INTELLIGENCE BY THR MAILS. | emagain. He swears it is of no use for him to kee ae secrets, as the Herald’s correspondent is sure to fin them out. As Ihave told you one, I may as well relate another that transpired since | wrote you last. A young fellow of dashing appearance came here a tew days ago, with a letter of recommerdation in his pocket from the Governor of Virginia to the Se- cretary of War, fora clerkship. The Secretary told him he would very wiilingly vvlivce his triend, if he hadavacancy. The other, nothing daunted at thie, remarked that he understood his depertment was filled with waa “ Who told you so?” seid the Secretary. “TI have been informed of it,” said the applicant, “ by one who knows, but whose name Tam not at liberty to give.” “Well,” said the Se- cretary, “‘do you go round to every man in the de- partment, and ask him if he whig or a demo- crat, and I will bet you a that you wo’n’t find one who will say he is a whig.” “If that be so,” said the srpilcant, “T need not press you any fur- ther.” So he leit. He was scarcely, however, be- yond the threshold of the door, when the Secretary was overheard to say, ‘Ii I had the power, I would d—d soon find a good many of them.” Now, Mr. Secretary, will you allow me to point out one that ought to be removed 1? no matter whether he be whig or democrat. I allude to the gentleman who has an income of near $4000 per annum arising from his real estate, and who writes all his reports with a pencil, instead of a penand ink. Those reports go into the archives of the department, and as they are of the most important nature at times, both to the Government and citizens respectively, they ought to be written so as to stand as evidence, in case they be wanted at another time. Pencil marks won't do this, I believe. The gentleman I mean was appointed by John C. Spencer. § Apropos of John C. Spencer—what has become of him?” Where is he, or has Old Nick got hold of him yet? The whigs abused Captain Tyler most unsparingly for taking Spencer into the Cabinet, but it was not the Captain’s fault altogether. Allen, the first editor of the Madisonian, was the lad that fixed that business. He was anxious to have a Secretary ot War from the State of New York, and having hit upon Spencer as the most likely to accept the situa- tion, propounded to him certain interogatories touching leading political questions. mncer, without answering them, came off to Washington forthwith, and put up at Jesse Brown’s, where he had several interviews with Allen, who found it rather difficult to persuade the Captain to agree to | the arrangement. For a full week Tyler kicked against the connexion, until, at last, by the earnest solicitation of Allen and others, the address of the New York Whiff State Convention was forgotten, and John C. Spencer and John Tyler embraced— but it was the embrace of Judas and the Saviour. The Captain never liked Spencer, and 1 believe Spencer never cared a fig for the Captain. Such is a history of that little affair. After this was done, Allen got General Barker appointed to his present place. ARIEL. Wasuineton, Jan. 18, 1846. Nullum Infortunium Solum. Mr. Webster is charged as having, in a Sunday speech at Baltimore, some years ago, declared that “there was no Sabbath in revolutionary times.” In the language of Mr. Clay, on another occasion, “we are in the midst of a revolution;” and rest from our labors to avert its consequences, even upon the Sabbath, would only be an evasion of duty Great events are at hand, Indeed, we are in the midst of them. The cloud of war is spreading, and thickening, and darkening. We can almost hear the distant thunder from the banks of the Rio Grande—we can almost realize the vision of the march of ten thousand of the “regular army” upon the imperial city of Mexico. The last news from our bellicose sister republic, 1s strongly tinctured with gunpowder. The next intelligence may be brought by Mr. Slidell himself, of the foreclosure of negotiations, by the ejection ot our ‘nuncle’s” em- bassador, sans ceremonie, sans benefit of the greasy Mexican clergy. 5 Insignificant as they appear, the belligerent de- monstrations of Paredes, may have a powertul sua- sion to the preservation of the peace between the United States and Sir Robert Peel. Mr. Buchanan, within the last two days, hasbeen conferring with Mr. Calhoun. Rely upon it, in the face ef the warlike temper of the Unign to the con- trary, the State Department and the great Caroli- nian perfectly understand each other—pertectly, sir, perfectly. — The administr@ion is not fractiously resolved upon war. It would be grateful for a loop hole of honorable escape ; and that escape is in process of contrivance. * Like the bowl of soup to poor Oliver, the late fo- reign news has only made us anxious for “‘more.”"— Tell the Hibernia to hurry along. All waiting for copy. Fhe old story that France is about to place a Bour- bon upon the throne of Guatinozin, is again tramped up. If there is any, truth in it, Mr. Allen’s resolution must be taken up from the table. The Memphis Naval Depot—The Dry Dock at Brooklyn—The Contracts—The Albany Regen- cy and Prince John at the bottom of the Pre. There was a great deal of conjuring, and in- triguing, with the usual tincture of scandal, at the time when first the contracts for the naval depot at Memphis, Tennesste, were put out; but all suspi- cion seemed to be hushed with the official report of the giving out of the several parcels of that inland Navy Yard. The greatest advantage of the work itself, or rather of its locality, according to the ar- gument ot Mr. Foster, in the Senate, was, that Mem- phis was north of the alligator region, and “ above the pint of the yaller fever.” But with the advan- tages or nonsense of the locality of this dry land Navy Yard, we have nothing to do. Certain state- ments have leaked out respecting these contracts, of which we propose briefly to speak. The Albany Regency, and His Honor Prince John, Esq., it is reported, are at the bottom of the whole business— ad it is further said that there is a combination among these contractors, and a large unsatisfied corps in ones for other contracts, Wee Soh esol the salar! By contract todo such and such work at stated prices, it is the duty of the engineer to see that the materiale and the workmanship are equal to the terms of the contract. It is further alleged that the Albany Regency have been moving heaven and earth, and the waters un- der the earth, to the displacement of Captain San- ger, engineer of the Brooklyn dry dock, with a view te the substitution of one of their band ; and that so successfully have they laid their trains to circumvent the incumbent, as to have secured from the Secretary of the Navy (on the representation that Sanger is a whig) the promise that he should be transferred to Pensacola... This would, ergo, of course, that the Brooklyn dry dock is, or is to De, under the guardianship of the Albany Regency. We assume no responsibility for these chorges. We give them as communicated to us, in the hope of eliciting from the junto implicated, a prompt dis- claimer, to the extent of the misrepresentations~-if they are misrepresentations. The silence ot the junto will be esteemed as an assent to the validity of the charges. It is, indeed, hard to believe that the Albany Re- gency, heretofore the dictators to the party and the country, in the choice of Presidents, Cabinets, and foreign’ Mnisters, should have so far deteriorated into such utter insignificance, as to be now mainly employed, and satisfied with! the management ot government contracts for the building of dry- docks and naval depots. ‘The charges are serious, and we hope they will be rebutted.
