Whe Legislature of this State, with extraordinary promptitude and unanimity, has granted the company an act of incorporation for twenty-four years, with a capital of two millions in shares of one hundred dollars each.— ‘There were but two dissentient votes in the Senate, an‘ one in the Assembly ; thus giving, with those exceptions, the unanimous voico of the State—expressed through their Representatives—in favor of an enterprise which we trust will rise above any narrow, selfish views, and be ted to the advancement of the commerce, the curity, and the best interests of the country. New York, May 23, 1845. From Et Ecvapor.—In the Havana Prensa of the 8th inst., we find a_brief account of a revolution in the Republic of El Ecuador. It broke out on the 7th of Marchand ended in the overthrow of General Flores and of the constitution of Quito, after about a hundred men had been killed. A provisional Government was then formed, consisting of three individuals—Don Jose Olmedo for the department of Quito, Don Vicente Roca for Guayequil, and Don Diego Novoa for Cuenca. All ublic ucts under the authority of ibrogated consti- ition were annulled, and the laws enacted prior to the adoption of that constitution were force. As soon as tranquillity should be restored a Congress was to be assembled to reform the constitution and elect the high officers of state. It was Feperted, however, that General Otamendi had taken the with 600 men, in support of General Flores, anda protracted civil war was apprehended, _Incenpiarism.—The son of a respectable mecha- nic of this city, aged about 15 years, was arrested yesterday by officer Southard and committed by Justice ‘Andruss, sen., for setting fire to several buildings, in- cluding his father’s factory, and on Sunday night last, Wm. "An attempt was slso made to fire the house of Mr. Scofield in West Utica, but the flames were fortunately discovered before much damage was done. The Mayor of the city has offered a reward of $160 for the discovery of the perpetrators of these acts, New York, 18th June, 1845. Mr. Eprror :— Allow me to ask, through your valuable paper, why the Philadelphia Cadets were not received in a proper manner on Monday last, on their arrival in our city ? Their intended visit was known a month ago, and yet none of our military corps made any ar- rangements to receive them. Perhaps some of our military gentlemen can explain. When the Boston companies came here last summer, there was a number of companies ready to receive them; in fact, the City Greys of Boston had three applications, but in the case of the Philadelphia Cadets, there was but one man in citizen’s dress, awaiting their arrival. The petitions stated that discrim{nating tolls on the canal were required to pro- tect the revenue of the State, and prevent the attraction of freight through the Welland canal to Oswego, to the tremity of the Erie canal. It wes proposed to regulate the rate-of tolls on the Eric and Oswego canals, so that the charges on merchandise from the western States, reaching Syracuse by either route, should pay the same tolls, or in other words, that merchandise transported on forty miles of canal,should pay the same toll as merchan- dise transported onabout two hundred miles of canal. Public meetings were held in all the places interested inthe movement, one way or the other, and the lobby of the Legislature was for a time filled with advocates from both parties. The whole question can be narrowed down to a contest for the western trade, between Buffalo and Oswego. The Departments are all closed, their doors hung with crape, and their clerks allowed holiday, for one day, in respect to the memory of General Jackson. The Naval Court Mar- tial met this morning at half-past ten, when, after the reading of the journal of yesterday, the court adjourned over till to-morrow, asa tribute of respect to the deceased chieftain of the Hermitage. The U. 8. Cireuit Court, sitting in and for this county, did the same. The local Criminal Court will meet to-morrow for the same purpose. Louis M‘Lane, of Maryland, goes to England. Whether it was the advertisement in the Herald, or the discovery that he had $20,000 to spare, we have not ascertained ; but we opine that he expects rather to make than to lose money upon this mission. He was one of the expelled cabinet of Gen. Jackson, and he went it strong for Harrison, but came out with dignified moderation for Polk during the late campaign. The post is one of which he could not ave dreamed a month go: though his history as a politician satisfies us of his ability to fill the office. The Court Yartial met this morning at half past 10 o’clock, pursuant to adjournment. The journal of Satur- day was read and corrected, after which, President Stew- art requested the Judge Advocate to read the official or- der from the President of the United States, as well as the general order from George Bancroft, Acting Secreta- ry of War and Secretary of the Navy. After the reading, the President of the Court made a few remarks upon the character of the deceased, sug- gesting the propriety of an adjournment in token of re“ spect to the memory of the illustrious dead ; there was a difficulty, however, which was to be encountered, and ¢ to enable the court to understand it and to judge for them selves the responsibility that imposed itself upon th he ordered the Judge Advocate to read the follow: article ; the 39th of an“ Act for the better governm of the Navy of the United States,” on page 66 of Laws, in words as follows : ‘When the proceedings of any general court martial shall have commenced, they shall not be suspended or delayed on account of the absence of any member, pro- vided five or more be assembled ; but the court is en- joined to sit from day to day, Sundays excepted, until sentence be given. And no member of satd court shell, after the proceedings are begun, absent himself there- from, unless in case of sickness or orders to go on duty from’ a superior officer, on pain of being cashiered.” The court was then cleared for the members to gi opinion upon the subject. The independent press is now viewed as the only vehicle, through which truth, without palliation or exaggeration, can be communicated to the public. The partizan presses, both whig and locofoco, dis- tort every thing that passes through their columns, and the most simple matters of fact, are made to tssume the jaundiced hue of party, with a view to delude, instead of enlightening the public. Aconsiderable degree of interest is now mani- fested by the public, on the subject of the two mis- sing instalments of the Mexican indemnity, which were paid to the agent of the United States on the 27th of August last. Itis thereby ascertained, that the Mexican government holds a complete acquit- tance from the agent; but a doubt has arisen in the mind of this government, whether it is bound by the acts of its agent—it being alleged that he did not receive payment in money. 1 enclose for the grati- fication of your readers, a copy of the power under which the agent acted, together with a definition of the word money, extracted from the standard work of the far-famed lexicographer, Noah Webster, in order that a correct opinion may be formed in re- gard to the liability of this government. As the present cabinet is evidently somewhat verdant in the principles of law, which govern exchange and commerce, itis hoped some one of your erudite lawyers in Wall street, will irradiate the benighted understanding of the inexperienced members who compose it, by. giving, an opinion through the columns of the independent press, that will set the matter at rest, and tranquilize the public mind.
