Philadelphia. {Correspondence of the Herald.} Puitavevemia, June 10, 1845, There is at this time a very interesting case in progress in the Udited States District Court in this city, before that most valuable and estimable Judge Archibald Ran- dall. It was brought by the United States against Mc- Keon Buchanan, Esq., a purser in the service, upon his bond, in which the Government claim from him about eleven thousand five huxdred dollars, money placed in his hands to purser, which he claims to have disbursed, and demands a balance in his favor of two thousand dollars. ‘The difficulty arises in this salary ofa purser was forty on raticas, and profits on his disbursements or sales of provisions, clothing, &c. to the crew. No act of Con- gress fixed the profits, but left them to arbitrary custom, and that custom was ‘certainly more honored in the reach than the observance; an advance of ten, twenty- five, and fifty per cent was charged to the poor Tar upon the various articles of food and clothin; by the money of his government, place hi urpose, and that profit went to en- je it impoverished the poor sailor.
