Wasuiieron, Oct. 24, 1845. | The Tariff—Mr. Buchanan and Mr. Walker—The Seeretary of State in an awful quandary. ‘The country has some interest in the Federal Ad. | ministration. It is composed of men elected for the service of the public, and as a servant of the public upon the watch-tower of our free institutions, we are not only authorized but enjoined to keep up ap impartial but vigilant surveillance over our Federal ministers, their policy, their movements, and their designs—the subjects of their disagreement, and the overtures proposed te their harmonious settlement. Concurrent and concordant as have been the Pre- ident and his Cabinet upon most other subjects, from the outset there was an insurmountable barrier of cold iron between Mr. Walker and Mr. Bucha- nan on the sabject of the Tariff. And now, that the day approxiraates for the reference by the Execu- uve oF his recommendations on this subject to Con- gres8—now, that there apeeen no leaping the chasm between a Revenue Tanft and the law of ’42—no circumventing it—the question Low recurs, shall the Secretary of State yield the wall to Mr. Walker —remain in the Cabinet, submissive and impotent, | or retreat again into the ranks of the party in Pean- sylvania. with the manly resolve offinflexible resist- ance to the invasion of the Keysione by the anti- Tariffites of the South ? Mr Buchanan was offered a seat on the Supreme Bench by John Tyler in 1844, which he declined, first, because of his contempt of the nominating au- thats sae for the sake of appearances ; it would have appeared that the appointment to said judgeship if #ccepted, was preconcerted—the re- ward of Mr Buchanan for his services to said Tyler in the matter of the Texas annexation. It 18 now believed that the office would be acceptable to the Secretary of State—a safe and dignified retreat from the aquabbles of the Cabinet, so unsuited to the et and quiet notions of an old bacheler. Butthe State of Pennsylvania, or rather Mr. Bucharan’s oracle there, the Harrisburgh Union, enters protest against any such arrangement. Mr Buchanen 1s not to be made a ‘warming pan,” for the ac- commodation of an “ardent Virginian,” Mr. Stevenson or Mr. Mason, anxious for his place as the prime minister of the Administration — Even should Mr Buchanan resign his seat in the Cabinet, he is not to accept the black mantle of a Supreme Judge, and the perpetuity attached ot $4,- | 500 per annum, as the price of the sacrifice of the cold iron of Pennsylvania,to the cious and mer- ciless little free-trader of the Treasury Department. It he does resign, (and he is urged not to budge a toot) he is to take his place at the head of the ranks in Pennsylvania, leading them to the renewal of the battle against the free-traders in 1848. Here then, is a precious quandary for the Secre- tary of State to find himselt in at this time of day — He has been fairly overslaughed by Mr Walker on the question of reducing the Tariff; it would be un- pleasant to knock under and remain in the Cabinet after this; but if he resigns, his constituents protest that he shall not seek the ignominious shelter of the Supreme Court; but that he is bound to throw him- cell again into their ranks and contend for the pro- tection upon cold iron, while there isa nail in box and a hammer to drive it. If Mr. Buchanan leaves the chair of prime minister. the chances are, that he will have nothing to rely upon except his h zards tor the Presidency in 1848. He is, in short, in rather a puzzling predicament. Something, how- ever, may yet be done. Mr. Buchanan and Mr. Walker were closeted a long while yesterday, per- haps upon a compromise of some sort, of which, however, our hopes are not very sanguine. Let us hope for the best, while we prepare for the worst. Among the late arrivals in town, we notice those of Levi D. Slamm, of the New York Globe, Col. Perel ie of N. O., and Charles Fenton Mercer, of Flonda. Wasuinoton, Oct 24, 1845. The Tariff—Tea and Coffe —Social Affairs—Case of Lieut. McLaughli»—The U.S. Journal and its premature decision—The exclusive Reports of the Herald. In a late letter upon the tariff we referred to a contingency which might arse in the proposed reduction of an inerease of the duties upon tea and coflee—for increase read imposition— as there are no duties upon those articles except under certain specified transhipments, which are the merest trifle in comparison | with the aggregate importations. To-morrow we shall give a serious and more specific chapter upen the subject of the proposed iriff revision, showing by what organization a reduction may be eilected—upon whet issues— upon what articles, and by what means, and at what time. Our opinion is fixed that a revision | will not be effected during the ensuing session, should it be proloaged tll September next. Our letier upon social affairs in Washington ig necessarily deterred. We desire to give such an exposition, with such conclusions\as cannot fiil to attract attention and suggest improvement, notwith- standing we are as good as, and mn many respects better, perhaps, than our neighbors. Our attention has been attracted this evening to a premature article in the U. 8. Journal, on the sub- ject of abuses in the Navy, animadverting particu- larly upon the alleged extravagances of Lieutenant McLaughlin, of the Florida Squadron, during the late most expensive Seminole war. A fair show to this officer would have suggested the withholding any expression of opinion until the close of the in- quiry in progress atthe Navy Department. The reports of this intere ‘ting examination pub- lished exclusively in the Herald, have attracted no small attention, and some iittle carping on both sides. We can answer to the impartiality and fide- lity of our associate, of which his reports, how- ever, are a suiticient evidence. Last news from the seat of war. By a traveller trom the South we learn this evening that at the last advices the U. S. army at Corpus Christi were about establishing a tempory theatre for their diversion while awaiting the issue of war. We give litle credit, however, to the story. Mr. Hardeman and Charles Soran have settled their lifficulties by notes of band, and now are firing at one an- other through the newspapers.
