ENTON, FOR FORTY-NINE. Wasurvatox, Aprfi 1, 1840, Another rupture in the Senate. Colonel Beaton and Mr. Hannegan have parted company. Colonei Beaton, ia “‘ vindicating tho intelligence” of the Se- nate to-day, took oecasion to set General Cass right | with regard to the treaty of Utrecht, of 1718. The | General declared yesterday, that if it could be estab- lished that the treaty of Utrecht gave any authority for the extension of 49 weat of the Rocky mouatains, | he would abandon his position on 54 4), and come | dowa to49. Col Benton, for the “vindication of the intelligence” of the Senate, took up the challenge. ne pelea the task of establishing the tact, saiglid tty clearly, demanding the surrender of Gen Cabetc the 49 men, as a prisoner of war, on his parole of honor ; after which Mr. Haanegan came down like an avalanche y sg Col. Beaton, for the | particulars of wich woe reter ae more we La port. Gen. Cass was not or we expec! there would have been aa indeed. Wasuineton, Apni 1, 1846. Many were taken by surprise on Monday last, by the attempt of Mr. Webster to postpone the further consideration of the debate on the Oregon resolu- tiona, to a period of one month from that day. Per- sonsin all parts of the Senate chamber wondered | what wag inthe wind, and very naturally enquir- | ed the reason for this new movement on the part o | the honorable Senator from Massachusetts. To thef questions, what is this for? what does it mean % nothing positive or certain could be replied; so that the inquisitive mind of the multitude was at fault as to the real cause of the proposition. Before, how- ever, [ attempt a solution of the difficulty, it will be proper for me to observe that Mr. Webster made ita very strong point in his argument upon the motion to postpone, that he could not see how this goverameat could refuse to accept the terms ‘aid down in its own offer to the British Government in 1826, if they should return it upon us as the basis of compromise on the part of tne British government. That propo- | sition was the 49th parallel, with th free navigatron of the Columbia river. ‘As to the 49th parallel, Me. ‘Webster said on Monday that Eagland could not expect any territory south ot that line, yet heis robably willing to permit her the use of the river for the purposes of trade and commerce to that por- tion of the British territory, north of the 49th paral- Jal, just a few miles north of Ciark’s river, extead- | ing, 1n a semicircular form, to Flat Bow Lake, and thence south to the 49th parallel again. This point at Fiat Bow Lake, would be the princ.pal entrepot for every article of British produce in the Kootanie country, from whence it would be brought down | the Columbia river to the Pacific, and thenoe to every place in that sea. I do aot propose here to | show’ what the evils of this concession would b> if ‘The Pro, airs | granted to the British government, but to lay dowa p> | a sort of chart for your readera, from which they orite Soemt, sr tie | may ace the advantages arising toatoreign govern- mi | ment, leaving only about thirty miles of river as ‘o | their boundary on the northern side of our territory, ; and which would be of no use to them unless wo rmit them to navigate the entire stream to its a distance A near four hundred miles inland from nthe mouth of the Colum- bia river. To form some idea of the nature of a | grant of this kind, it 1s only necessary to consider what would be our condition if Eagland had the night of vy es the Mississippi river; or what would be the benefitsto uy, if she gave us aa outlet from the lakes to the sea, down the St. Lawrence ri- | ver. These are points involved in the proposition ot 1826, which it behooves the American people to consider well before they either offer or accept Having now reviewed Mr. Webster’s remarks on this particular point, in his brief speech of Monday jase; Looms at once to a fact which may throw | pid fight upon his motives for making the propo- sition to postpone the discussion for a month longer, | to refuse 1ts own offer of compromiss made in 1826, | if returned upon it now by the Brith government. It is afact that Mr. Webster hus addressed a letter i= | to Lord Aberdeen, which he mailed on Sunday aa | | = a eae Sees which is su ed to be to juce his lordship to have our offer of 1826 sent | beck to us by the British government. Indepen- ‘3 | dently of any direct proof that such are its con- al tents, the inference which | have drawn from his | efforts to postpone the discussion on this :mportant | subject for one month, and his foregone conclusion that we ought to accept of the proposition of ont in connexion with it, 18 so natural and fair, that | have not a dolibt upon my mind but that the ‘honor- | able Senator from Massachusetts has volunteered his: good offices with influential members of the British House of Lords, to have the difficulty settled | upon that basis. Well, by the time we get an an- swer to Mr. Ha’ 7 pekee 'a—or rather, perhaps, to the joint letter of Mr. Walker, Mr. Haywood and Mr. ; Polk, to Mr. McLane, aiid the one to this more re- cent epistle of Mr. Webster—things may assume a aa ligrrons and Frail of more peaceful shay apes and the Eaglish government be induced, from the solicitations ot eminent Ame- | riean stateemen, to agree to a settlement of it in accordance with the views thrown out in those pri- vate letters. it the country caa only have a little af patience, they may have more weight with the Eag- eh ministry thao all the diplomatic correspon- | dence that has passed between or. Pakenham and | Mr. Buchanan. The speech of Senator Cass yesterday, was a most able, argumentative and convincing effort in favor of our rights to the whole of Oregon up to 54 40. Even many of those in the opposition ranks | remarked to me, that he was a most able statesman. He said that no vote of his would ever be given | which would surrender one inch of the Oregon ter- ration | | ritory to the British government sonth of 64 40. | He was severely handled to-day by Mr. Benton, in %. | a speech characterized by much wit and cuttin; fers 01 eaten {| sarcasm. The Senator from Missouri produced Each lecture | various reports and maps of commissioners appoint- ae ri | ed during the early periods of this controversy, to prove that the line 49 was the one considered by | them as the true line. He was rather severe on oforte, | General Cass, and by these pa; nt ara, 8, x Sere, ereet | | tried to overturn the position viaken L's “(a ener | in his speech of yesterday. When ‘Beaton had | concluded, Mr. fannegan rose in defence of his the General, who was not in his seat, and eam | said that he had received his first lessons on the | Oregon question trom the Senator from Missour, | during the debate upon the Ashburton t 5 at ¢ honurable Senator went ay high as 85 de- ees. What he had then learned trom him upon | this subject, the Senator from Missouri could not undo now, for he believed he was then | right, and he had neither heard or seen any- thing vol a since to Cs pn Alle contrary to the maps and paragraphs whic! the Senator read for the Senate in rt of his | views now on the subject, not one ot them, said Mr. Hannegan, made the tnost remote reference to the question in dispute, but only to the 49:h parallel east of the Rocky mountains, except such as he had | read from Lewis and get pheten sere not one—so that the readi berm Te amounted | to nothing. Aad as to the treaty of Utrecht having | any reference to a line of this ee oe would say | with his honorable friend from ichigan, Gen. | Cass, t if it did he would not only go tor 49, bat Twat from | would surrender the whole of the Oregon Territory | to the British Government. Ia the concluding por- ‘tion of hie remarks he was very severe on Colonel Benton, for the course which he now has adopted in reterence to this question, and congratulated Mr. | Calhoun upon the victory he has meh in making aconvert of the honorable Senator from Missouri to his party. In this victory, said Mr. Hannegao, the antipodes have met. At the conclusion of Mr. Hannegan’s ae ee the ladies in the gatlery com- ~ | menced enane, was mig by the ham- mer of the Vice-' Mr. Webster then rose and said, thatif arene again any manitestation should | be exhibited, either tor or against any person upon ‘and “that floor, he would exercise his taht t0 a Senator in moving to have the galieries cleared. This isa | confirmation of what 1 informed you of four months seats al | | ago, when I said the Beaton and Calhoun parties ei us| | Were courting, and would eventually be married.
