In the Senate, Mr. | Hannegan has beem talking all the morning to the | Western democracy, on the Oregon question; and, in the usual way, following up the tone and temper | of the remarks of Mr. Allen of Ohio. In the House, Gauee, | there has been a preliminary vote taken to-dag rela- tive to some printing on the new tariff bill, which indicates considerable feverishness and anxiety on that subject; and I have no doubt, by judging from all appearances, that the debates on the new tariff sys- tem proposed by Mr. Walker, will create an exeite- ment and sensibility equal to that produced by the Oregon question. But more violence may be exhi- bited, because there is great doubt and deeper un- | certainty as to the result of the tariff question now pending. For myself, 1 believe that now this great tide of the tariff controversy is returning in this country—that we have reached the great crisis of @ question that has deeply agitated and convulsed the entire country during the last few yeare—that has filled both Houses of Congress with deep ex- citement, mixed up to some extent with the elec- tions of the day, and produced an alienation in certain regions of country; and now I be- | lieve, that after having seen what is the great | sense of the country upon this question, we are Kk, at the same satin. I am more and more convinced, from what I see and hear around me, that great revolu- tion and change of opinion are maturing, day by | day, on the subject of the tariff question. The de- | bate on this subject, will exceed, in point of interest | and excitement, that on the Oregon controversy.— On the Oregon question there was hardly more than one side, and that was the side of the country against a foreign nation. The tariff is altogether different. Itbrings in conflict, on the floors of Con- gress, the different and conflicting interests of the country, all in hestile array. The shipping—the ma- nufacturing—the agricultural—thte planting interests, are all arrayed there against each other toa certain extent, or assisting each other to a certain extent. These great interests are again at issue on minor questions, affecting different sections and isolated parties ; so that the tariff controversy, as large and expansive as the wide Atlantic, is tossed and tumbled about without any settled principle of action—witheut any regularity or order. It is difficult to predict what may come out of this—what law may be passed which may benefit the country more than the present. I am disposed to believe that the chances are more favorable to any new commercial system. Every thing of: this nature will depend upon the position of the New England manufacturers and their representatives, Mr. Web- ster and his colleagues, from that section of the Union. The cotton interest of New England is deeply identified with this position, in order to | save the great foreign export trade. This 1s a great element in the prosperity of the manufacturing sye- tem in New England now—so that peace with Eng- Jand and the whole world, will not only affect the cotton growing in:erests of South Carolina, but the cotton manutacturing interests ot New England. This makes me believe that the time is very near at hand, when the same influences which caused ac- quiescence on the part of the New England men, relative to. Texas annexation, will bring them to acquiesce also relative to the principles upon which the new tariff laws will be based, so as to accord with the views of South Carolina and Mr. Calhoun. These views, relative to the new position in which the tariff question stands, receive confirmation every day. The position of the Oregon negotiation is even favorable to the furtherance and prevalence of such views, in certain quarters in Congress.— There have been several rumors put in circulation during the last few days, thata treaty has been agreed upon, by the Secretary of State and Mr. Pakenham, on the principle of the 49th parallel ; with an additional article, which provides for the mutual navigation of Frazer’s river and the Colum- bia river to both countries. These rumors have been circulated in high quarters ; but it must also be admitted that in other “ high quarters,”’ they have been discredited. Ihave reason to believe that the Oregon negotiation will not be closed by any treaty sent to the Senate—at least for some time to come—until it shall first have been seen what vote the new tariff bili will receive in the House. These few causes, under the combination of various mea- sures, may be termed log-rolling ; and great oppo- sition may be made in certain quarters, to the movements of the administration. But it is well known that all great measures, affecting the para- mount interests of the country, are mutually attract- ed or repelled by some such force or movement— in the same way as the laws of planetary motion Tegulate the solar system.
