It will be observed that on the 28th of July the aggregate amount on deposite was $8,068,854; while the actual amount subject to draft was but $7,007,811, drafts having been drawn, and payable, but not paid, for $1,192,03; transfers ordered and not. credited, $71,000; outstanding drafts, $9,399. Among the drafts drawn, but not paid on the 28th ult. was one for $123,- $77, on the Bank of Louisiana, which reduces the depo- sites in that bank to $73,632. A draft onthe Bank of Missouri reduces the deposites in that institution from $396,815 to $97,449, and a draft on the Michigan Insur, ance Company of Detroit, reduces the deposites from $114,907 to $29,293, According to the recent statement of the United States | Treasurer, the surplus revenue of the government is steadily decreasing. The quarterly returns from the Treasury Department shows an expenditure for the quarter ending June 30, 1845, of $1,789,118 less than the receipts, notwithstanding which, the amount of deposits on the 28th ult. was nearly two hundred thousand dollars Joss than in May, and more than four hundred thousand dollars Jess than in June. From March 24th to June 28th, the depos incrsased $1,704,050. Last year, up to this time,the value ofthe importations into this part has been about one million of dollars per month greater thad for the corresponding months this year, and the duties on the imports for the same poriod, of course much larger, ‘The decrease in the revenue from customs, with the pay- ments on the public debt, have reduced the surplus reve- nue from $13,820,251, on the 28th of October, 1844, to $8,068,854 on the 28th of July, 1845. The actual surplus revente of the gevernment is now about seven millions of dollars, and the present prospect is, that it will not be increased. The importations will not, this fall, be so large as they were last, as the eountry is pretty well supplied wiih foreign manufactures; the revenue will therefore be less, while the expenditures of the govern- ment will without doubt exceed the estimates, on ac- count of the position of our foreign relations and the in creased expense attending the negotiations, &c. attached to the annexation of Texas. The Secretary of State and the Secretary of the Trea. sury—The Tariff—The Oregon—The North and the South—Those Suppositious Mileages again— Mr. Dickens Called to the Bar—Rotation going— Ai Protestagainst the Inequality of its Operation— Cases Cited—Foreign Consuls, $c. In the menagerie that was in town the other day, we saw owls and eagles all in the same cage; and acat and a squirrel in another compartment, living as sociably together, as birds of a feather; but who- ever would have dreamed of free trade and high protection domiciliating under the same roof, and dining at the same table. Yet there is no mistake about it. Mr. Walker (in the temporary absence of his family) and Mr. Buchanan are now quartered in the same house—in other words, Mr. Walker, ad. interim, has taken up his abode with the otherwise lonely and solitary Secretary of State. They live in perfect harmony. ‘Chey talk of every day mat- ters, and every day gossip over their gooseberry wine with infinite gusto; but it is said that their social concord is never disturbed by an allusion to Oregon from the one, or to the tariff from the%sther. The malicious rumors in circulation, that there was a strong mistrust or jealously existing between the Secretary of State, and the head of the treasury, has induced Mr. Walker to remove into the household of Mr. Buchanan, in order to extinguish the suspicion; and to maintain, before the people, the external evi- dences required to establish the idea of that unmiti- gated, and undiluted concord, which ought to be cherished, mutually, among the members of the President’s executive councils, and which the editor of the Unzon is ready to swear to, as the existing state of things with the administration. And itis so. Socially, the members ot the Cabinet are as harmonous as a family of brothers; but the difference between the Secretary of State and Mr. Walker on the tariff question, is about equal to the difference between seventy per cent protection on cold iron, and a plain procrustean ad valorem of twenty per centum. Mr. Buchanan, we understand, is willing to fall etre way of compromise, to the tariff bill of General McKay of the last Congress, which pay roe? ee schedule of 1842 to a gene average of about r cent, excepting upon iron and eal upon which the duties are but elightly di- minished. Mr. Walker will not give in his adhe- sion to the bill—it is sufficiently low; and it is upon, these very contested articles of iron and coal, (iron more particularly,) upon which he demands a mate- rial diminution. 2 autilee: He will recommend a revenue tariff in his report, with discriminations, not for protection, but for re- verue. Mr. Buchanan will not desert the 1ron fur- naces of Pennsylvania. He will, we think, do all that he can in his present position, to arrest a reduc- tion of the protection or bounty paid upon Pennsyl- vania iron by the consumer; and when the evidences shall have beeome_ indubitably conclusive, that the tariff of 1842 1s to be dismantled and extinguished, then he will, ifnot before, seek to take shelter from the cruelty of the Administration, in the ample folds of the sable rebozo of a eons of the Supreme Court. It is not improbable, therefore, notwith- standing the fact that Mr. Bue! and Mr. Walker are lodging and eating under the same roof, that the former * will clar de kitchen,” before next Christ- mas day. A wicked and ill founded