Remarkably thin attendance in the galleries, and a large proportion of Senators’ chairs unoccupied. If there were any new constitu- tional doctrine involved there woult be some apology.— But it was rather extraordinary that Senators on this side of the chamber should go directly for sppropristions out of the Treasury to certain improvements, while they op- ote the grant ‘of waste Innds to improvements in my tate, Mr. Sevien.—Does the Senator allude to me 7 Mr. Sreicut.—No, sir. I don't allude to any Senator. But it does seem to me that there ix something extraord!- nary in the opposition to this bill. There’ ore some mighty good democrats here. who go the whole figure for appropriations out of the Treasury, when their own particular interests are to be carried out. who now turn up tho whites of their eyes in holy horror at the manner of my urging of this bill. Why, sir, these waste lands | have'been in the market and unxold for forty years ; and now it is unconstitutional for the government to dispose of them in itsown way. The time has come, sir, when Tshould talk plain. The gander should have the same sauceasthe goose. (Langhter.) Yes, sir, ] remember in 1845, there were many Senators on this side of the chamber who voted for a million and a half out of the ‘Treasury for harbors and rivers, a sort of nocturnal vote, sir; and yet some of those gentlemen effect a most holy horror of this bill. I have been a democrat all my life, and I hope a consistent one ; and | now say that if gen- tlemen find nothing constitutional in this measure, when the harbor bill comes up they will find me a rough and troublesome customer. (Laughter) I can't tell what Sensors are laughing at, for they know I am telling the Mr. Nixes disclaimed any exparte opposition to this bill. But he must say that there had been a most extra- ordinary forbearance in regard to it. The bill itself was | clearly regarded as an act of pace. Mr. Srxigut.—You do not show much grace towards it. Mr. Nines was expounding the Constitution next, when Mr. Srriont interposed some side remark. Mr. Ni said that the doctrine against internal im- provements might be very good in the abstract—it might tlso be good tovcarry It sitietly out : but when we come to Mississippi it is to be set aside—there is then te be an act of dispensation, or a suspension of the rule. He did not take any notice of the Senator's remarks upon hiin- self. He was opposed to this whole doctrine. There is no such thing in the constitution as alternate sectio1 He supposed it turned upon that. It might be constitu tional, perhaps, to take every other section when it would be a violation to take the whole. He did not know yet how he would go upon the or bill. He might, per- haps, go for it; but there was a great difference between improving harbors and in giving away olternate sections. ‘This was a most extraordinsry bill, and the Senator from Mississippi, who has already’ had ‘one grant of aliernate sections, thihks it strange that we should oppose tho second grant. Suppose we have some rule ubout this atter, Let tsmake one grant of alternate sections every session to every new State, which will be doing protty well. Mr. Niles passed to the vetoes of Jackson, and said that they were applied against the doctrine of inter- nal improvements,whether in the act he struck at frieads or foes. Mr. Svxiour said the Senator need not have taken the trouble to laim what had been urged pee other Senators, and not against himself.
