MONEY MARICET, ‘Wednesday, Jane 25—6 P. M. The Stock Market is again becoming very much de- pressed. Quotations to-day show a ‘decline, and the transactions were to a very limited extent. Norwich and Worcester fell off } per cent; Canton, 1; Morris Ca- nal, 45 Railroad, j; Farmers’ Loan, §; Harlem, }; Pennsylvania 5's went up }. Vicksburg and United States Bank closed firm at Monday’s pric The Firemen’s Insurance Company of Baltimore have declared a half yearly dividend of six and one quarter Per cent, payable on the 2d July. ‘The Stark Manufacturing Company has declared a dividend of ten per cent. ‘The Maine Railroad three and a half per cent. The Taunton Branch four per cent. all for 6 months. ‘The Directors of the Boston and Worcester Railroad ve declared a dividend of 4 per cent onthe capital stock of the Corporation from the profits of the six months ending on the 31st of May last, payable on the Ast of July. The receipts of income during the six months, with a reserve of $13,162 from the previous divi. dend, amounted to $235,203, and the expenses to $107,982, leaving a net income of $127,221. We annex a table showing the quantity of certain cot, ton manufactures exported from Great Britain in the first three months of the past two years. When we look at the enormous amount exported, and consider what the home consumption must be, we have some idea of the immense manufacturing power of Great Britain, and the immense interest at stake in sustaining that branch of national in- dustry. The declared or real valvfe of the quantity of the manufactures included in this table is not officially given, but it must be an enormous amount. ‘The best market for plain calicoes is inthe East Indies—Bombay, Caloutta and China—about one-third of the exports being to that section of the world. The best markets for printed and dyed calicoes are in Germany, Brazils, Tur- key and Greece—these countries taking about one-third of tle exports. The exportation of printed and dyed calicoes from Great Britain to China has fallen off this year about fifty per cent, while the exports of plain cali- coesto China have increased nearly one hundred per cent. The annexed statement gives the quantity ex- ported toeach country for the same period in the last two years, and a comparison will show the increase and decrease in this trade with each nation. The consumption of cot. ton manufactures by thirty-five millions of people, must be suficient to give employment to millions of spindl ‘The manufacturers of Great Britain have yet almost the complete monopoly of this trade, and must continue to enjoy it for years, notwithstanding the rapid increase in the establishment of magufactories in this country.— We have a very extensive domestic demand to satisfy be- fore we can export any quantity. Our fabrics are more calculated for home consumption than for exportation.— ‘With the exception of white cottons, such as are called domestics, we export very few articles of cotton manu- facture. We are rapidly building up markets for our domestic manufactures in every part of the world, and must certainly secure the complete control of the con- sumption of this article. Our commercial operations in China have been eminently successful, so far as cot- ton manufactures are concerned at least. Twilled cot- ton jeans for the United States have been advantageous- ly placed in the Chinese markets, and commanded a de- cided preference over British fabrics of a similar make. We must gradually progress in manufacturing, but long before we arrive at the age of this industry in Great Bri tain, we shall be far beyond the present position of that country in the business, As an instance of the relative position of the two countries at this moment, ‘we will merely mention the fact, that one cotton manu- facturing establishment in Manchester, England, has up- wards of 210,000 spindles in operation, while all the manufactories of Lowell, Massachusetts, have in opera- tion only 204,076 spindles. The New England States being peculiarly adapted to manufacturing operation: the capital employed in the manufacture of cotton goods in that section is greater than nearly all other sections o! the country put together. Nearly one-half of the raw ma- terial consumed inthe United States is consumed in the Eastern States, and imported into Boston. The consump- tion throughout the country has not increased so rapid- ly as it bas in } ichusetts and Rhode Island. Thisis evidence that the manufacturers of that section of the country nsibly affected by the revulsions in the money market, and the continual changes in the smaller manufacturers in other parts of the country, whose capital and resources are more limited, and who require in the beginning of their enterprise protection to a certain extent. Our tariffs require modi- sivations, from time to time, to suit the wants of the go- vernment and reduce any surplus that may have accu, mulated during the period in which any great interest required protection. A tariff based upon the principles oa which the