The banks have disoppointed the brokers very much since the making up of their quarterly reports. The ii mediate relief expected doos not make its appearanc and the stock market still continues very much depress ed. Stoningten fell off today 4 per cent; Norwich and Worcester, 3; Harlem, 1}; Canton, }; Long Island, 1}; Pennsylvonia 6’s, 3; Vicksburg, Mohawk, Housatonic and Erie Railroad closed firm at yesterday's prices, while East Boston improved 4 per cent; Morris Canal}, and Obio 6's, 3. There wero no Kentucky 6's sold, but the aking price was a half per cent higher to- day than yeaterday. The stock market is in a most extraordi- mary position. Large holders of stocks cannot sell without doing so at a loss, and those not holding are little disposed to purchase. Every one deeply involved in stock operaticns are anxious te get out, and those out appear de- termined to keep out until our political ofirs ere ina more settled state, and the movements of the two governments with which we have some misunderstandicg,are more clearly and satisfactorily defined.We know not what vi day may bring us fcom Mexico. It is not impossible although to many it may scem improbable, that the next accounts from Mexico, may briog the twocountries at onceto hestilities. There ere influences at work, upon the pride and avarice of the temporary functionaries of Mexico, which are all powerful, and which seldom have failed to embroil those upon whom they have been brought to bear, in serious difficulties. The Mexican government is no doubt instigated in any movement it may make to disturb the peaceable relations heretofore existing with the United States by some larger power; and we cannot for a moment doubt but that ¢fferts are being made to drive this country into a war with some petty government, for the purpose of crippling our commercial prosperity and to ar- rest the ropid strides we are moking to greatness. ‘The unsettled state of our foreign relations, the pro- bability of serious difficulties growing out of the Oregon aod Texas affairs, and the destruction that would result to our commercial matters, operates very iojuriously up- onthe money market, and induccs those holding State ‘aad Government stock, to watch closely the course the governments involved in the questions at issue intend pursuing. It is of vital importance to our citizens holding State or Government stock, to understand as early 8s pos” sible the probability of difficulties, that they may govern themselves accordingly, but to foreigners holding State stocks it is doubly impertant, that the questions should be settled amicably. We have no doubt but that the de- bate in Parliament on the Oregon question, determined mapy holders of American State stocks in Europe to forward them to this country for sale, and that the steamer now due wil! bring large amounts to this market. Previous to this question assuming the complexion the remarks of Sir Robert Peel jand Lord Aberdeen produced, stocks of some of the de- linquent States were remitted {rem London, and the hol- ders of Pennsylvannia 5's were patiently waiting the movements of the Legislature of that State regarding the payment of the interest dae in August. When they be- oma satisfied that another suspension cannot be avoided, many will be anxious to reslize, and we have no doubt Jarge amounts will be remitt:d to this country for sale.— S ould these things be realized, and certainly it appears now probable they will, our money market murt be seri- cusly effected by the drain the demand for remittances, in exchange for these stocks must crea‘e. In addition to this, the foreign holders of the s:ock of this State, falling cuain July, will uader the circumstances be afraid to re- invest, and require remittances of the proceeds to Europe, ‘Were it not for thece national difficulties, arrising from long standing unsettled questions, foreign capitalists would be as much disposed as in former years, to invest t\eir money in our good securities ; but, as it is, we mutt sufler the withurawal of large cums, and make up any Joans we may want from our own capitalists. The money market must, from these and other causes, be very strin geat for the next six months. The Brooklyn Fixe Insurance Company has declarcd a semi-annus] dividend of eight per cent on the capitel stock, The Union Brooklyn Ferry Compsny has declared a semi annual dividend of three and a half per cent. The Mercantile Mutual Insurance Co. of this city twen- ty-four per cent on the earned premiums of the year, payable in script on the 12th inst. Counterfeit 6’s on the Livingston County Bank are in circulation. Ina circle between the president and cash, ler ore these words, “real estate pledged and personal property holden.” There is nothing of the kindon the genuine notes. Also, 1’s on the Bank of Oswego. Vignette, a steamer an Indianon the left end, and @ painter with a scroll and brush on the rightend. We have seen them of various dates and numbers. James Wright, cashier, in black ae and J Platt,president, in blue ink, are poor imitations o' the gennine signatures. The bills, however, are well calculated to deceive. This report gave the names of eight free banks, as having uo ac\ual location in the State ; whereas the truth of the matter is, that at lest four are located at the places represented, ia banking-houses cf their own. There banks are the Amenia Bank, the Farmers’ and Mecha- nics’ Bank of Rochester, New York Stock Bank, ond Suffolk County Bank. There are free banks in existence which have mereiy # nominal lccation; but for some reason the chairman of the committee alluded to omit- ted to give them, Why these banks were singled out, and represented to be fictitious banks, is more than we can fathom. The remarks of the committee would have applied to some of the free banks of this State, and the chairman woul! have been dcing the State some ser- vice had henamed them, but it happens—unfortunately for him— that every bank named in this list is conducted upon legitimate principles, and devoted exelusively to the business of the places in which they are located. The remarks made rejating to the illegal issues of someof the free banks, do not apply to the banks nemed in the com- mittee’s table, but were intended for some of the worst species of ‘reo banks, controlled by parties who erjoy a peculiar reputation as flaanciers, hardly equailed by those of any country. ‘We ennex further ro urns from the city banks.
