This is a surprising fact, as the mere accumulation of interest on most of these securities should have improved the inarket price at least two percent. Solarge 4 per cent ofthe amount being owned abroad, induces us to look around and see what prospect there is at this mo- ment, of its being re-invested, or of ita being drawn out of this country. It cannot be denied but that the course pursued] by the Legislature of Penn- sylvania in relation to the payment of interest on their debt, must have a very unfavorable influence upon the general credit ofthe States abroad. The partial resump- tion of payment’ by Pennsylvania, last February, had a very flattering effect in Europe, confidénce became ina measure renewed, and the cry of repudiation for the time ceased. Had that resumption been upon a good basis, it would have beep permanent,and there would have been a gradual but steady improvement in the credit of the States of this Union, in Europe, and foreign capitalists would have eagerly invested their funds in our se curities. The success of the Illinois Canal Loan is sufficient evi- dence of the anxiety of the capitalists of Europe to invest in our stocks, provided there is even a moderate probability that the annual interest will be paid promptly. We find that even in the midst of threatened difficulties between the two countries, the Illinois bondholders in Europe are advancing a large amount of capital, to ensure the completion of an important work. The foreign loan made for the purpose of completeing the Illinois and Michigan: Canal, cannot be looked upon as aloan to the State o Illinois, ‘The payment is specially provided for, and is entirely independent of the other liabilities of the State. Holders of the five per cent stock of the State of| Fine New York, falling due this year and next, may be induced to re-invest the proceeds in the many good stocks in the marke repe for investment in stocks paying but about ene half the rate of interest our stocks do. There are enough good stocks in this country daily sold in this market to absorb tentimes the amount of New York State stock falling duo within the next two years. There are five and six per cent stocks of this State to be obtained at any time, and we cannot fora moment believe that the for reign holders of the $3,250,000 of New York stock nearly due, will take the amount out of the country, when they can immediately invest it in stocks similar to and equal- ly as good, as those cancelled. The credit of some of the States of this Union never has been disputed, and the ca- pitalists of Europe know the value of the stocks of these States sufficiently well to retain possession of the stock when they get it. ‘The promptn@s with which the debts of this State will be paid, at maturity, will create ananx iety in the minds of holders to renew the investment if possible. While large amounts of Illinois and Pennsy]- vania State stocks are coming from Europe, to be sold in this market, New York and Ohio State stocks are remit- ted to Europe as investments, and the mere fact that the- European ‘capitalists. are. getting rid of all their delin- quent State stocks—having got tired of waiting for a re" sumption—and investing the proceeds in other State stocks, is sufficient evidence that they will continue todo +o long-as good stocks can be found on this side for in vestment. In connection with this we must take into consideration the value of money abroad and the difficul” ty daily experienced in profitably employing idle capital in Loadon and the other principal markets of Europe.— Not!.ing of any importance has transpired lately in rela- tiow to the debta of the delinquent States. The Legisla- tures having all adjourned, there will be no new move- meat made until another winter, when we may look for ths same waste of time, the same efforts to avoid taxe tion, and the same result of three or six months legisla tion w hich has characterized these sessions for the past few ycars. ‘Tue Legislature of this State adjourned last evening, ha. ving, during the session, passed three hundred and sixty, seven acte,many of which were of a veryimportant nature, affecting the internal prosperity of the State beyond cal- culation. The friends of the Erie Railroad began to de- spnir, having abandoned every hope that the bill would receive attention. It passed by a vote of twenty-three to three. One of the minority opposed the passage of the bill, on the ground that it would defeat tho completion of a great road from Albany to New York. The charter of the Harlem Railroad Company has been so amended as to authorize an extension of the road north, until it con” nects with the western road, or reaches Albany. The bill, authorizing the expenditure of one hundred and ninety-seven thousand dollars for the preservation and improvement of the canals of this State has been re. turned by the Executive to the Assembly, from which body it originated, with his objections for not giving it his approval and signature, His objections do not ex, tend to all the appropriations of the bill; but as the items of expenditure were all included in the seme bill, the executive was compelled to return the whol He 4; proves of the appropriation of $26,000 for the construction of locks on the Crooked Lake Caual, and appropriations for several improvements, &c., on the Erie Canal; but takes strong ground against any deiviation from the policy of ® suspension of the public works, until the debt of the State shall be brought within the safe and certain powor and control of its revenues.— The Governor giv many reasons why the bill should not become a law; but sums up the whole in the objoction he has to the appropriation of a single dollar of the Canal revenues, for any purpose, other than the payment of the interest on the debt, and the liquida. tion of the principal when due.
