bg ed of many of our hackmen, there is uo r of | their * hoo!s dropping off” as they do in Mexico | during the rainy season, according to the letters of | Gen. Scott i On Monday we expect'Mr. Allen’s resolution for open doors in the Senate during Executive busi- ness, will be made by him the subject of a speech against the surrender of Oregon ; but mous verrons, House of Representatives, Sarunvay, June 13, 1846, PARLIAMENTARY. ‘The Srrakee announced the first business in order to be on printing the tenth volume of the laws of the Uni- ted States, Mr. Wiitr, of New York, arose for the purpose of asking leave to offer a resolution, which he sent to the Clerk's table to be read for information, : The Sreaxen recognized the gentleman from New York Mr. Hovston, of Alabama, said that he had not coum cluded his remarks when the morning hoxr expired yes | terday; and, therefore, claimed his right to the foor on ion stated by the Speaker. ir. Waite very quietly resumed his seat. _ . Hovstos was about te proceed witn his remarks from a desk in the centre of the hall, having left his | own at Point Isabel, when | Mr. McKay asked him to give way fora motion, to | which request he assented ; aud Mr. Me moved that | the House resolve itself into 1 Committee of the Whole onthe state of the Union ‘The Sreaxxn arose to put the question, and Mr. Asumun made a point of order. ‘Ti from New York (Mir. Wuite) was recognized by the chair. The geatieman trom Alabama (sir. Houst claimed the floor ; and, instead of proceeding with his Temarks, for w sich purpose he claimed the flour, he gave | way fura motive of tue gentleman trom North Carc (vir McKay) thus preventing the gentleman from York, after being recuguized by the chair, ting his resolution | The Sreaxee overruled the point; and remar! by giving way to the geno'leman the geutleman frum Alabaw on the motion to print the tenth velume of the law Mr. Hovsrow. (crossing over to his own 5 tioned the correctness ot the decision. but cided. | hiv notes to the stan he first oc- | cupied, delivered ry fow remarks about the prin'ing | of the laws. Gentlemén around him begged him not to | fill up ali his time. He promised them he would not do | 80, and forthwith moved that the House resulve itself | into a Committee of the Whele ou the state of the Union. [\ voice—* Why, that’s Mr. McKay's motion !” “ Yes, and White was most beautifully cut off” Mr. Hunt, of New York, inquired whether this was not one of the days set apart by the rules for private bills, ‘The x repled it was, but it was competent fur to go into Committee of the Whole. Mr. Hunt asked for the yeas and nays, which were ordered and taken ; and the question was decided in the | affirmative—yeas 63, nay’ 65. THE ALTERCATION—THE OFFENSIVE Dna YN. It will be remembered that yesterday, as appears by a portion of the proceedings communicated, that Mr. Hous. | ton, of Alabama, accused Mr. Gordon, of Ne , of * special pleading ;” that Mr. Gordon retorted, and made use of the word * pettifugging,” and that Mr. Houston | designated such om application to him a “contemptible falschood,” Se. Now, all this was not caleulated to | make the:e gentlemen love, as did Jonathan and David. | Some of the war spirits thonght a fight would take place. | Neither of them lacks bravery, but they have too much | respect for themselves and friends to risk their lives in | the duello or the fusticuffo. Mr. Houston spoke hastily; | too kind a heart willingly to offend; he was sorry | fur what he saida moment after, and can be excused on the ground that “he is as ardent as a southern sun can | make him.” ‘This morning, to the joy of the friends of | peace, Mr. Cobb, of Georgia, arose and said that an alter- cation took place yesterday from a misapprehension be- tween the gentlemen from vy York and Alabama, and that the offensive language is withdrawn, Thus sweet it is that peace doth reign, And love again unites the twain! THE NAVY BILL—FREEDOM OF DenaTr. The House resolved itself into a Committee of the Whole on the state of the Union (Mr. Hamlin in the Chair), ahd resumed the consideration of the bill making appropriations for the naval service for the year ending June 30, 1547. ‘The question pending was on the amendments for dry docks at Philadelphia, Pensacola, and Kittery, Several gentlemen spoke on the subject, when Mr. Buinxeknorr adverted to the fact that yesterday he endeavored to introduce a Dill to increase the pay of the rank aud file of the army, and the militia and volun- teers, but could not get a sufficient number to show their hands, He would now correct a misapprehension with regard to his action heretofore on the su. ject, and set himeelf right with his constituents. . Wiernnor rose to a question of order—or the gyound that tho remarks of the gentleman were irrele- vant. ‘The Cuarmsan said that the gentleman from Ohio was in order. Mr. Dromooote insisted that the gentleman should be confined strictly to the rules. Mr. Tuuxsai hoped that his colleague would be per- | mitted to proceed. Mr. Wixrnnor appealed from the decision of the Chair. Mr. € ew | from submit- | LANGUAGE WITH: n try trusted that all who loved freedom of de- bate, and who viewed it as essential to liberty, would | frown down the gag. We were now in Committee of the | Whole onthe state of the Union, and anything that re- lated to its welfare, was in order. [A voice—* That's talking.”} The Carman, after looking at the rules, said that de- | date on the appeal was not in order. | of the Chair | ‘The question was taken, and the decision ‘Was sustained—Ayes 00, noes 56. So Mr. Buinxexnorr was permitted to go on, remarking | that he would have finished before this, if he had not been interrupted. His principal objection to voting tor an incresse of pay of volunteers heretofore, was, that it ‘would have embarrassed the speedy passage of the act, providing for carrying onthe war Besides, he thought that the result could be attained by a separate bill. Messrs. Among those egresd to was one appropriat- ing $150,000 for a sectional duck at the Philadelphia navy yard. ADDITION OF MARINE CORPS REFUSED. Mr. Homes, of-South Carolina, sent to the clerk’s ta- ble an amendment, which was read, proposing to increase the marine corps fifty sergeants, thirty drummers, thirty filers, and fifty privates. He said this came from the navy department ; but the House rejected the amend- ment. MUSICAL INSTRUMENTS—FORNENST, Mr. Sawven moved to amend one of the sections, by striking out “musical instruments,” and inserting “‘drunis and files.” The amendment was rejected. He subse- quently moved to strike out, in another place, the words “musical instruments” He wanted no pianos in the army. ‘This amendment was likewise rejected. REDUCTION OF THE PERSONNEL OF THE NAVY. Mr. McKay submitted an amendment, which was agreed to—ayes 74, noes 56—that after the termination of the war with? Mexico, the personnel of the savy shall be reduced to 7,500. After voting for more than an hour and a half on the mendinents, the committee rose. Mr. Houmes, of South Carolina, moved the previous uestion, which was seconded—thus cutting off all fur- ther debate, And the House adjourned, after*a session of six hours Pattapevenia, June 14, 1846.
