Father Ritehie, with all that momentous ambiguity of an oracle, in contra- diction of an opinion expreased by a “ seribbling” correspondent of “one of the Northern papers,” from Washington, lately “insinuated” that Mr Walker’s views and the President’s upon the tariff were coincident, corresponding, uniform, and iden- tical ; that the President went as far with the idea of a reduction as the Secretary of the Treasury. The conclu-ion, then, taking into view the known opinions of both the President and his financial minister, as heretofore expressed, wes inevitable, that the Executive would recommend the mud-bot- tom level of « 20 per cent ad valorem, inflexibly ope- rative upon all articles ake. Thisidea was furthar sustained by the ambiguous universal promise of “equal protection,” in the mystical Kane letter.” What could be more “eqnal”? than an inexorfible | unitorm 20 per centum ? How else than by a uni- | form imposition are we to have “ equal protection Y” | The “Kane letter,” if resolvable into anything, | which is very doubtfal, is only resolvable into the | ne plus ultra, or ultima thule of the compromise act. | But the idea, which, on a former oceasion, we men- | tioned as superceding in the South the mud-level of | the compromise act, turns out, by the oracle, to be the true position of the administration, and of Mr. Walker, upon this question of the tariff—a thorough modifievtion, with dieerinmaaauis for revenue, ae contrasted with the Northern (excepting Pennsyl- vania, which goes the whole figure of the act of *42) democratic idea of a tarifl, with incidental dis- criminations for protection. But hear the priestess of the temple. ‘The organ of last evening favors the | country with the following valuable paragraph : “A correspendent ofa northern paper, from this city, speaks of @ horizontal tariff! We are not advised of there being any political economist in this city who a!vocates sucha measure. The anti-protective system is to impose | duties for the sake of revenue , but, as some articles will | admit of higher duties than others, to discrim! for that purpose, but not tor the protection of one private in- t at the expense of others.” The cerrespondent here referred to isthe Herald’s correspondent, and the ‘northern paper’ ts the New York Herald In alittle “boxing bout? with our venerated contemporary of the Union pending the rice 12% cents each, to be had atth- | dog-days, Father Ritchie took a solemn oath uot to the Ohio river. The completion of the railroad from Cigcinnati te Sandusky, on Lake Erie, which is now in active progress, must inevitably divert the travel from the great West to New York and Boston and it will scarcely be denied that, when it reaches tho: citios, the inducements which will be held out to mer- chants in their purchases there, will be quite sufiicient to prevent them from going to Philadelphia; whereas, on the other haud if, by the completion of the Baltimore and Ohio Railroad to Pittsburgh, the travel is drawn towards Baltimore, whatever benefit may result to her, @ very large proportion must undoubtedly accrue to Philadelphia. In this particular at least, the interests of the two cities are identified; and, instead of regarding each other with a jealous distrust, they should be found uniting with hearty and untiring energy against the efforts of their northern rivals—New York and Boston.” The loan of six per cent for the purpose :f taking stock in the Washington branch road, is now placed at $1,000,000, instead of $935,000, as it was in last year’s report stated; the board having ordered that the $15,000 of bonds, which were cancelled, and for which a sinking fund was commenced in October, 1843, should be re stored and placed in a position to accumulate by the quarterly interest. We like him for it, and we do most solemnly appeal that “personally so tar trom having any objec- tions” that Fether Ritchie should have the printing of the House, “we should be glad to see it” Be- | eause why 2 For these simple, patriotic considera- tions, that if any organ-grinder can play to the tune of the resolutions of °98 and ’99, itis Father Ritchie; that it any executive amanuensis can follow in the wake of the administration, as its exponent, and not its dictator, (as Blair, it was feared, would be) itis the late faithful old Nestor of the Rechmond Enquirer ; and because he expects it, and the Presi- dent expects it, and Virginia expects it, and he ought to have it. i The foregoing paragraph, from the Union, is of great value to the country. The Presideut will re- commend a revenue tariff with discruninntions not tor protection, but for revenne. For example, if 15 per cent upon Pennsylvania iron will yield a greater amount of revenue than 77 per cent on the principle of a revenue taiiff, the 15 per cent must supercede the higher imposition. And yet that very cliuse, “some articles will admit of higher duties than | others,” leaves us floundering again among the in- explicabilities of the “Kane leter” But that clause may be the means of saving Father Ritchie. Sheffield for the Those persons who handed’ thp subseriber their cer- ble Ki onmbers, for sale by PER The scheme of a revenue tariff, according to this latest organic fulmination, will produce, if carried ‘ont, a more thorough revolunon of the tanff ot | “42.than even a horizontal law of 20 percent ; for, | in the principle that articles are io be taxed with | the single view to the revenues they will produce, | the importations of cotton and woollen nufac- | tures will be so largely tucreased, ao te proses < | New England factories, and the supphes of foreien iron so largely augmented by a reduction of the 77 | per cent protection, 28 to cripple materially that great industrial iutesest, to the equal protection of | which the President is pledged. And then, the dit- ficulty of graduating the impositions to the revenue maximum, or that maximum at which just sufficient revenues will be derived to meet an economical ud- ministration of the government, will be the equaring | of the circle in this business. The President is pledged to “equal protection,” whatever he may re- commend of modification in the impositions u such articles as will bear a higher rate of duty than others. There is no other resource, then, left for the Executive, than to propose an equally protective tariff upon the principle of discriminating tor reve- vues, so as that the aggregate receipis shall be just sufficient for an economical administration of the zovernment resources. Nothing, to the satisfaction of that majority in Congress, compounded of the whigs and the democraue tariff men of Pennsylva- aia and,the North—a majority of which will be tound compacted together in behali of the law of ’42—ne- thing that can be devised among the contending ele- inents for a reduction, will so well answer this ma- jority as the black tariff of the whigs. An abate- ment ot the specific duues upon silks, may lead to sm inerease of the duties upon tea and coffee. On the revenue principle, these latter dunes will have to be increased. A muingation of the exorbitant sninimums upon coarse muslins, on the other hand, by an increase of revenues from increased importa- ons, will lead to a demand for the entire nullifica- sion of the duty upon salt. And to a reduction of the bounty upon gunny the pee growers of ‘Tennessee, Missouri and Keatucky wil | unquestion- cbly enter the protest of * equal protection.” We infer, in conclusion, trom the established pre- possessions of the President and Secretary Walker, that the Executive purpose (if any thing defiuite at ill) a Revenue Tariff upon the 20 per cent standard, with such oscillations upon certain imports, a8 Wi vield the necessary revenues for the expenses of the Government upon the principle of equal protection, vaged upon the principle of discrimination for reve~ ies, regardless in toto of any protection whatso- ver. 7 We draw this sublime conclusion from the speech- s of Col. Polk in Congress and in Tennessee, trom he speeches una letters of Mr. Walker, from the ‘Kane jewer,” and from the editorials of the L ‘inion, «l simmered together with the Tariff of ’42 over a slow fire. We shall have a long session of Congress, bot we nly prophesy from past results and present indica- ions, when we pei that the Tariff of ’42 will un the gauntlet of a session of six or seven months -juration without curtailment, abridgment, or modifi- ation. In support of this prognostic, we rely upon | Charley Ingersoll in the House, and upon Cameron, | sturgeon and Dallas in the Senate.
