Areply has been made by a citizen of Ohio, to the at" tacks of an organ of a clique of brokers in Wall street’ on the stock of that State. Had the party noticing these attacks been acquainted with the cause, or had he known the object, he would have saved himself the trouble of replying. There has been no recent financial movement of the government of Ohio, to affect their stock one wa} orthe other. Nothing has transpired lately to change the actual value of the stock any more than what would affect all State stocks, Every dollar of the debt wa: legally contracted and is honorably acknowledged.— ‘The interest is paid punctually semi-annually, and the fioanoos of the State are in a more prosperous condition than they have ever been before. Sacrifices have been submitted to by the State, to enable her to meet her en- fagements. Every contract has been fulfilled; to do which, large amounts of the State stock have been sold several per cent below par. When the finances of the country became deranged, and the people of every sec tion more embarrassed, every State that continued pay- ing its debts at maturity and interest promptly, had to submit to sacrifices. The general gevernment at one time could not make a loan, and had to issue Treasury notes, The State of New York had to go into the market begging fora loan on a seven per cent stock. Many States were so deeply involved, that their resources be" caute exhausted, and repudiation and delinquencythe only alternative. The credit of Ohio tottered for a time, but the indomitable patriotism of her citizens in promptly paying the most exorbitant rate of taxation, sustained the State, and she came out with her faith untarnished and her credit sound. The Commissioners authorized to neg otiate loans for the State, came into this market in the m dst of the commercial revulsion that swept over the wiole country, and were compelled, in the accomplish” ment of their object, to submit to shaves and sacrifices, toa very greatextent. ‘The motive that prompted the gov- Ri will please send their permits on board, at Pier No. 4 North iver. Any and every attempt to depress the value of a dividend-paying State stock, by attacking in dividuals and banking institutions, because they have been engaged in negotiating its loans, must prove as abortive as those already made. The Bank of Wooster, Ohio comes for a share of these charges, os it uppears to have excited the ire of the organs ot the government and the organs of this clique of brokers n Wall street. Several of the organs of the government have been loud in their complaints against the bank since th Secretary of the Treasury gave ita small amount of qhe public deposits, for which Ohio State stocks have been givenas security; and it has been attacked by the brokers’ organs on account of its connection with a former commissioner of Ohio, who became connected ‘With the negotiations for loans for the State. It is not Recessary to detail the defects in the statements made by the mouthpiece of these stock speculators. It is only ne- essary to say that they have been shown to be false in every particular; and the general complexion of the charges made, and the motivo for making the charges, are suflicient to satisfy every one that the personal interest of those giving publicity to them is considered more than the creditors of the St t large. The individuals en- gaged in depressing the price of the stock of this State now, will, without doubt, soon as their exist ing contraets are fulfilled, become bulls, and be as unti’ uperior make and finish, ata very low price nul] In*re ring in their efforts to get up aa improvement then as | (\OLV ROLLED COPPER—1600 sheets col they are now to createn decline, ‘Tho bulk of the stock | “qu," fm # 10 M0 of yxy super ‘ules, Silk: do Si Aerian Snow Organdi, read Lace Imitation Bru Point de Bra Imitation Point dAngleterre Thread Lice Flounces, every width. do ‘do Scarfs and Veils. (Pm hg, Meshes, Une, ne Loan oF mins omg pat Prorosep.