M. ‘There was quite a panic in Wall street to-day, among the bulls. Quotations for stocks fell off, in some instan- 8, as much as four per cent. The news from Wash- ington has been a greater damper to the operators in stocks thanthey have experienced for a long time. Long Island fell off 3 per cent; Canton 2; Harlem 3}; Nor wich and Worcester 4; Reading Railroad 2}; Morris Canal 1} ; Farmers’ Loan 1}; Pennsylvania 5’s 1}; Il- linois 6% 1} ; Vicksburg 4; North American Trust 4 ; Ohio 6's 3. 4 Prices for stocks at the second board experienced a farther decline. The bears were in high spirite, and the fail in quotations] was large enough to satisfy the most inveterate bear in Wall street. We expect to see prices touch @ point lewer then they have for the pest month or two. It must be admitted that the advices from the seat of government look rather squally, but we think | it is the beginning of the end; that the Oregon question is nearer a settlement, in some way, than it has ever been yet. The news had a contrary effect upon cotton. It stif- fened the market, and produced a slight improvement in prices. The Board of Directors of the Toronto and Laks Huron Railroad Company have issued a circular, from which it appears that there is no longer any doubt of the success ofthe company. Ten per cent of the capital subscribed in the Province, amounting to $266,500, has been paid. The Commercial Bank of Rechester, has declared « semi-annual dividend of three and half per cent, payable on demand. The railroads of Pennsylvania, both public and private, or those owned by the State and by individuals, have within the past year been more productive than the canals. Of the $516,982 22 aggregate net receipts, $368,131 68 were | from the Phiadelphia and Columbia and the Alleghany Portege railway. In all parts of the country this fact has been fully demonstrated. Railroads must in time take the place ot canals. It will not be long before the transportation of freight on railroads, will be cheaper than by canals, the expedition and safety of these roads over the canals; is already sufficient to get them the com- mand of a very large portion of the freight, where the canals are not protected by legislative enactments. The Announcements in the Herald—The Oregon Cor- respondence— Fortifications and Defences of the Country—Friends of the "President im the Senate. The message of the President, which was com- municated to the House of Representatives yeater- WERY THEATRE, | day, conveying the late correspondence between | Mr. Pakenham and the Secretary of State, sfs- | tains, most fully, the character of the Herald, for the accuracy of all the information which it has, for the last six weeks, laid befor the public, upon the Oregon question, and which was diabelieved almost every where. Indeed, sir, it did not appear strange to me, that so much ignorance and incredulity, with Tegard to the Herald’s infurmation, should prevail | all around, and that the party press, on both sides, * | should be at fault on such matters; but I confess I | Was somewhat chagrined at the doubts which you | were induced to express at the time, of the correct- | ness of the information transmitted to you then.— | Yours was the only journal in the whole country that received the news of the renewal of the corres pondence between the British Minister and Mr. Bu- chanan, the day after it commenced ; and yours is the only paper that has, since then,—six weeks ago, —had a regular and correct run of every important point connected with the Oregon and Mexican ques- tions. These facts will put to rest, from henceforth, and in all quarters, the doubts which jealous con- | temporaries are ever willing to raise about the Her- ald’s information. | In my letter of the 5th instant, I informed you of Lord Aberdeen’s construction of the passage | of the notice, in connection with Mr. McLane.— | Yet, although he there expressed nothing more |than what every sensible men in the country | had previously thought on the same subject, exce pt | the “chivalry” of the South, it may happen that a | cries is not far off,in which both England and America may be.involved, leading directly to a con- | teat for national superionty, if not of national exis- tence. The answers of Lord Aberdeen to Mr. McLane, | relating to the vast military and naval preparations going on in England, are evasive, and of a diploma- tic character altogether, and should be received generally by the country as such, as I know they are by this government. What, then, 18 to be done | by us under these circumstances? We ought to unilla Gardoer, Harrington, | | prepare for the woret in the shortest posible time, | and show to England that we are as determined as she to maintain our rights, at any and every cost, to what we know to be ours. Although the President has not sent into Congress, | with the copies of the late correspondence between | Mr. Pakenham and Mr. Buchanan, any recommen- | dation to fortify our sea boards and increase the | army and navy, yet it is his intention to do so in a few days, when a message from him may be ex- pected, calling upon Congress to make the fullest | and most efficient preparations for the worst contin- gency that may happen. This will be wise, and the country will approve of the measure. I must posi- tively demur tothe charges so gratuitously made against the friends of the President in the Senate, , Allen, Hannegan, &c., of having raised a war panic, with a view to ulterior personal and political tent The reverse, sir, I assure you, is the case ; for, if either of those gentlemen | were silly enough to do such a thing for such a pose, it would not only not subserve that object, bi entirely and ultimately defeat it. With regard to Gen. Case’ course in the Senate, he has done nothing more than make a motion of | enquiry into the state of our national defences; and this was done, presume, while hea of he ex: ex- isting condition of things. I am, therefore, surprised | that any sane person should look upon so simple a matter, as @ re to blow the flame of war upon the country. ave watched with some attention the conduct of the Senators thus arraigned by cer- | tain writers as panic makers, and { cont T have seen nothing in their line of pony fey all viney | to impress me with such an idea. the contrary, I have considered them to be the President’s o1 {in the Senate chamber, and the reflectors | will upon almost all occasions; and, conse- quently, whatever views they may have’ exprese- ed upon important public affairs, I have in- variably set down as coming directly from the Ex: | ecutive. To this proposition, he may rest satisfied this Government will never con- sent; so that unless England recede from the posi- | tion in which her minister has placed her, by his retusal of the President’s offer of the forty-ninth rallel, war must consequently ensue, for which England alone will have to bear all the blame. I have been informed that Elliott was sent out some time since to. Potosi, by Mr. Pakenham, with instructions to set the revolution on foot which has brought Paredes into power, and to pledge the faith of the British Government for whatever ex- penses might be incurred in the prosecution of the same. I have been of this opinion all along, and have so expressed myselt of it to you more than once in my letters. England, no doubt, is anxious to create a diversion against us, and in her favor, in that quarter, should come to blows with the United States. Wasninoton, Feb. 8, 1846. Arbitration. The arbitration correspondence is thé subject o the town talk ; particularly Mr. Buchanan’s last let ter. The information which he gives to Mr. Paken- ham, that Oregon is comparatively of no value to England, must,we think, induce Sir Richard to give up the British claim entirely, as not worth further contesting. Mr. Buchanan’s language, reduced to plain Saxon, is tantamount to this:—Now, Sir Richard, you have me fairly cornered. I am bound to stand by the President's assumption of the « whole or none.” Won't you be good enough to oblige us by leaving the premises? They are of no use to you; and even if you should get half the territory by arbitration, you wouldn’t gai much, because, you know, we would root you out ina few ears, how, by the na‘ural laws of annexation ' Uhade ‘ot the diplomane Talleyrand, what sort is this | Roe, we must wand by Ned Bese ade a cae the chai poe ve ag oy faith, ‘we must put our oetilers to the wi in vat help him out. re not foreclosed.
