Stonington fell off 4 per cent ; Norwich and Worcester, +} Reading Railroad, } ; Morris Canal, } ; Canton Co. §; Farmers’ Loan, Erie, Herlemp and Long Island, closed firm at yesterday’s prices. The transactions were to a limited extent, aud the feeling in the street was rather heavier than for some days past. The advices from Eu- rope have had an unfavorable effect upon stocks, while they have improved prices of cotton, and given the market considerable activity. The stockholders. of the Bank of Geauga, Ohio, are preparing to commence banking under the new bank Jaw of that State, upon the independent plan. As soon as new bills canbe procured from Columbus, which will probably be im about four weeks, operations willcom- mence. Abill granting @ charter to the Troy and Green- bush Railroad Association, passed the Senate of this State, with other railroad bills, on Wednesday last. This road was built by an association of capitalists with- out securing acharter. The rivalry existing between the citizens of Albany and Troy, induced parties opposed to its construction, to throw obstacles in the way, and prevented a connection with the western road at Green. bush. It required a charter to authorize the association to remove the obstructions legally, which having been obtained, the difficulties no longer exist, the associa- tion has been formed into a company, and the road is ready for business. The road is only six miles long, and cost $180,000. It forms an important and valuable extension of the Great Western road, connecting it at Troy with the Troy and Schenectady, and the Troy and Saratoga railroads. Counterfeit 5’s on the Madison county Bank are in cir- culation, letter A., J. Teneyck, President ; Charles D. Miller, Cashier. The center vignette is a husbandman mowing, with a plow and sheaves on one side of him, anda cow onthe other. On the right side is a ship; on the lefta helmeted head. One of the dies containing the figure 5 is higher up than the other. The charters of the Commercial Bank and Bank of Rochester, both of Rochester, have been extended for two years, at the expiration of which, it is supposed they intend re-organizing under the Free Banking law. The principal cause of this falling oft, is the reduced prices current for the most important staples, and the increased demand at home, or in the vi- cinity of the production for consumption. We learn that contracts have been made between speculators and the producers, to hold on to the supplies in hand until a certain time, in hopes that prices will stiffen, and the markets improve. The speculators in this business, who are attempting to control the market in this way, will, without much doubt, get the worst of the operations. They have purchased the produce of the farmers, who merely hold it subject to the order of the other parties, holding a forfeit, for the full performance of the con- tracts made by the speculators. It is stated that the ex- tent to which these operations between the and producers have been carried, is so gre merchants in some sections of the western country, are compelled to wait till the expiration of these contracts, before they can make collections sufficiently large to come to market and meet the payment of their liabilities. Such being the position of this trade, we may expect later in the season quite an increase in the receipts of produce at the western depots. The receipts of tolls, and amount of flour cleared on the canal, at Oswego, this season, do not compere very favorably with last year. The bulk of the cot- ton crop of South Carolina having reached market, there Will not bp, forthe remainder of the reason, 69 reat ry demand for banking facilities a» existed during the more extensive receipts of that staple, and we look fora Gradual decline in the bank movement of the State, until “a revival of business, or the maturity of another crop, calls for an increase of capital. ‘The bill introduced into Parliament by Sir Robert Peel, to regulate the promissory note currency in Scotland and Ireland, with the modifications and alterations, meet with general favor. ‘The measure is not one of restric tion, buta measure of regulation. It will produce no effect upon prices, or alter in the slightest degree the operations of trade. Its tendency is to raise the value of allbank stock but that of the Bank of Treland, the monopoly of which is to be broken, by allowing compe- tition in Dublin and the sixty-four miles surrounding it, and a consequent reduction in the charges of that bank. Itis the intention of the Premier,jto introduce into Ire- Jand and Scotland, a system somewhat similar to that adopted in England last August. The new plan having worked so well, it is supposed one like it will work weli in the whole kingdom. The organ of the joint stock banks, thinks that Sir Robert Peel has come toa premature decision in relation to the working of the new system. It is only about eight months since the enforcement of the new plan, and it has not been tried in a commercial or financial convulsion, or in times of ex- tensive speculations in articles of trade. The expe rience of the past eight months, has not been sufficient to test the system, or to teach us what may be the effect of high prices or short harvests upon it. It has not been in operation long enough, to justify an extension of the experiment into other parts of the kingdom ; but the ministry appe