—We pre- sent to our readers, to our yes- terday, a translation of the report ‘and resolutions submitted by'the Mexican Minister of Finance to the Chamber of Deputies, the object of which is to empower the Executive to contract a loan of millions of dollars. It comes in the Diario del Go- bierno, of July ist, received at the Department of fae last evening, via Pensacola, and is as fol- OWS — Derantment or THE TREA! July 21, 1845. On the 19th of April of the present ‘year, I had the honor to present to the august Chamber of Deputies a report pro| @ various means which the government considered proper to idopted, in order to obtain re- sources for making war on Texas. At that time, some hope remained that the efforts of the government to avoid war, and its fatal consequences, ign prove successful, ‘That hope is now forever lost ; and there are no other alternatives for Mexico than infamy and slavery on the one side, or war, with all its disasters and calamities, on the other. ico has been provoked to this war, and for a long series of years has borne this provocation ; and her people would now be unworthy to preserve the coun- try which their fathers conquered by their blood, if they should not arm and rise in 8 to oppose an iniquitous aggression, in defence of their nationality, and to secure respect as an independent people. ‘The time for talking and discussing the incontestible rights of Mexico in the ‘Texas question, is now past ; and the period has arrived when we must act with rapidity and decision, in order to sustain our national cause before the whole world, which is observing us, and which will fix its eyes upon us, to see whether we are worthy to be reget as anation, or only to be conquered asa horde of es. The gov- ist the calls of duty, or RY, | ernment bus been unable tor the unanimous voice of the nation, and is decided by ne- | cessity to engage in war. The Mini Re- r of Foreign | lations has already submitted his yeonoehign ae | war; and, without doubt, the national Congress will | cree it, in obedience to the wishes of the repub! | Thegovernment must, however, repeat—w ready stated in its report of the 19th of April thing posed ‘and prepared for war, and is wanting but pecuniary resources, in order to execute with celerity the dispositions of government. These re urgently required ; and the republic will political existence, if it suffers m: before granting them. ‘The appropriato be very large, proportioned to the enormity and urgency of the expenses which are rendered necessary bya forei war. The funds necessary for ‘ar cannot be obtain- | ed by the common and usual m the actual situation | of the treasury requires the application of extraordinary, and, perhaps, oppressive means, which, under no other circumstances, could be borne. A loan, either; nation- al or foreign, of fifteen millions of dollars, presents the only means of currying on the war with glory, and to a fortunate conclusion, and in order to obtain this triumph; after which, the present system of the political world give to a people the right to be indemnified for the losses and sacrifices of a war, to which it has been ini- quitously provoked. The proposition of this loan may be a new ground for unjust opposition to the Govern- ment; its ministers will respond before the nation, the courts and the whole world, to this calumnious imputa- tion; but, for the present, the administration is endea- voring not to save themselves, but to save the republic. The Government, in compliance with its duty, and ac- cording to the inspirations of its conscience, then repeats before Congr at the independence of nation is in danger, and that Mexico will inevitably suffer all tl evils of a foreign invasion, unless the authority be grant- ed to the government to contract a loan of 15 millions of dollars with as little grievance as possible. The go- vernment will moreover say, that, in its opinion, thorization which it asks should precede every other resolution which the Congress may dictate with regard to the serious question of Texas, which it is about to take into consideration. Some restrictions be imposed on the governm ion; and it belongs rather to the wi ress than to the governm: to fix those restrictions.— can only assure Congress, that the resources which every that nothing f the government may receive for the war, will be reli- giously devoted to the sacred object to which the nation Tequires them to be assigned—to the defence of its honor, and the preservation of its independence. Boom Iconclude by submitting to the deliberations of the august Chamber of Deputies the measures indicated in the following propositions : First—The government is authorised to contract a loan, either national or foreign, which’may bring into the treasury a disposable amount of fifteen millions of dollars. Second—For the extinction of the debt created by this loan, and the payment of the interest, the government will hypothecate all the revenues of the nation not al- ready hypothecated for other payments. Third—The government will present to Congress an account of every loan which it may contract in virtue of this authorization, and a state: it of the objects to which the amount of such loan is devoted. LUIS DE LA ROLA. Washington. [Correspondence of the Herald.1 Wasuincton, July 19, 1845. The Tragedy of the Death