The Bank of Louisiana has declared a dividend of three and a half per cent, payable to stockholders in this city at the Merchants’ Bank, on the 2d of March. We have no change toreport in domestic excharges. There is no demand of consequence for bills on any point, and our quotations cannot be considered other" wise than nowinal. = Serra TEEs | areers. 98 Marican P dollars 300 quarters... 99 ‘The rates for domestic bills on the m are probably as low as they can well be carried. On the principal Southern cities the rates range from par to } percent discount. When business commences in the seaport cities, and produce from the West beigns to coms to market, there will be more demand for do mestic exchange. ‘We learn that the Bank of the State of Missouri, which had suspended the purchase of exchange on the South- and East, in consequence of some restriction in her char. | ter in dealing in exchange, has again resumed the pur- chase of bills tos limited extent. A bill has been introduced into the Legislature of this State for the regulation of the auctioneers. The duties | enforced by the new bill are as follows :— 1. The rumor in circulation here for some days past, | that a treaty was about to be sent into the Senate, having for its base the 49th parallel, with several reciprocal commercial privileges, appertaining to the various rivers and inietsnorth and south of that latitude, may have arisen from the fact that such an idea has been thought of before in high places, and whieh the Herald was the first to communicate | to the world. Whether such « thing may ever happen or not, it ee be evident to the sagacious and far-seeing eye of Mr. Pakenham, that if the present session of Congress be permitted to run out without arranging the question in dispute upon a platform of this sort, the people of the United states will then take it out of both his and Mr. Polk’s hands, and dispose of it in whatever manner they think best. may jumns of the I jon the “ rabble route” of this country with war; but what value would such threats be, when made against those who are more ready to make war up- ;on England th n she is to make it upon us? It the subject were now put to a4 vote upon the lines 5440 and 49, four-fifths of the people would | decide in tavor of the first, and indignantly reject | the last The danger to the amicab! and speedy ttlement ot the question, therefore, lies in delay, | and not in diplomacy; fur, whenever the people see clearly into any subject that becomes an apple of discord with ministers plenipotentiary and politi- cians, they very soon decide it for themsel: and maraxel the gordian knots with which court forms al achiavelian subtlety may have entangled it. The ‘British Minister has been sufficiently long a re- sident of this sounlry, to have learned os that I | here assert; and being a gentleman of good judg- | Ment, will not gainsay whet I have advan | The truth 18, sir, the people of the United States | care very little for the leading politicians at Wash- | ington, and respect th cts only in proportion as they happen to be im accordance with their own views of matters and things. This isso with re- spect to the Of question. The merchants and | manufaeturers alc ng the sea-board, would not care ja fig if the whole of tnat territory were surrender- ed to England, provided that peace be preserved; but this 18 not so with the nation—the farmers of the interior. if Mr. Pakenham be wise; or rather, if his government instruct him to make ‘the best bar- ain he can with us,‘ as I think it has already done, | fe will not procrastinate the business much longer, but agree to the proposition of the Secretary of State, made before negotiations were closed last year. Less than that no administration dare to offer ; beyond it, to even 50 40, it is not in its power to prevent the people from going and h on, ite of every power on earth. e Union says, in a short fh, “ Weem- phatically repeat, there is no division in it (the Cabi- net) upon the Oregon question. Mr. Walker’ does not claim the distincuon of the “master spirit,’ nor is the Sec- retary of State at points with any ot his colleagues upon this subject.” Well done, father Ritchie 3 bat tell us on what subject they are not “at points” with Mr. Walker. Is it about being the “master spirit” in the Cabinet? Oh, no, his colleagues have too much wisdom and good sense to Sond that a int” of dissention between them and him.