and it is only nec to be determined ry to examine the b upon so doing, ill as introduced, forthe purpose of marking the difference between the English and the proposed Scotch and Irish stem. In the new plan, the issue of notes under five pounds, is still to be continued. It proposes to ascertain the amount of circulation, which, for some past period has been issued by the banks in Ireland and Scotland, and to limit the issues to the average of a certain period. The average for the thirteen months following April 27th, 1844, is to be taken, and issues overa certain amount are to be made in specie, or in Bank of England notes, which are to be made a legal tender in all parts of Great Bri, tain. The weekly returns, instead of giving the ave- rage issues for the seven days, merely give the amount iu circulation on the day they are made, giving the ave- rage every four weeks. The issues of the Scotch Banks en the 27th of April, 1844, amounted to £2,714,000. May 25th, to £3,041,000. June to £3,117,000. Oct. 12th, to £2,987,000. Dec. 27th, to £3,486,000, making the average issue under the new plan, £3,041,000. The Bank of Ireland will be permitted to issue £3,706,000. Otherpbanks in Ireland, £2,565,000- Total, £6,271,000, making the grand total for Ireland and Scotland, £9,312,000. The proposed change in the bank- ing systems of these two sections of the Kingdom, is not 80 great as first contemplated, but it is sufficient to create ‘a strong opposition. It cannot be expected that any mea- sure affecting these banks will be suffered to pass in the same tranquil manner as the measure for the regulation of English banks offissue did. An experience of 150 years has proved the value of the present Scotch system, and itcommands the unanimous approval of the whole people. The English banks have repeatedly submitted to changes, while the Scotch banks have, for a century and ahalf, remained unaltered. The very favorable news which wasreceived from Texas last evening, as the results of annexation, has had a very exhilerating effect on all the democrats in this neighborhood, including the President and his Cabinet. The administration has received des- patches from Texas of the most favorable character. Mr. Donelson has left Texas and arrived at New Or- leans, because he thinks that his presence is no lon. ger necessary in Texas. Every member of the Ca- binet is overwhelmed with letters and communica- tions from those Texans who are afflicted with the cacoethes scribendi, congratulating themselves and the administration on the now certain consum- mation of this great national measure. Mr. Bu- chanan looks as smiling as a basket of chips at the very favorable aspect which is now presented by the the people of Texas, and has good reason to congra- tulate hunself on the successful issue of a measure to which he has given a steady and a powerful sup- port, even when Mr. Benton and his clique set them- selves in opposition to it, and caused the defeat of the treaty for annexation. He willbe re-invigorated and inspired by this triumph to lend all his energies to the support of the claim of the United States te Oregon, to enforce its justice and insure its ultimate triumph, and with the assurance that the administra- tion will be supported by the people in the prosecu- sion of their just rights to the whole of the Oregon erritory. ‘There’ has been a naval court martial ordered to assemble by the Secretary of the Navy for the trial of Captain Voorhees, and such other persons as may be brought before it. It is to assemble on the 2d of June at the Navy Yard, and, of course, you will have a regular account of its proceedings when it commences. Various charges of cruelty have frequently been preferred in some of the public prints against Captain enncied while in command of the Vandalia. Captain hauncey has himself denied these charges, and his friends assert that instead of having behav cruelly, he has done quite the contrary, and that he behaved with the greatest kindness to his men, doing everything that laid in his power to promote their comfort and convenience, and that during the revalence of the yellow fever on board the vessel, he even gave up his cabin to their use, and was him- self seven or eight days and nights on deck without changing his clothes. if this be the case, it is mani- fest injustice that he shonld be charged with cruelty. A great act of Vandalism has recently been com- mitted by cutting down a number of full grown trees on Pennsylvania avenue, by the workmen employe: under the direction of the Commissioner of Public Buildings. These treeswere situate infront of the seven buildings, and it is only a few years since that trees before the same buildings were cut down in a simi- lar manner, because the person employed took it into his wise head that the street could not be graded without their removal. I suppose that salmon not have come from any point south of Pe- nobscot, or perhaps St. Johns, New Brunswick, and these are ample evidences of his enterpris ability to maintain the character of the “ National” as the first hotel in Washington. ' We had very bad weather here on Friday and Sa- turday last. On Sunday it cleared off, but was somewhat cloudy, and ‘to-day itis very warm in- deed. The rain on Saturday spoiled the treat which is given to the people, by the White House grounds being thrown open, and the beautiful music of the marine band.
