from the appearance of things at present, the canals will probably be navigable as late in the season, this year, as last. It would be a very gratifying thing, to realize a revenue from our canals this year, of three mil- Hions of dollars. It would only require a little more than one week later navigation,to accomplish such a desirable result. It is anticipated that the revenue of our canals will be seriously affected by the completion of the Erie railroad ; but, in our opinion, these fears are without foundation. The immense receipts from our canals, are rapidly reducing the public debt, and before the comple" tion of the Erie railroad, the State will be able to make a Very great reduction in the tariff of tolls. In fact, we are under the impression that the canal would lose very little mm} of the carrying trade between tide water and Lake Erie | the Con: fession and tiorrid Exec Long and Granville Young, for th even at the presemt rates of toll. Early in the season, the canal revenues were small, compared with last year, and it was not until prices for breadstufts advanced in the seaport markets, that the re" ceipts exhibited any increase. This, with the actual and speculative demand for flour, kc. from foreign mar. kets, have mn such an impetus to the shipments of these articles from the interior, that nearly every thing on the canals that would float, has been put into requi’ sition for the transportation of produce to tide water.— The revenue of tho State from tolls does not cease with the closing of the canals this year. Freight transported by the railroads on the line of the canal, pays toll the same as though it wascarried on the canals. This wil! probably'swell the revenue of the State to more than $3,000,000, even should the canals close earlier than last year. The forwarders of the interior will, if the advi- ces from Europe continue bad in relation to the harvests» not stop at any additional freight on flour, but urge eve- ry barrel through possible to be obtained. The river craft will, without doubt, be actively engaged in trans- porting produce from Albany and Troy, so long as the river remains open. The Western Railroad Company have more freight to transport than they have cars to carry. Their depots at Groenbush are crammed full of flour, beef, pork, salt, lumber, &2., and the enormous trains of freight cars leav. ing every morning for the east, do not seem to relieve the pressure in the least. ‘Trains of sixty and seventy freight cars, with four to seven engines, carrying from five to seven hundred tons of merchandise, leave daily. The quantity of freight offering is so great, that the company have increased the rate to thirty-three cents a barrel on flour. About two thirds of the business of this company is the transportation of freight, as will be seen by the annexed statement of receipts for the week end- ing November 15th, 1844 and ’45. Due Canal Fund Tt will be seen that there has been an tue important items, particularly in discounts, deposits’ and circulation. + There has been an increase in the line of discounts within the past two years—since November, 1843—of nearly sixteen millions of dollars ; an increase in circu” lation, in the same time, of $4,162,268 ; and an increase in deposits of $4,384,831, Within the last quarter, the increase has been nearly as large as for the past two years. Wo have repeatedly stated that the banks of this State, wero steadily expanding their movements. Their returns confirm our statements, and show that the cur. rency is increasing so rapidly, that it must soon become much depreciated. While the discounts, deposits, and | cirenlation have increased so largely, the specie on hand has been rapidly and steadily diminishing. Since November, 1843, it has decreased $2,616,244. There have been great fluctuations in the specie in the vaults of the banks, from quarter to quarter. On the Ist of February, 1845, the specie on band amount- ed to only $6,998,236; it increased up to August Let, and from that time to the Ist instant, decreased $24,982 — ‘Tie increase in discounts and circulation, within the last quarter, has been confined principally to the coun- try banks, while the increase in deposites has been in the banks of the city. The banking capital of the State was Jess onthe Ist instant than in any previous quarter this year. The expansion in the aggregate movement of the banks of New York, will, without doubt, be followed by onding movement in the banks of other States, ars will suffice to give us a currency as ex- panded as ever heretofore experienced, and an inflation of eredits equal to any ever before reached. Wasnineton, Nov. 19, 1845, The Organ—Its Manner, Tone, and Importance. I find thata good many people h we a false notion about the President's ‘‘organ.” A word on thisBub- Ject. It was natural that Mr. Polk should select Mr. Ritchie. He was an old, a tried friend of the de- mocracy—he understands peculiarly the interests and feelings of the locofoco party—he could be re- lied on as an unflinching, unvarying democrat—he was kind, gentlemanly and obliging, and not parti- cularly given to harsh language. The Globe had always been filled with denunciation, invective and innumerable personal attacks; the party whose or- gan it was, had often, by its injudicious management, its gag spirit, its Procrustes rule, been shaken, and more than once driven upon the rocks. The con- servatives of ’37 rose up under this kind of infiu- ence, and had it not been for the consummate ma- nagement of Van Buren, these disaffected men would never have been brought back into the fold. It was known that no great objection could be made to Mr. Ritchie, and although he lacked some of those racy qualities so desirable in an editor of a great paper, yet for Mr. Polk, who had, as Mr. Ritchie says, “‘no future,” there was probably no man who could fill the place better. It is supposed, if we are to believe some of the letter writers, that the Virginian is tied to the tail ot Mr. Polk—never speaks without being first of all told what tosay—that he has no mind of his own, and that the President selected him because he was old and could be more easily made a tol of. However much truth there may be in other things the letter-writers say about the Pythoness, this in hardly to be swallowed. 