— ey may see it, and very wisely say a, of it; but yet the canker continues gnawing at the heart, much more than if they gave vent to their feel . ‘It is uselesgfor the ;‘ organ” to cover the with a wet blanket, or try to cool it 108 Frith a shower bath of editorial baths ; itis ther; and upon Oregon, too, as well ‘as upon other subjects. I have no desite to raise the yeil higher than I have; nor would I have done even that, if it were not for the purpose of telling the Pre- sident that the harmony of the Kilkenny cats, is heard in all its Saige without, as well as within, the walls of the White House, and that the secrecy with which these cat concerts of his cabinet are sought to be kept, is no barrier to the scrutinizing eyes of the He rald’s correspondents in occasionally getting a peep at them. 1 would ask the Union, if I thought it could an- swer me, as to whether there was or was not “har- mony” in the cabinet upon the question of referring the Oregon matter to arbitration? or whether the tarift and many of the Pennsylvania and New York appointments do not rather 1ncrease the “ winter of ea discontent” than promote its 2 ed 2 Or, . if the Secretary of the Navy, though a thorugh -going democrat and a very clever man, is not a sort of eye-sore to some of his colleagues, who look upon him as one of “small weight” to hold a cabinet appointment. The Oregon Question— The Compact with the Teza, Men— The stat eof the Case—Present Aspects and Prospects of the Cause, and the Division of Partie® upon it accounted for—Probable conctusion of the Game. We purpose a brief examination into the present aspects and prospects of the Oregon litigation. To a tair understanding, it will be.necessary to recur to the Baltimore Conveation nominating Polk and Dallas for the Presidency. At that Convention the party resolved upon the annexation of Texas, and | the whole of Oregon. The party triumphed upon | these propositions—the voice of the people had en- dorsed tiem, when the Congress of '44-5 assembled | in this capitol. ‘The democrats of the North co- operated witn their brethren of the South in the Texas annexation. The measure was consummated —the “‘lone star” was admitted into the tederal constellation. So farso good. Oregon comes next upon the carpet. Tne House pass upon it, the dem- ocrats of the South, in the fullness of their gratitude | kaown. trom | for the acquisition of Texas, voung for the exten- sion of our laws up to 54-40, and for the bill in ite trium, hant passage, notwithstaading an express prohibition against the introduction of slavery iato said territory in alltime to come. The bill went to the Senate, and on the 2d of March last, Mr. Allen moved to take it up; but the motion was rejected by two votes, those of Messrs. Huger and McUuflie. Tne bill tell to the ground. ‘The Oregon waa lett as it had for twenty- seven years, the subject of abeyance and continued negouatious. Lne Presideat, cations to signalize | hus ada ation in the very outwet, proposed the settlement of the Oregon conihorerey by @ partition ot the territury between the high contracting partes, upon the line of 49. The British jotiator de- | clued the overture. The President tell back upon 64 40, and reported the overture—the ‘the atutude assumed to Cor ioui that he now committed the subject to their discre- tion, recommending the notice tor the dissolution of the joint inheritance of the soil; and ing that at the expiration of the year trom the notifica- tion, it would devolve u, agen thes the amused to main- tain its rights, or aba Lhe unequivocal exposé fey recommendations of the Exeounve, precluded the possibility of longer playing with this question. Congress were directly rought to the issue ot Hh - Motice, as the iniatory measure to the prompt and permanent jon the contesting claims to the Northwest Territory. Now, then, we come to the resolving of the riddle. Now we approach the sectional, taononal, aad party mv | divisions upon this great subject, and the “a for ae divisions upon the inatory proposition. | Mr. Adams, who in 1325 proposed a surrender of halt the territory to England,:or the sake of a 44 | ment—Mr. Adams, who in 1343 declared that he Was not ready to act upoa the Oregon question, bat preterred a‘ masterly insotvicy fed tee most a application—this same ai man, now, in 1846, boldiy stands out for te Ao the giving of the notice—tne extension of our laws over the entire domain between 42and the Russian line—the oecapation of tae whole territory, and for Frederick the a. oa ot Silesia. Now, how are we to acvvuat for this sudden transformation 1a the opiaioas, or rather in the position, of Mr. Adame?
