The balance of trade in favor of the island, exhibited in the above | table, is merely nominal. The aggregate value of the im- ports into Porto Rico, as well as into every other coun try, shows about the amount indebted on this part of | the foreign trade, but the exports, according to the home valuation, afford no evidence of the ability to pay, unless the exports aro upon foreign account, in which | case no further returns are received than the amount of | the merchandize exported at the time of shipmeni. Mer- chandize exported on home account generally brings returns fifteen to twenty five percent above the home | valuation, which, coming in merchandize, swell the va lue of the imports, without requiring an equal value for exportation. The trade of Porto Rico is conducted prin” cipally by foreigners, the imports and exports being al- most exclusively on foreign account. This being the | case, an excess of exports, according to the home va- | Ination, does not show that the balance of trade is in fa- | voroftheisland. To show this more conclusively, sup- | pose four millions of the $4,464,405 were imported into PortoRico on aecount of foreigners,and sold at their risk» &ko., and the profit on these four millions worth of mer- chandize was twenty-five per cent, making a total of five millions, which, added to the $464,405 imported on home account, would swell the amount to be paid to $0,464,405, ‘Then, in regard to the exports, nearly the whole being exported on foreign aecount, there would be only the first value to offset the imports, which, ac- cording to the returns for 1844, would fall short $160,903, _ instead of there being a balance in favor of the island of | $889,097, as appears by the official reports of the govern’ ment | ‘The valusof tne imports into Porto Rico have, with. | in the past five years, fluctuated very much; while the value of the exports hi from year to year, been more uniform. The exportation of sugar in 1843 was only about two thirds that of 1842; but in 1844 there was an increase over 1848 of abou teen per cent. The ex- ports of coffee, mvlasses and cotton in 1844 were much larger than in 1843. Of the importa there has b anin- crease in all kinds of manutactured goods, such as cot- tons, woollens, silks, &c., equal to fifty percent. The importations of grains, such as provisions, breadstuffs, &o., have fallen off. With all the fluctuations in differ- ont articles, the aggregate value of the imports in 1844 varied but a trifling per cent from that of 1843. |, Tho decline in the staple productions of the island for 1843, compared with 1842, is very great; but the increase in 1844 over 1843,about offsets the deficiency and equals the productions of 1842, in many of the principal staples. The importations into the United States from Porto Rico for nine months ending June 30, 1844, were valued at $1,076,126, and the exports from the United States to Porto Rico for the same time were valued at | 453,355, of which $11,320 were in foreign merchandi: and $442,084 in domestic produce and manufactures. The following are the principal results of the general report of the balance of commerce, navigation, and the products of the island during the year 1844, There have entered 41 vessels more than during the year 1843, and 108 more have left the port than during that time. Of the entries there is an excess of 8820 tons, and the departures 10,575 tons. ‘Though there has been an apparent decrease in the number of Spanish vessels of twenty-nine entries and four departures, it must be re- membered that there is an increase of 734 tons in the first case, and of 377} in the second, which is accounted for by the fact that the Spanish navigation has been con- ducted in larger vessels. | ‘The value of imports amounts to $5,257,228 44, of | which the sum of $882,878 22 is made up by mercantile deposits. Asthe readers of the Herald always desire to know the true state of things at the capital of the nation, I am induced to inform you that the general unkind feelings heretofore possessed by the Presi- dent and members of the Cabinet towards the Vice President, have greatly abated; but it is of no use to disguise the fact, the Secretary of State hates Mr. Dallas, and has thrown himself im the way of all the Vice President’s friends te office and patronage. Mr. Secretary Walker joins in against his uncle, and so does Marcy and Cave Johnson. The modest and talented Bancroft is the friend of Mr. Dallas. At the time Mr. Bancroft was called to the cabinet, the President and Vice President were om the best terms; not so now, however, entirely. Although they may correspond occasionallyupon national sub- jects, and dine together, as they lately did, you may depend upon it, since the middle of March, when the VicePresident wasrefused all and every participation in thePennsylvania appointments. The President and Vice President, strange as it may appear, are nearly | if not quite two, notaittiotendtcie the nephew, by | marriage, of uncle, being always at Court, and sup- posed to be placed in the Treasury Department to take care of Mr. Dallas's friends! But the Vice Pre- "| gident may say to himself in this instance, “ The laurels that a Cesar reeps are weeds.” It has been ascertained too, that the Vice Presi- dent’s vote will sometimes be wanted to support the administration. Of the 56 votes in the Senate, 30 will be democrats and 26 federalists; so that a change of two votes on any question will make a tie, and give great importance to the vote of the President of the Senate, Mr. Dallas. Col. Benton has been conciliated, and now Mr. Dallas is to be, but his friends have lost all the offices and the boot son the other !eg. Mr. President Polk requires favors from Mr. Vice President Dallas, and does not care 60 much about Mr. Buchanan now, who has gorged all his friends with fat offices, and who is se- riously asked to retire to Supreme Court- Bench on account of the tariff question and Father Ritchie’s printing of the House. So, if Buchanan does not put on the robe and take a seat beside the erudite, talented and experie: y | jurist, Woodbury,he may never have another chance of doing so. | The chee caused by the death of Judge Bald- win, must be filled at the meeting of Con- gress—the delay in making the appointment has al- ready caused much disappointment. Read, King and others, still live in hopes of the ermine falling upon their shoulders—still live in hopes that Bucham will not adopt the wise course of accepting it: I say wise course, because the Presic ency of the Uni- ted States will never be within his grasp—within his reach—within his sight. The doings of the"Na- tional Convention, last year, should be a warning to him and the hired presses in Pennsylvani who have already hoisted hisname at the head of their columns, for a station he can never occupy, by and with the consent of the democratic people and party ot this republican Union. You may remember the Democratic National Convention in 1840—there was aMr. Rucker in Baltimore from Tennessee, who was accounted equal to fifteen ordinary men, and regarded consequently as entirely competent to give the whole vote of Tennessee in convention, which he did. Well, sir, that fascinating fairy occasional- ly seen flitting about the White House, is a relative of that gentleman. “Those eyes—those eyes! Like the light of early morn, Inthe sunny tropic skies Are the beams of those bright e: A young man, appointed asa messenger by Mr. Bancroft, has lately resigned his situation, because, as itappears, Mr. Bancroft was for diverting the services of the young man to his own private ac- count—in plainer terms, Honest George was for converting the said messenger into a domestic ser- vant, thereat the young man rebelled. Of course, there is some extenuation for the Secretary of the Navy—he is a little inflated from his ministerial ele- vation—and it is the custom in the North to order white men to rub down and bring out horses; but even there, such requisitions, we suppose, must be written in the bond. South of Mason and Dixon it is the last thing which Mr. Bancroft should have inf flicted. An order upon a white man—a messenger of the Government—to do such menial service as rubbing down and bringing. out his horse, whereon his Majesty might ride. But so it is— Honest George “ clothed in a little brief authority,” &eo. The fact is, we shall have to keep a tight rein on George, or he will turn aristocrat in spite of us.
