In enumerating the increase of the manufactur- ing business in the old Bay State, in my last, I for- got to say a word about a new project of consider- able moment, which ig worth chronicling. At the session of our Legislature, Samuel Lawrence a brother of the Hon. Abbot Lawrence, of this city, and some other influential men, gotla charter for a new company, to be called the Essex Company, with a privilege to dam the Merrimac river, and build mills there. The stock of this company is pretty much taken up, and the dam is to be commenced this summer. The dam will be it at Andover, a mile or two out from the cen- of that town, and will create a water power of greater capacity: "than that at Lowell. The conse- quence will be, in the present rage for manufac- turing, that a new Lowell will be built up there, to pS the city of that name now so celebrated througheut America. The people who have got hold of the affair are heavy capitalists, and men of great energy, and it must go ahead. In perusing your Washington correspondence, which by the way, is the best that is offered to the public by any paper, I noticed that a great deal is pow said at the capital about the official organ. The post of government editor seems to have been established as a regular office, as by common con- sent; and if we are to have the game of an official organ of the national government, I don’t see why we should not have the name also, Heretofore, the organ of the government, has been rather a quasi affair, at most only semi, and sometimes only demi-semi-official ; but now it appears that things are to be called by | their right names, and the editor ot the administration paret is to be regularly in- stalled into office, with the customary forms and ceremonies. Congress has never directly tie n’zed such an officer heretofore ; but it is to presumed that under the new arran, ement, there willbe some law or resolution passed at the next session, regularly establishing and recognizing the organ of the government, and its conductor or organist. Perhaps, in lieu ct a stated salary, the public printing may be bestowed as a compensa- tion for the duties of the office. If the proprietors of the organ will do it as cheap and as well as ano- ther, why not? Gov. Morton, the Collector in esse, has not ye: returned from Washin, ton, and great is the anxie- ty in consequence, on the part of incumbents and expectants. There are, I suppose, some five hun- dred and seven trembling expectants, whose patri- ole desire to serve the government almost unmans them, and to say the least, quite incapacitates them for any other business just at present. There are alzo some eeiyar one quivering incumbents who kaow not what they shall be, but who fervently pray thatthey may not share the fate of Elijah, and be translated. This state of mind has a con tary effect upon upon them from what it worse on the expectants, viz: making them remaikabl; duous in the discharge of their duties, and prof hoor ly impressed with the virtues and talents of the .
