The fact that Sir Robert Peel | had again become the premier was sufficient of itself to | give commercial effairs amore favorable commlexion, | than they possessed during the “thirteen days.” Although | at the Whig Ministry are considered more liberal than the | conservatives in relation to commercial affairs, the com- | mercial classes appeared to have very little confiderce and considerable depression existed in the market #0 long as Lord John Russel was making efforts to forma ministry. A revivel in every thing took place as soon as Peel took the helm, and the advices of his , having done so had « corresponding effect on this side. It is supposed that the policy of the present ministry has somewhat changed, and that a com- promise has been made in relation to the corn laws. The organ of the government says that there will be without doubt eventually a nominal duty. A compromise has no doubt been made in relation to the | corn laws, between the two parties in Great Britain, similar to that made in this country in 1882, between the whigs and democrats, upon the tariff. It is stated thatan annual diminution will be made from Year to year, begin- ning with a fixed duty between 15 and 20 shillings, | and reduce it two shillings every year. Suppose the maximum fixed duty of 1846 and 1847 was Placed at 18 shillings ;' 1847 and 1848, 16 shillings, and #0 on down, until it reaches 4 shillings, which is to be the minimum and Permanently fixed. It is further stated that this reduction may commence onthe Ist of September, 1846, previous to which the , Ports will be opened for the free admission of corn from all parts ofthe world. This movement may do away with the other propositions, as it is supposed thet it the Ports of Great Britain, are once more opened to the free admission of corn from foreign countries, no ministry will be strong enough to close them again. The free trade party is gaining strength so rapidly, thet it will be almost an impossibility to place any restriction upon th ports, ifthey be once removed. From the tone of the leading English journals, an ami- cable rettlement of the Oregon question appears to be avery easy matter. It hes been suggested by the Lov. don Times, that this question might be settied by cont:- nuing the 49th degree from the mountains to the Pacific, giving Greet BritainVancouver’s Island,the harbor of St. Fuca, and the free navigation of the Columbia river. A proposition of this kind was once made to Great Britain by Mr. Gallatin, under the administration of Mr. Ad- ams; it now comes in @ semi-official shape from the go- vernment of Great Britain, and we have no doubt, some settlement approximating very closely to the above di- vision of the territory will be agreed upon.