rumor has come to our ears respecting this fraternization of the two hono- rable Secretaries. Itis said, that as Mr. Walker is rather indifferent about Oregon, and would as soon give it away as not, (which we do not believe)— now ‘that Texas is secured, he will only meet Mr. Buchanan in a compromise upon the Tariff, by the Secretary of State agreeing to a surrender of Ore- gon to the 49th degree,or as more preferable, a fore- closure of all negotiations upon the subject, and the continuation of the treaty of joint occupation in perpetuity ; m short, a desertion by the government of the north-west territory, as not worth the trouble of preserving, much less of fighting for. That South Carolina has no inordinate hankering after the Oregon territory, we are satisfied from the speeches of her Senators in Congress in ’42-3, their votes against taking up the bill from the House at the last session. And yet the policy of Mr. Calhoun, from which the south expected in Oregon a separate nationality, that would never ask for annexation, and thus be forever out of the scale against the south, in the balancing of political pow- er, it adhered to. would have resulted inevitably in aseizure of the territory by our citizens, a local government, and an irresistible appeal to ne eee nal protection of the Federal authorities at Wush- ington. Briefly now, there is no suspension of the negotiations, and the prospect 1s, that they will be continued till the meeting of Cot ss, thence from week to week, and month to month, through the session, to the adjournment, ad infinitum, or until the American people of Oregon strike up a war with the Hudson’s Bay Company on their own account, in which event, this Government must become in- volved in the difficulty, and inextricably, except by fighting it out. i We shall have to keep the people in remembrance of certain rank abuses which are creeping into the government, the end of which, if not arrested, no man can foretell. Among these corruptions, the practice which has been introduced into the Senate in every inaugural executive session, of the mem- bers of the Senate voting themselves the ordinary mileage for imaginary, supposed and fictitious jour- neys to their constituents, and their return, like witches, with their bodies lying comfortably in bed at Washington, while the spirit, the real man, by a sort of transubstantiation, only known to the women of Salem, has been off in the form of agrey cator a terrier do, , astride of a broom, whisking through the air all the way to Arkansas or Alabama, and back, in the small hours between two and six o’clock inthe morning. Why does not Mr. Secre- tary Dickens procure that voucher, and have the facts officially recorded, concerning the extraordi- nary billof mileages? Mr. Dickens, when the un- official statement of these extra douceurs appeared in the Herald, including Mr. by, Mr. Barrow, Mr. Dickinson, and a score of others, sent round among his subordinates in hopes of detecting the traitor who made the disclosure among them, and of punishing him for his treason by his immediate ejection. Mr. Dickens then discovered that a Sen- ator was perhaps implicated in the revelation, and kept remarkably quiet thenceforward ; but in order to appease the Senate, and to pave his way for a re-election at the next session, he had kept the re- cord of these extraordinary mileages out of the reach of the public eye, and especially out of the reach of the reporters of the pub.ic press. Rumor further says, that Mr. Dickens actually went up to the Treasury Department, and tried to argue Mr. Walker into the legaliry of these extraordinary mileages, and the propriety, therefore, of the late Senator accepting his twelve hundred dollars for the im: ‘ight of inary journey he travelled on the ni the third of March, to the people, having been out, like a wizard, whisking it through the air on a broomstick, ‘De live-long night, Till the peep ob da: ‘ And coming home just at day in the morning.” Satisfied with the able, disinterested, and patrio- tie appeal of Mr. Dickens, it is said that Mr. Wal- ker took the money authorised by a vote of the Senate, but entirely unauthorised by the prim ples of the government and of common (honesty. We don’t beheve thathe did take this mileage. Mr. Dickinson, Mr. Barrow, Mr. Bagby, and some oth- ers, might take it; but we cannot think that Mr. Walker any more than Allen, Archer or Benton would touch a cent of it. The official record of these mileages must be furnished in order to show who are and who are not guilty of nrg a them. The whole conduct of Mr. Dickens in the premises exhi- biis that his object is to sereen the acceptors of this fund, and to conciliate thereby their suf- frages in the election for Secretary of the Senate the ensuing winter. If this be so, he will be defeated ‘on the first Le Indeed, in any event he must be superceded, and it were well if he would shape his course accordingly, in anticipation of the rule of rotation. Within three days, including the present, some twenty-five heads have been decapitated in the Executive department here, all of subordinate clerks, and all in pursuance of the rule of rotation, while Peter Hagner, Third Auditor, in office half ceatury, rich as a Jew, and with nineteen relatives ht, feeding in the publicerib is not to be touched, be- cause, forsooth, of the royal suppers, he is able to give. Mr. Stephen Pleasanton, Auditor, is in the sume eategory, and remains unmolested. while the poor, searing, clerks, messengers and sweeps are kicked out of doors without compassion.
