BY LAST EVENING’S MAIL. ‘Washington. (Correspondence of the New York Herald.) Highly interesting from Washington. v “G10N, 121i Nov., 1846. The Oregon Question—Views of the Cabinet—Posi- tion of President Polk—The Message—Stability of the Administration. Isent you aline yesterday trom Baltimore, on my way back from a little trip to Philadelphia, and now resume my “yarn.” Nobody can get within’ gunshot of the President or the Cabinet, for they are all head and ears over in preparing their reports and in getting up the message. That paper will de- cidé everything, and I can tell you just what it will be. Oregon—the whole of Oregon—will be the de- mand ; a long and {conclusive array of arguments will be shown in favor of our right, and our claim. Mr. Buchanan, who has before this felt some timid- ity on the subject, has parted withhis fears, and will come out and play the true American dilpo- matist, which means—‘Such, John Bull, is our right, and we shall take the best course we can to show you that we intend to enforce it.” His for- mer hesitation in this matter has not proceeded from any real timidity on his part, or the part of the President. It has sprung from prudence. The President has done his best to bring the matter to a | conclusion. The instructions of Mr. McLane were ot rather a negative character. He was sent out | more to explore, than to break ground. The e | rocking-chair, sing-song,silk-stocking policy of Mr | Everett, lett everything in uncertainty. Mr. Polk | sent one of his own men to London, and he has re- | ceived his report. Sir Robert Peel went a little too | far im his brag—he will find that intimidation can- | not affect ‘young Hickory.” In all that business he reckoned without his host. Such was the tone of the whig press of New York, (almost the only newspapers read much in Great Britain) that Bobby and John Bull fell into the sad impression, that “this Mr. Polk” could be outwitted, brew-beaten, Jaughed, giggled into any thing Great Britain proposed to do orsay. And (mark me) if we do havea collision with Great Bri- tain, it will be because the English cabinet reckon upon the calculations of the whigs—adopt their stock-jobbing opinions, swallow down such putrid, milk-sop “coons” as J, W. W., or slip shod, brand bread Greeley, supposing they represent the. real | sentiments ofthe strength of the country. Sucha one | tothem. Final instructions have not yet been sent to our Minister at London. He is waiting for them. i by the next steamer, if the raisonments | anes will go of Mr. Buchanan (prepared for the Minister’s use) can be got ready to fortify his position, and make out a clear, bold case. f u _ In the mean time, now, (look) while I am wri- ting, Mr. Pakenham, the British Minister, is in Mr. Buchanan’s room. If I can learn in any way the result of this conference, I will let you know to- morrow—perhaps two weeks hence. I know that he has beena good deal disturbed by the “ out and outers” that have for a day or two appeared in the Union. : One word in regard to them. I happen to know that these strong leaders of Mr. Ritchie are not got | up for any local, temporary or particular effect.— | They contain the settled, established and matured | opinions of Mr. Polk, and of every member of his | cabinet! Every member of the cabinet has felt so for some time, and these views have from time to | time been put forth in conversation and in print — Mr. Polk has nothing to conceal in this or any other matter. There is no intrigue about the man. He has been heard, within a few days, to say that al- though he regretted that h e could not please all par- ties, and he was conscious dissatisfaction existed, yet he should stand or fall on that great measure of Oregon. That his views on that subject were known long 960, and he saw no reason for changing them. | That he ae the country would support him,what- ever might be the views or feelings of any number or party of men. So I am informed, and doubt not the truth of what my informant says. Things are coming toa cri: The Union, without doubt, ex- presses the opinions of every member of the cabi- net. Among them there is now the utmost harmo- ny. They think alike and draw together. Just tell whigs and cligues of all sorts, sizes and colors, that their attempts at tomenting disturbance among the cabinet members have failed. There has not been one nail driven, much less clinched, on this point et. Mr. Buchanan can go on to the Supreme Court nch, and he will, before Mr. Polk’s term expires. But at present he will remain where he is, and so | will every other member of the cabinet. A word | about cliques and their intrigues to-morrow. We tte) Nov. 1: 10 o’clock P. It has been a day of some excitement at the De. partment ot State. In my letter sent this afternoon, Been : | | | I told you that the British Minister was closely clo- | seted with the Secretary of State. Would you like | to know what they said and did? I presume you | would—so should I. Ican tell you what they did 1=Duet—'Dove mai,’ Donizetti... .Miss Norghalt aga Mr | ilip Mayer notdo. They did not come any nearer settling the Oregon business than before. That Pakenham is, on the whole, quite acoxcomb. Why, Mr. Napo- leon of the Press, what kind of a shirt do you think this John Bull wears? A clean one, of course—but what color? Do you give itup? Well, the other day he bought a dozen new ones—for all the world just the kind our New York sailors wear—fancy stripe—pink and white one day—blue and white the next, &c. He sportsa little bit of a cane, very si- | milar to a New York exquisite. Now, do you sup- man of this stamp is agoing to outwit a man dealt so long with iron “pigs,” asthe Se- cretary of State ? you entertain seriously, for one moment, the idea that stripes like these are ago- ing to effect much in diplomacy? Seriously, tor this is a serious business, tiplomats Must wear white shirts; theymust notsport switches. Mr.Paken- jam must learn better manners. The Englishare sure to disgust persons of taste, in some way. They are either odd or low, or slovenly in their dress, or they take snuff immoderately, or they blow their noses unnecessarily loud, or they are forever eating too much roast beef. Something or other is sure to be out of the way when you get hold of John Bull. And yet, would you beli+ve it—why not one month | ago, this same exquisite ig a to be ina certain circle where a lady called him vulgar, for repeating a very disgusting story about two English boxers, whem he declared tobe of noble blood; and he was so entirely disgusted with American society, that he has alluded to it more than forty times since, and seems to be as much distressed about American manners, as poor Benj. F. Butler was about not hav- ing the stated means of grace at Sandy Hill. _ F tell ou what ’tis, my good sir, nothing will do. this work up so effectually and settle the question of ood manners half so quick as a good fight—not that go in for a fight—oh, no—let us get along without one it wecan. But in the name of ‘ Boston Tea” and “Impressed Seamen” and ‘Prison Ships,” don’t let us forget our rights, or our home-feeling— ace, peace, just to bolster up Wall st. stock jobbers.
