iheant, when ft le beyond redemp- anticipated. Very few policies are taken out with it in- serted in them ; and those companies which continue to take risks as usual, will stand the best chance of making the best dividends, if they make any at all. ‘The moe | chants of Boston are very much opposed to the insertion | of this clause, as they consider it unnecessary and un- galled for. It will be recollected that, when « war with France was anticipated, during the administration of General Jackson, only one insurance company in Boston would underwrite to pay all losses in case of capture: | &o. That was the Ocean Insurance Company ; and the | result of the course it pursued was a dividend of fifty per | Cent forthe first six months, and forty-five per cent for | !*% the second six months, making, for the year, ninety pew cent, returning to the stockholders in that short time nearly'the whole of their original investment. The | £ Principle this company went upon in underwriting in this way, was, that in the event of a war, they would | be ruined in the regular way ; and they mightas well | Get all the business they could, as the chances were in their favor, in any event. | ‘The insertion of the “ war clause” is a perfect farce ‘as every company in Wall street has already sufficient tisks enough to ruin them, should captures be made, Ik ‘Is altogether too ono-sided an affair. The companies get the premiums ; but we venture to say that very fow losses would be paid. The only sure war clause owner, of vessels can be sure of is, the security a few guns on Doar’, and an additional number of hands, give. Instead | of paying three or four per cent premium, for insurance against capture, or for the payment of all losses produced by capture, it would be much better, and much safer, to agpropriate the same amount to the purchase of a few Paixhan guns, and the employment of extra hands | ‘There would be some real socurity in that method of in. serting the war clause, as the insertion of afow forty-two pounders in the hull of a privateer, would be much more gratifying to those interested, in not only preserving their property, but their lives and liberty, then trusting toa mero clause in the paper policy of any insurance company. Even in the event of a war clause” being | Sood.for the value of the property captured, it will not be good for the lives or liberty of those who may be killed or capturedin an engagement. We would, there- fore, recommend the policy of arming all veascls engaged in our foreign trade. We have very little ‘confidence in any of the marine or fire mutual insurance companies. The immense amount of risks taken upon limited capitals, makes the chances of Tecovering losses such, that it is impossible to tell whether one is actually insured or not. The mutual system is rapidly going out of existence, and the explo- sion of a few more of the companies conducted upon that principle, would condemn at once the whole concern: ‘Tho president of the Atlantic Mutual Insurance Compan’ ny, of Boston, has given notice that the losses of that company have recently been so great that holders of po. yoga licies are not safe, and recommends them to take such measures, respecting the procuring of other insurance, as they may deem proper for their own safety. As un- fortunate as this may be for thoso who have paid pre. miums, the timely notice given of the insolvency of tho company enables those interested to protect themselves It is, in many respects, fortunate that this system has "AUCTION ROFICES. Had the market become filled with the Decome a species of investmont to a large amount, an | explosion of any company, or of the system generally, would have taken millions of dollars from those holding the scrip as investments, who never were interested in any other way in the companies. As it is, notwithstand- 4ng the limited extent to which the system has been car- ried, scrip to a large aznount has been cancelled. The system ofstock companies is docidedly the best; a premium is paid, and if a loss is suffered, and the compa uy can pay, there is the end of the matter. The stock” holders are the sufferers, and perhaps a dividend or two 4s the extent of the loss ; but even that system, as long as it has been in existence, is very defective, or the manner of taking risks under it, isso. In Massachusetts there are twenty-nine insurance companies, with specific capi, tals amounting in the aggregate to about five and a half millions of dollars. The aggregate risks of these twenty. nine companies, marine and fire, amount to nearly ‘ore hundred millions of dollars. Should they experience losses amounting to about seven millions of dollars, being the amount of capital and premiums, more than ninety millions of dollars upon which premiums had been paid, would remain uninsured, and those holding policies would be compelled to get another insurance elsewhere, or run out the balance of the time on their own account and risk. The little liscriminstion usod in taking risks, bott. fire (nd marine, and the injudicious distribution, or, we might say, concentr ition of risks, exhibited in the conflagration of last July, is one great cause, if not the sole cause, of the frequent explosions of these companies. There is, however, ‘one other great cause, and that is, the limited capitals compared with the immense amount of business done. We want a complete remodeling ef the whole business of insurance; and the best place to begin the re- volution, is, in the selection of proper officers to conduct the business of the companies established upon any new system. It is a notorious fact, that one-half of the compa nies now in existence, both stock and mutual, are man. ‘ged by those knowing no more about the business than #0 many school boys, as any one acquainted with the abuses practiced, particularly upon marine insurance, can testify to. ‘The annual report of the banks of Connecticut for 1646, compared with former years, exhibits an expan” sion inall the principal departments.
