥. Mr. McDowrxt of Ohio moved a suspension of the rules,in order to introduce a resolution embodying a pro- test against the treaty in progress for a settlement of the Oregon question. ‘The resolution and preamble assumes that this is @ question proper for the action of the whole Legislative power; for the attempt secretly to adjust the matter while the people and their representatives are ignorant of the terms, would be doing injustice to the rights of the people, and “consummated” no obligatory force upon them, therefore “ ved, That int soi erat ie Ce Se Bebe and action upon the same, and submit it to the people for their action End consideration.” The remaining resolutions censure the President and Senate for executive and senatorial supremacy, and for secret conclave, by which to hide their proceedings from the public under the midnight veil.
