It hes been read a second time, and referred to the Committee of the Whole on the State of the Union. It was anticipated that there would be « higher duty placed upon iron, by the com mittee, than that suggested by Mr. Walker; but upon comparing the two bills, we find that iron in blooms, bolts, bars, hoops, pigs, rods, slabs, or other form not otherwise provided for, castings of iron, scrap iron, and Vessels of cast jron, are put down in each bill at thirty Per cent ad valorem. Manufactures of cotton, wool, worsted, silk, hemp and flax, are also placed at the same duty in each bill. A very important section has been attached to the bill by the Committee of Ways end Means, which, by all means, should be adopted. We allude to that providing for a deficiency of revenue, under the new act, which | says “in any year in which there shall bea deficiency of Tevenue, a duty of ten (10) per cent ad valorem shall be Placed on tea and coffee, to take effect after the first quarter of the ensuing year.” A duty of ten percent on these two items, would yield a revenue amounting to ‘between one and a half totwo millions of dollars annu- _ lly. Mr. Slidell arrived here this afternoon, and soon afterwards had an interview with the Secretary of State. The latter, and several other members of the cabinet, met subsequently at the President's, to consider the nature of the advices of which he was ~the bearer. The belief is, that ere this time, our troops and those of Mexico have had a brush; or, that our fleet at Vera Cruz have bombarded St. Juan d’Ulloa, if not prevented by the British and French fleets in that neighborhood.