compromise act was founded, with a lo gertimetorun and a more gradual reduction, would suit the peculiarity of our institutions better than any other policy that could be adopted. ‘This would give any local interest time to establish itself, and the features being established, every one could govern himself ac- cordingly. The increase in manufactures of cotton, and in the amount of capital employed in this branch of bu- siness since 1840, shows that the low average duty clos- ing the compromise act and the high tariff of 1842, have less influence on the movements of those engaged than imagined by a large portion of the public. Since 183) the currency of the country has been very uniform, and the value of money very regular. To this we can, in a great measure, attribute the steady improvement observ. ed inthis department. The ex ports of these goods to Great Britain and dependencies in 1844, were much largergthan in 1943 or *42, while there was a falling off'in the exportation to nearly every other country. The decline -in the trade with China in these articles, cannot be satisfactorily account- ed for. The manufacture of these goods was, without doubt, much larger in 1844, than in either of the three previous years, and it is possible the home demand was sufficiently large to take a great portion of the supplies, leaving a less quantity for exportation than usual. Voorhees to be again Tried Gossip, $e. ‘The new court martial summoned in the case of Capt. Phillip F. Voorhees, convened to-day at one o’clock—the old court being in secret session up to thathour. Capt. Forrest, Capt. Ridgely and Capt. Stewart, are relieved irom serving in this court, and their places have been filled by Capt. Ballard, Capt. Stringman, and Capt. —- 5. F. Hallett, of Boston, has been appointed Judge Ad- vocate, and Capt. Downes President of the court; the other members of the court are the same as the old was with the above exceptions. The President having called the court to order, the Judge Advocate read the precept for the ordering of the court, which was to have been on the 28d ; but could not then be convened, as some of the members were of both courts, and the old court had not adjourned on that day ; also the letter of appointment as President to Capt. Downes, as well as a similar letter to B. KF. Hallett appointing him Judge Advocate. The several members of the court were then sworn by the Judge Advocate,and he was duly sworn by the Pres dent, The accused, Capt. Voorhees, was then asked i? he had any objection, exception, or challenge to any member of the court, to which he replied none. intimated by the Judge Advocate, that some one other member of the court had requested to be discharged, and that his place would probably be filled by to-morrow, who suggested that the court adjourn until then, as it was important that all the members should hear all the evidence in the case. Some by conversation here took place among the different members, as to what hoor they should adjourn to inthe morning. One of the membere pressed very urgently, that they should meet at 9 o’clock, as at that hour it was the cool of the mornin; and they could enjoy two hours of the most splendid part of the day for their Proceedings, and it would be more agreeable, &c. &c. Here he was interrupted by another member, who suggested the propriety Coleman’s preparing their breakfast at an earlter hour than usual, should the court agree to meet every morn- ing at nine o’clock. The other loquetor felt somewhat indignant at being. interrupted ere he had finished, and replied, “1 would thank the gentleman from —~ to wait until I have finished,” to which he responded. “Abt 1 thought you were through.” He then proceed- ed to give his opinion in preference for the hour of nine o'clock to any other, intimating his willingness to sit as long as any other member of the court. The discussion was finally cut short by the President adjourning the court till 10 o’clock to-morrow, when it will be made known what charges the government have preferred thiv time against the accused, P. Navy Department, June 21, 1845, The franking privilege having been abolished by uct of Congress, from and after the Ist July, 1845, officers and agents’ under the control of the Navy’ Depart- ment, are hereby directed to observe the following rules in their official communications :— When writing on the same day, upon more than one subject, instead of making ase Jeet, they will unite them all, a: same letter; and all communic: warded on the same day, should be enclosed under one envelope, provided the weight of any package do not exceed three pounds. ‘The bulk of all parcel: rt with postage, should be reduced to as small a compat is consistent with a proper regard to perspicuity and distinctness. When an officer has occasion to address the depa ment through his immediate commander, and that com- mander desires to offer any remarks upon the subje matter, they should be made on the same sheet as the officer’s letter, and not on aseparate sheet; if not more than