1 thought I would exa- mine this matter for myself, and I made enquiries the other day ina very unsuspicious manner, and was informed that the editor seldom is in communi- cation with the President, and very rarely consnits him about the course the Union is to pursue. He teases the President, | am told, sometimes, to read his_editorials—wishes him to advise him about this and about that—but Mr. Polk always has one reply —“Do as you like, Mr. Ritchie—you know my prineiples—they are the same the democratic party hold, and have held—we have no shifting or shui- fling in our measures, or our plan of action. You know what are our views in regard to all the great movements of the time. Before you came to Wash- ington I had long been satisfied you were a true triend of democratic principles. You are tree, and you know I have never bound you, and never will— our views harmonize in the main—all minor matters are unimportant, and you must take juststch a course as you think besi.” I happen also to know that Mr. Polk seldom knows what is coming out in the Union, till he reads it. This is the proper course totake. ‘The President must have a paper in which he has confidence—this is expected by every body. ButI think he would make himself ridiculous pretty quick in the eyes of the world by edit- ing his organ himself. I am inclined to think that so far from doing this he leaves good Mr. Ritchie rather too free. It would not be a bad idea to put the martingales on this ‘ impracticable Virginian” occasional ly—particularly when he runs a tilt against “Bennett.” “La!” says the Grand Master of the Union, “lama man of no intrigue; Lam nota going to court Bennett”—(he would make a good deal outof this game, every body knows.) ‘“ What do I care what Bennett says — 1 will not bow to get favor from any body,by Jove— (nothing worse.) I wouldn’t even do it to the Pre- sident.” Very well, Thomas,I like your pluck ; any body likes it whose like or dislike’ isa matter of any consequence. But, Monsieur le Cavalier, with all your spunk, you had a good deal better say poor pussey, than “scat, you bitch,” for you know the organ of the President never should loose its keeping—it should preserve its dignity—it should not go out Of its way to hit a clip at any fellow that wishes to play offa joke. Most of these “jokes” are only lures, flung out to get you off from your guard. They amuse themselves by disturbing your equani- mity—this you should never loose—no, never, ne- ver, never. Youshould remember that the Presi- dent never allows his equanimity to be upset by a joke, a lure, a bait, or even alie, or an insult. But Mr. Polk cares very little about these petite chases in Mr. Ritchie or any body else. As long as his great principles are kept in view—their spirit regarded as well as their letter, he will show the largest liberality in every thing else. It is well that this matter should be well understood, for people like to know the truth about public men. It’s the ‘at office of the Herald to get at the truth and pub- ish it. Where there is virtue, honesty, open straight forwardness, give credit where it 1s due—where there is intrigue, Jesuitism, humbug cl » out with it, down with it. This 1s the spirit of the He- rald—this is why 1t1s sought first and read with the atest eagerness—this 1s why it is independent. With nothing to win, and nothing to lose, in any political game—nobody’s favor to court, and nobo- dy’s ire to dread, men rely upon it. 1 rospect, from all my observations, is, that we shall have a good, a noble administration. [ have looked into these matters pretty carefully, and Idoubt if any very important intrigues could have escaped me. te I discover one, it shall be known. All men have their secrets, to be sure; and these se- crets, so long as they are personal or private mat- ters, are no body else’s business. But when politi- cal men, elevated to Uso of honor, begin to juggle, and humbug, and play double games, where the country, and the reputation of honest men are at stake, then, if I can get hold of those secrets, I will write them, without fear or favor, and I know that, through your columns, I am always sure of an “‘or- gan.” For what you have published of mine, I thank you—for you have always printed every line as [wrote it. Endorse it or not, as you like. This is all we want in a free, independent press. This is what constitutes one; and when the people of this country knew that there is at Jeast one press of this description, upon which they muy rely, that press is sure of their enthusiastic support. We are a great commercial people. The com- merce of this country, and the laws and movements regulating it, have a paramount influence on all the other industrial pursuits of the nation. The regula- tions of commerce regulate the exchanges, or cir- cumstances controlling the regulations and stock speculations, and any great national movement or official notification, which gives a check or increas- ed momentum to commercial activity, has a corres- ponding weight upon stocks, exchanges, and parti- ticularly upon the fancies. : i In thie view we propose to consider, as briefly as possible, the tremendous influence held at the dis- cretion of the executive organ of the Federal _ad- inistration, in respect to the monetary operations of the country, and the laws of trade; and the con- sequent danger to the interests of the people in the permanent establishment of an Executive organ. ‘Let us first premise that we are friendly to the administration; that we were active and instru- mental in a degree to its election that we are anxious for its success and popularity, from the wisdom and discretion of the executive, and the co- operate departments of the government. And, in reference to Mr. Ritchie, the editor of the Union, it affords us high gratification to say, that we know him to be a right-minded man—a I pce tee beloved in private life by all who have had the good fortune of an acquaintance with him. Frank, generous, confiding, and hospitable to a fault, he wins your ad- fairation and sympathy at once, through the irresi: tible force of these old Virginian characteristics.— He is in principle a cay and honest man—an air able man—a man whom to know is to esteem. Money has been no object with him, or he might have been as rich as Croesus. He has been satistied ot the means of meeting the contingencies of the present, with too little care as to the cou- tingencies of the future. He is one of that kind of men—a class the least hable, perhaps, to any insidious movement in any act of color- able corruption to its own advantage.
