The banks say, through their organ, that it is not at all desirable that the quantity of specie now in circulation should be in creased—that it would be better; that the currency would be more uniform and more valuable, if composed almost entirely of their paper issues, than if a large amount of specie was in circulation. It is admitted by the organ of the deposit benks that the Sub-Treasury of 1840 and '41, was neither a “‘bles- sing or acurse;” that in practice it was nothing at all. This is very true, and it is equally true that the re-estab- lishment of that act would neither be a blessing ora curse, Its operation would be so equal that its re- strictions would be hardly felt, so long as the currency remained sound. The banks have nething to fear from its enforcement, so long as they confine themselves to their legitimate banking operations, and keep them" selves clear from all speculative movements. During the financial embarrassments that existed from 1837 to 1842, there was very little spe- culstion in anything; there wes no surplus revenue for the banks to operate with; everything was prostrated, public and individual credit, and everything else, and all classes'were satisfied with just keeping their heads above ‘water. The tariff of 1842 and the expansion of the banks, have produced another surplus revenue, and the banks have again involved themselves in speculationsinevery- & thing, but perticulariy in stocks.