one page each in length, they might be written on the first and third pages. When a copy of any document or paper is intended to accompany a communication, if not too long, it should be written on the same sheet as the communication itself. All communications should have a margin of one inch on the left-hand side of the first and third pages, and the right-hend side ofthe second and fourth pages; also a margin of'a quarter of an inch on the right-hand side of the first and third, and the left hand side of the second and fourth pages. Every officer should attach his rank to his signature to letters and official papers. Commanding officers of navy-yards and stations and port captains, will acknowledge on the first day of each month, and commanding officers of squadrons on the first days of January, April; July, and October, the receipt of all communications which may have reached them from the department, during the preceding month or quarter, and which do not require an earlier or special report. All returns required to be made periodically, may be forwarded without a letter. The commanding officer should attach his signature to every original paper forwarded through him, that it may be known as coming through the proper channel. Commanders of squadrons will number their letters to the department consecutively; and all enclosu hould be marked so as te show what letter they accompt 5 Commanding officers and disbursing agents ore ed to keep an exact account of the postage on letters, packages, and other matter received by them through the mail, touching the duties or busii of their office; which account, verified by oath, they will transmit to the Fourth Auditor of the Treasury, at the close of each quarter, for adjustment. Among those at the head of the movement, and taking active part in its consummation, I observe a number of our most prominent and active whigs, who, although they did not approve of Gen, Jackson’s administration of the Govern- ment, cannot be outdone by any in giving him all that honor which is due him for his great military services, as well as in according to him a sincere patriotic motive as the incentive to every act of his civilcareer. Gen. How- ard has accepted the appointment as orator of the day. George Clarke, alias ‘‘ semi-demi,” one of the rascals pardoned by Governor Thomas, through the exertions and misrepresentations of our political lawyers, and the influence of liquor well plied to the unfortunate Secre- tary of State, has gone to his old business of burglary again. He was arrested in Philadelphia, a few days since, having in his possession $2,000 worth of stolen jewellery, and it is to be hoped will be now well taken care of. He has been a professional burglar for a number of years, and about a year ago was shot whilst attempting to rob a house in this city, from the effects of which his arm had to be amputated. Persons who are regularly bred to the bar are never caught in such dishonorable acts to the community as receiving fees to procnre pardons from the Governors for the most noted and hardened villains. It is only the interlopers, men who have jumped from the workshop or the magistrates’ office into the lawyers’ of- fice, who have no pride of profession, that thus disgrace their calling. ‘The Firemen’s Insurance Company, of this city, have declared a dividend for the last half year of six and a uarter per cent, payable on the 2d of July. Like the dremen of Baltimore, this Company ed. ‘There is a general dearth of news of all ki city at present, and with the thermometer bor 90 deg., there seems to be no inclination to acts for good orevil among those who usually take the lead in such matters. ‘Tho small pox, which has prevailed to a considerable extent in this city on account of the dirty state of the streets, has now nearly subsided, the rains of th it week having performed the long neglected duties of the scavenger. But one death froin the disease occurred in our city during the past week. ‘ ‘The statement which | made a few days since with respect to the object had in view by the Baltimore and Ohio Railroad, in refusing to accept the resignation ten- dered them by the Hon. Louis McLane, as their Presi- dent, has opened the eyes of the friends of the Chesa- peake and Ohio Canal, to the perilous position in which they are placed. With Louis McLane in London, hold- ing the strong position of American Minister, they might as well apply to the old defunct Bank of Maryland for a loan to finish their work, as to the British bankers. Could they suppose for a moment, with the heavy private interest Mr. McLane has in the su of company over which he has so long presided, that the mere offer of a mission to England could induced him to with- draw from it at the present time? Certainiy not, unless he had ulterior objects in view, De they not see that in addition to the advantage he will obtain over the canal by its acceptance, he will be able to secure additional funds for the railroad, and thus s re the means for its completion to the Ohio river?
