This change inthe foreign trade of this port, is producing a great improvement in business generally, and must in time have a very great effect upon exchanges, The most unfavorable feature in our foreign commerce at this moment is the very high rates ruling for sterling exchange. One cause of the advanced quotations for bills on London, is the on account of sales made in this market of State stocks nt on here, and on account of dividends paid on stock held in Europe, For sometime past large amounts of the stock of the delinquents States, which have been held in Europe a long time, have been remitted to this country for sale, and immediate returns. We have no doubt but thatthe railway speculations, which have raged 0 ex. tensively throughout Great Britain, have been the prin- cipal cause of the anxiety to realize on many of the in” vestments in American State stocks. The sales of these securities have been large in this market, and the remit- tances of the proceeds has created an increased demand for sterling exchange over and above the amount requi ed for the usual operations of trade. The decrease in the value of our importations has been more than off: set by the sales of American stocks on foreign account, and tho remittances therefore have been larger than tor the same period last year. So far as trade itself is con- cerned, the country is in a much better condition than it was a yearsince. Our exports must from yearto year increase, under any circumstances. The number of sta- ple articles exported from the United States the past year, was much greater than in any previous year. Heretofore our exports have been confined to a very fow articles. Cotton and Tobacco were the principal items, and comprised nearly seven-eighths of the total va" lue of our exports. Withina few years, the exportation of many other articles, produced and manufactured in this country,has increased so rapidly that several have become staple articles of commerce between this and foreign coun- tries, The demand in Great Britain for our provisions,must | at the rate of increase realized within the past few years, be second only to that for our cotton. The demand for our manufactures in foreign countries, is annually increas. ing, and, by judicious management, our cotton manufac- | tures will soon successfully compete in the principal markets with those ofany nation in the world. While we are rapidly becoming a large exporting nation, we are gradually but steadily becoming less dependent upon foreign countries for many of the necessaries and luxu- ries of life. Many manufactures heretofore imported from Great Britain, are now manufactured within our own limits, and the official returns of imports show a | steady decline in articles of merchandise paying the highest rates of duty, and a corresponding reduction in tho principal commercial nations of tho world, we should rotracted to an | soon experience a very great change in our foreign the river, on | trade, and be able to estimate very correstly the extent 135 | of importations and revenue from one year to anothor.— ‘The agitation of the tariff’ question, and all other laws regulating commercial matters, is brought about by the | fluctuations in our import trade and the various effects of the same act upon commerce one year with another. ‘The same average rate of duty upon imports one year, will give the goveroment a surplus, and another year leave a deficiency. This is principally owing to the fluctuations in the valve of the currency, and the infla- tion and depression in prices from one year to another, While any depreciation in the value of the currency in. creases the importation, it tends to reduce the extent of our exports. The influence of tho state of the currency upon our foreign trade, is beginning to be generally ac- knowledged, and when generally admitted, must bring have been unwilling to adinit that the currency had 5 an immense influence, and have heretofore endeavored to remedy the evils produced by an inflated system of credits and an over issue of paper by the banks in every section of the country, by passing tariff laws, sub- ‘Treasury acts, &c., without striking at the root of the evil at once. We always like to have everything straight as we go. The President and Cabinet, though not at the Methodist dedication yesterday, were at church— Mr. Sprole’s Second Presbyterian. We believe there was no council upon Mexican affairs. Major Ringold’s flying artillery, from Fort McHenry, it is expected, will leave soon for Texas. He has eighty men, four brass field pieces, four horses to each, a man upon each horse ; and their movements over a plain, are as rapid and beautiful as those of a body of unharnessed cavalry. On the plains of Texas, they could do terrible execution, and, as to overtak- ing them, in a retreat, (which would not be neces- sary, we think, in any event,) there could scarcely be a fear of their capture.
