MONEY MARKET. Thareday, Jund 4—6 P. i. The stock market this morning presented the same de- Pressed appearance, and prices remain without any ma- terial alteration. There has not been a variation of one Per cent in any of the fancy stocks, either way, within the past week;,and it is impossible to predict what may be the complexion of things in Wall street, from one day to another. It is a matter of much astonishment how Present prices are sustained, There must be a sudden | tmash in stocks sume day = | Prices at the first board to-day were about; the same | as those ruling at the first board yesterday, but at the ‘second board there wasa slight improvement. Harlem ‘went up } per cent; Reading }; Norwich and Worcester 4; Canton Scrip }. It was reported in the street to-day, that several houses, extensively engaged in the produce busine: had failed; but there was foundation for only one. The business paper of some of the best houses in the city, has, forsome time past, been selling in the street at two, three and four per cent a month ; and itis probable this fact gave rise to the report that they had failed. ‘We understand that no offers were msde for the loan of $300,000 of 5 per cent State stock, redeemable in 1964, for which proposals were to be received by the Fund Commissioners until 4 o'clock on the afternoon of the 2d instant. ‘The literature fund has an investment of $104,000 in the Oswego canal stock, which is reimbursable in July; ‘and we understand it is intended to re-invest this amount in the stock of 1864, which will enable the Commission- ers to pay all the small awards for land damages and ar- Tearages to contractors, until a new loan can be adver- tised for the remaining sum of $200,000. The absence ofoffers for this loan is pretty good evidence of the tightness of the money market. ur accounts from New Orleans to the 27th of May state that no material charige had taken place in the con- dition of monetary affairs during the previousfew days, but the market was on the whole ashade er sier,and there ‘was less demand for money than previously noticed.Some of the banks were discounting to a moderate extent, but there was so much paper afloat, that by far the greater Portion found its way into the street, and was occasion. ally done at rates varying from 1 to 2 per cent per month. The warehouses were groaning under vast quan- tities of produce, which have accumulated in the absence of any facilities for shipping, and, until the stocke shall have been in some measure reduced, we cannot look for any sensible improvement in the money market. The market for Texas securities had undergone no change. There had been some further sales of Red Backs at 9} a 10} cents on the dollar, but there had been no transactions in bonds. “Tee highly probable that Congress will pass special ‘act, permitting the Secretary of the Treasury to issue Treasury notes, bearing five or six per cent, to a certain ‘amount, instead of resorting to a direct loan. Should the Secretary be authorized to issue Treasury notes for twenty millions of dollars, all hopes of establishing an independent treasury, upon the specie system, this ses- sion, will be abandoned, and the fears of those op- Posed to that system removed. It would remove the nu- merous objections of the party opposed to that bill; and in the event of its being re-established at any future time, the existence of these treasury notes will preven, ‘any very great or rapid accumulation of the precious metals in the hands of the various treasurers. The issu ing of treasury notes would at this tine, and under ex isting circumstances, be attended with very many ad- Vantages. It would have e very favorsble effect upon the money market; first, because it would relieve the banks from the apprehensions they now labor unde: relation to a drain of the precious metals, and enable them to extend their discounts to the commercial classes more liberally; and, secondly, it would cause specie to flow in those chanels regulated by commerce,and,at once, bring about an equalization of exchanges,and remove the artificial condition in which they have for some time past ‘been placed. When the balance between two important commercial points is deranged by any artificial or unna_ tural cause, such as the. financial operations of the go- vernment, growing out of a rupture with a foreign Power, there must be very alarming embarrassments ex- perienced at the point from which the funds are drawn, This derangement can only be relieved by removing the cause producing it. The operations of trade cannot re- Bulate it; they can only regulate themselves; the arti ficial cause must be removed before the ramifications of commerce can go on prosperously and properly. When large amounts of specic are transported from the North to the South,to meet anyextraordinaryexpenditures of the government, andare, for a time, drawn entirely from the channels of trade, the vacuum in tho currency, caused by the sudden withdrawal of these sums, must be immediately supplied by some representative, or trade becomes at once affected,,balances deranged, and the whole movement so much removed from its natural state, as to cause financial difficulties of such a nature ‘as endanger the commorcial existence of those who have deviated, in any way, from a dogitimate business, or have extended their operations much beyond what their capital will permit. ‘The monthly statement of the United States Treasurer for June, shows the amount on deposit on the 1st inst. to have been $13,470,063 58, of which $11,476,064 65 was subject to draft. The transfers ordered have been as an- nexed :— 130,000 $1,130,000 Transrens Onvene. From Merchants’ Bank, Boston, Massachusetts, From Bank of Commerce, New York. . From Bank of America, New York. . Frow Philadel, From Bank $1,260,000 It will be observed that $660,000 have been transferred from the banks of this city, $400,000 from Boston, and $100,000 from Philadelphia, to Mobile and New OT eans. The estimates of income and expense for the public service of Canada, have just been putlished by the In- spector General :— Finaxces or Canapa. Estimated expenditure for the y Estimated income for the year. . + 677,291 Estimated deficiency, 1846. ...........£371,345 ‘To cover in part this large deficiency, there remains ‘a sum of £140,000, heing the premium received by the Home Government on the million and a half of deben- tures disposed of in the London market. This is to be given to Canada in addition tothe full amount of the loan. The Inspector General proposes to leave this sum to stand at the credit of the Province, and to take, instead of it, the twe years of the annual Sinking Fund of £64,- 000, amounting to £128,000. Of course, only £12,000 of the Premium Fund will afterwards be available for Ca nada from this transfer being made. Should this sum of £128,000 be appropriated to the expenses of the current year, a deficiency of £243,000 will still remain to be pro- vided for. It is presumed a loan will be resorted to. In order to ascertain the means of the Province to meet this increase of Seed we must deduct from the Fag meaann regarded as extraordinary. Besides the sums for the canals, apprepriations are included for other public works, amounting to £137,373, Ifthese be added to the £12,- 000, there will be the large sum of £150,000 of income beyond expenditure, from which will require to be de- ducted the interest of the new loan, which will be about £12,000 per annum. The revenue of the Canadas is derived from the fol, lowing sources. The Welland Canal isso intimately connected with the trade of the ports on Lake Ontario—Loth Canadian and American— that as their commerce with the West increases, its re- sources must increase. Several works of internal im- provement are in contemplation in this: State, which, when completed, will add very largely to the commerce of Lake Ontario We allude to the construction of the Oswego and Syracuse Railroad, and the Ogdensburgh. and Lake Champlain Railroad.
