INTH CONGRESS. Senate. A Wasuineton, Dec. 2, 1845. The Message is Oid Hickory all over—out-and- out, inside and out, turn it #s you will, itis Old Hickory. But before we introduce it, a word upon a Relimineyy, subject in the Senate to-day. he resolution prescribing the mode of determin- ing the class of Senators to which each of the Flori- da Senators respectively belongs, coming up, Mr. Archer, always to do right, and to act with particu- lar regard to the courtesies appertaining to a Sena- tor, said that he had examined, and had discovered that the first class of Senators, or of those whose terms expire in 1847,was, as had been stated to him, full to excess, und submitted that two ballots, therefore, as had been proposed, numbered two aud three, be placed in the box, and that each of the Senators trom Florida draw out one of said ballots, and thatthe number thereon shall determine the class respectively to which each Senator shall be attached. Two ballots were etd Si poe in the box on the Secretary’s table, and Mr. Levy and Mr. Wescott came forward to draw. Euch appeared to be anxious to give his colleague the privilege of drawing first. Finally, Mr. Levy acceded, and drew one ot the papers, which he read to be No. 3; so that his colleague necessarily succeeded to No. 2. Mr. Levy’s term will therefore extend to 1851, while Mr. Wescott’s will expire in 749. Mr. Crrrrenpen introduced a bill providing for the improvement of the Ohio, Mississippi, Missouri and Arkansas rivers, according to notice—also, a bill providing for the purchase of the stock ot the Louisville and Portland Canal Company, and for rendering said canal free. To some of your readers it may not be supererogatory to state that the afore- saidis a steamboat canal, cut around the falls of the Ohio, at Louisville, and through which, except at high water, all steamers passing above or below the talls, have to run, subject to a toll of from fifty to two hundred dollzrs, according to their tonnage. It will require over two millions of dollars to purchase this canal—yet the Kentuckians are | anxious that should be done, in preference to the construction of a merpearestst canal, on the Indiana tide, which weuld materially cut off the transit trade via Louisville. The President’s message waa introduced, and each member, in the mean time, was supplied with rinted copy to read, as if reading proof with the Secretary. The message isa crack production.— Your Washington correspondents have prepared your readers to a great extent, as to the character of this production—but its bold, fearless, indomitable Amenican spirit, transcends even our expectations of the Executive.j He invites the early attention of Congress to the consummation of the Texas an- nexation, and we have reason to believe that this subject, from the representation of the case by the Deets will be among the first acted upan deci- sively. i He makes a clear exposition of our relations with Mexico, showing that the door to negotiation has been opened by way ot experiment, with the sug- gestion that it it fail, we kick our ill-bred neighbors into something like good manners and honest deal- ings. On the Oregon question he heads the “ organ. He leads off in gallant sty upon this subject, and no mistake. The whole ter- ritory is ours—that’s flat. We must give the twelve months’ notice—we must protect our citizens “ out thar”—we must build blocs-houses along the route, and have a military road anda monthly mail line to | Oregon, &c. To all of which the people will say, Amen. When the Secretary, in the reading, broach- ed the Oregon question, there was an audible move- ment in the Senate below and in the galleries above. Ashe proceeded in the reading, the British munis ter left the Senate, and the French minister, «8 Sir Richard passed hin, smiled, as much as to 8a) “ Youare catching it now, Sir Richard, and there’s | no dodging.” On the subject of the Tariff, the Sub-Treasury, the Public Lands and the Public Mineral Lands, the President is as flat-footed us on the Oregon ques- tion, and speaks out just as plainly here as there. He is inclined to think that banks and speculators, and land-jobbers will all cheat and swindle if they ean, and that, therefore, (and the reason is unan- ewerable,) it 1s better not to trust any of them. .. The Secretary had proceeded thus farin the read- ing, when, on motion of Mr. Sevier, the further reading of the message was dispensed with.