of Young Kendall—Exa- mination of Witnesses in Reference to the Parties, the Causes, Circumstances, and Particulars of the Fracas. At 11 o’clock this morning, Mr. Wm. Rufus El- liott was brought into the Court room before Jus- tices Goddard and Morsell, on preliminary trial for his serious infraction of the laws in his fracas of yesterday. Messrs. Hoban, the District Attorney, and Dent, appeared as counsel for the prosecution and Messrs. Fendall and General Walter Jones for the defendant. Mr. Blair was also present, to give the required bonds, we suppose, if admitted. Mr. Rives, the brother-in-law of the prisoner, being ab- sent from the city, the Court room was crowded with people, chiefly of the working classes, who always manifest a deep interest in cases of hfe and death. The atmosphere of the room was hot and masmatic, and there was such a continued under current of outside voices that your reporter, from his position, not the most eligible, is constrained to ‘be more general than particular in his abstract of the testimony. Independent of this it would be too voluminous for the time allowed us to the closing of the mail. The cross-examinations ,were so nu- merous that we shall blend them together. Gen, Jones stated to the Court his firm impression that this would be established by the testimony about to be taven, judging from that already taken before the magistrates in the case last eve! as prima facia a clear case of the necessity of self-de- store, fence. H. H. M‘Puenson called—I sited in ones oe corner of 14th streetand Pennsylvania Avenue ; at about 4 o'clock last evening, Mr. Kendall, (the deceased) Mr, Bailey, (the wounded man) and Mr. Elliott, (the prison- er) came into the store, and had a quarrel there ; in the beginning of it, Kendall called Elliott a coward, Elliott replied that he was,a d——d liar, and they came nearly to blows ; Mr. Kendail came at him, but was kept back by \8ailey ; Kendall said that he would whip Elliott the first time he could catch him; Elliott said he wouldn’t ob- ject if he would fight in a’ gentlemanly manner, but he objected) to, a fist fight ; Elliott followed him ; he Kendall went to the door; Elliott said to Kendall that could get no gentleman to stand for him; at that ley came up to Elliott and said something, and hit jott in the eye ; Bailey and, Kendall then went up to Beach’s ten-pin alley on 4th street; Kendall said i] he would whip Elliot the frst time he caught him ; El- liott said that they were in a gentleman’s store, and he did not wish to raise any disturbance ; after Bailey had blacked his eye, Elliott stood awhile by the door, with his hands hanging byhis side;he did not raise them at all; Elliott then came out, called a hack, rode off, and came back in about two hours, on foot ; he walked back ; he game into, the store ; we had.a cane ; it had been a gun barrel, and was made into a cane by screwing a head on the top ; Elliott took that up, left the store, and went 4th street, but returned in about fir i and stood by the door a few minut. counter, and was there when I the pistol ; I ran out and saw M: street near the curb, coming together ; Bailey dodging round Bailey trying to pick up a stone, w! ry to fire his pistol at him; Elliott fi ; 4 had an arm broken; they Doth advanced, as I thought, toward each other at the first part of ring ; 1 think Elliott fired three times at Bailey; did. not no- tice how close together they wore; did not see Elliott retreat; Mr. Flliott lives at Mr. Rives’s, a hun- dred yards from our store in E street; Mr. Kendall lived in 1th street; Mr. Bailey lived in E street, at Dr. Bur- rows’s (2 res below Rives’s). These young men were in the habit of coming to James's drug store ; Mr. Elliott had nothing to do; was rather of a weakly habit of body; I should think either Kendall or Bailey could whip him easy; they were young men of more than com- mon vigor, I think; when they first came intothe store they were a friendly; Elliott, however, refused to drink soda with the other two; Kendall said he was a coward; said afterwards it was a joke, had been joking that way before Elliott called ‘Kendall a d—d liar; both, perhaps, were joking at first; they became seri- nd Kendall seriously and passionately said that El- d—d coward; Elliott though Kendall jok- he second time, when he called him a d—d ” Miten called.—At 6 o’clock last evening I was going up the city, when I saw Elliott ‘at the drug store with his eye blacked ; om: down Fourteenth street, Mr. when the latter got nearto El- ht hand of Ke he said to w we are ready to settle that difficulty.” Mr. tt made no reply. id not recognize the two > ime, but did afterwards.
