LATEST INTELUGENCR BY THE MAILS, Wasmnoton, Jan. 17, 1846. Mr. Allen’s resolutions, in regard to foreign powers interfering with independent nations upon this continent, will come up on Tuesday next for consideration. It is impossible forme to say posi- tively now, what the Senate may do withthem; but, if I may judge from the principles they contain, I would say that no American statesman can, with safety to himself or honor to his country, place him- self in an antagonist position to them. If he do, he recognises the right in foreign governments to exer- cise such admitted do subject. ‘The questioa—and the only one that exists in re lation to these resolutions—is, as to the time when such ought to be considered by us. It is laughable to see the Union groping in the dark upon all these things, while your correspondents catch them the instant they transpire. ‘The very moment that Mr. Ritchie denied they were here, Mr. Buchanan was writ- ing replies to them. That was on Monday last. ‘The whigs are determined on taking up General Scott for the Presidency. The administration is al- ready aware of this, and are doing all they can to lessen his chance for making capital in advance of the next campaign. He has Been superseded by the Secretary to War, in giving directions or commands to the forces in Texas, so that he is but a mere shadow of the military power supposed to be invest- ed in him, as Major General of the army. This is what I call a stall affair, and though opposed to him ia politics, nothing would induce me to support him sooner than an act of this sort. There is some- thing mean in the process of trimming down public men by the general government; but they suc- ceed in’obtaining the rewards that may be due to ir merits. - Mr. Dromgoole delivered avery beautiful address to-day, upon the death of his colleague, the Hon. Wm. Taylor, of Rockbridge, Va., who died this morning, inthis city. The usual resolutions were adopted by the House, which then adjourned. His funeral obsequies wall be performed at 124 o'clock, on Monday. “ARIEL. Atpany, Jan. 16, 1846, Senate opened at the usual hour. Prayer—journal petitions.—Senator Sarrn moved for the considera- of his resolution, permitting the State Geologist to take for his use a number of books from the State Vabrary. Col. Samven Yous said that these publications were utterly useless to any body, He said $500,000 had been thrown away bythe State, and he denounced all such | prodigality, [Ie said nothing upon the resolation.|— ‘The resolution was agreed to. The Secretary of State was directed to furnish the session laws to members of the Senate, Mr. Clark’s resolutions, relative to the militia, were called up, and Senator Jones offered an amendment to them, which, with the amendment, was sent to the Com- mittee of the Whole. ‘Then the Senate went into Committee of the Whole on Mr. Porter's bill relative to State printing. Colone, Sam Young opposed the motion to go into committeel and a very funny debate ensued between him and Sena-, tor Wright, upona question of order. The Senate being in committee, Senator Clark took the floor, Some of his remarks were rather rich and mellow, and I subjoina sort of condensation. Before he began, Mr. Sedgwick rose upon a point of order, but was choked down in a most outrageous manner, by Mr. Barlow (in the chair). Mr. Clark’s countenance snowed considerable excitation. The | iT The Last News from Tirrell—Railroad Petitions to | “sii the Legislature—Change in Manufacturing Cor- porations—The Next Steamer—Grand Operatic | V' Coneert, §c. The Sheriff of this county received aletter yester- day, from Constable Andrews, the senior officer who was sent to New Orleans with the requisition | for Tirrell, dated January 6th, announeing that he and his associate, Constable Holmes, arrived in the cre- scent city on the morning ofthat day. He says they had called on Mr Tirrell, at the prison, soon after their arrt | val, and found him in good spirits, conversing freely, and expressing a desire to come on as soon as possible. Messrs. Andrews and Holmes met with several break downs and delays on their journey to New Orleans, and | express no very favorable opinion of winter travelling at the south. Their friends had advised them to takea ship on their return, and they were hoping to get a passage'in a New York ship, to sail in a day or two. Af.er enumera- ting the mishaps which had befallen them, Mr. Andrews says—" My friend Holmes and myself came to the con- clusion that it was murder in the second degree to send two humble citizens at this season of the year to New Orleans.” In the Massachusetts Legislature nothing of particular interest bas yet transpired. A vast number of petitions have been presented and referred to the appropriate committees. On Thursday there wero thirty railroad petitions presented to the House, a fact which shows that the railroad mania is raging to an extent never before witnessed in this country. The petitioners, in most cases, pray to be incorporated for the purpose of con- structing a short line of railroad to connect with some | one of the main lines already in operation. There are, | however, several routes of considerable length in con- templation, but their success is very problematical, to say the least. An order has been introduced, directing that in all future acts of incorporation for manufacturing purposes, | the capital stock shall be divided into shares of $100 each. | ‘The object of this is to enable persons of small means to | become stockholders, which they cannot do now, as the shares in many of the corporations are as high as $1000, It is believed, should this principle be incorporated into | the system, that many operatives in the mills will pur- | chase stock, and thus become directly interested in the success of the establishments. It will also increase the number of buyers, and in this way have a tendoncy to in- crease the market value of manufacturing stocks. We aro beginning to look now for the arrival of the | steamer; it is possible, however, that we may be on the anxious seats some time before she arrives. The d¢ to hear from the other side of the big pond is intense this time, and the news will be read with grat avidity. The news by the late arrivals at New York has pro- duced no effect on our market. This evening there is to be a grand operatic concert at the Howord Athenwum, in which Mr. and Mrs. Seguin, Mr. Delavanti, Signor Ribas, and others will appe companied by'a full chorus. The woather has been extremely mild for several days ; but to-day we have a warm, moderate snow storm, | with every probability that it will turn to rain.
