er if his serene Highness, the Honorable the Se- postickn ot the Navy was now approachable? The ; good-natured mulaito opened hiseyes in profound amazement. “Sir, can | see-Mr. Baacrowtt “No sir; trom 11 till 1 o’clock he is very busy widgea- tlemen one by ove, or afterdat ull three o’eleck, he ie open to de public in gineral. He is talkiog jin widone gentlemen now, sir; and dare is jes eleven more before you in de hex room—walk in, sir.” We declined, and returning by the White House, asked of the polite Martin Raunahan, if the Presi- dent could be seen.: ‘*You can go up, sir, but as to seeing him, it is another question, for there me a score or two up stairs already.” We modestly de- clined adding 10 the number of the President’s Monday morning visiters, and taking the route of the Treasury Department, which presented an un- usual scene of bustle and nativity among comers aod goers, we came down to Coleman’s in time fer uneh, with a whole regiment of mail contractors and office expectant Mr. Elisworth, said, resigns the Patent Of- fice: if se, you had rely upon it, it is from sheer compulsion: Hon. Thos. L_ Hamer, of Ohio, is the last named successor of this post. ‘There are several other expectants, to-wit: Mr. Bidlack, of Pa; (some say, Mr. J. G. Clinton, of N. Y. 3) one or two ex-members from the Jarsies; Judge Douglass, of Illinois, (who is now in town,) and sundry other members and ex-members of Con- gress. Some persons are foolish enough to ime- gine that Judge Tappan’s punctual visits to the President have something to do with the future Commissioner of the Patent Office. We will bet ahat on the State of [iinois, against any other State, for this appointment. The ‘en hour system, it is reported, is about to be enforced in the various departments here, in- stead of the existing six hourrule. The bare rumor has created quite a stir of displeasure among the office-holders, who protest against the invasion of their rights ; ‘while the office-seekers are of the unanimous opinion that all who would resist the application of the ten hour plan should be expelled instanter. We hear, further, that the President contem- plates, at an early day, making a personal detour of the departments—bureau by bureau, and desi by desk—to ascertain the duties, services and ca- pacities of the incumbents, severally and collective- ly. Now, this is anotherfgood idea. Whether Capt. Polk intends to question his various subordinates politically, your deponent saith net. We think, however, that he will discover, especially in the Land Office, the necessity of retrenchment. On fourth of the clerks ia this bureau could be di pensed with, without detriment to the public in- terest. Still, we protest against any diminution of offices, now that they are in such demand. We shall give you a chapter on fashinable life to-morrow, Horatio. Philadelphia. [Correspondence of the Herald ] Patuapexrata, April 15, 1845. Arich scene was enacted at the meeting last night in relation to the pending bill to re-charter the Girard Bank. The projectors of the meeting, having ascertained that the friends of the bill, backed by their bullies, intended to ereate disturbance, concluded to put off the same—par- ticularly as there was no time for their proceedings to have an effet upon the Legislature, and asit had also become pretty certain that the Governor would interpose his veto. The postponement was accordingly notified by ahandbill, placed upon the building where the meet- ing waa called. At the hour eppointed, however, the people began to arrive in great numbers. With them came alzo those who favored the passage of the bank bill, anda sceneof contention and ribaldry immediately ep. sued. The people were indignant, and were determined not to be cheated out of their meeting. An organization was therefore effected in the street, a chairman was mounted upon a barber’s stand, to indicate that he was prepared to put all shaving operations under foot.— ‘Speeches were made and resolutions passed. Those who had come for the purpose of preventing any action ad- verse to the re-charter, tried to put the resolutions down by clamour, but they were cut-voted, and being well known psraonally by the chaitman, were afraid to proceed to extremities in producing adisturbance. They were a set of well-known black-lega, some of whom hold offices which they received from the Tyler Administra- tion, and they were led on by a late official personage, of whom I informed you some time since, as having pur- chased a thousand shares of Girard alock, when the price was up to $12. He has burned his fingers, and ence the desperate effort to procure a re charter. Others who are in the same category, were also active.— But it won't do ; Gov. Shunk wili veto the bill. tmosphere is filled with smoke trom the fires in by which we urrounded. This smoke extends for hundreds of miles in all directions ; from the Dismal Swamp to the South ; from the Blue. Ridge in Virginia to the South West ; [rom the Pottsville Region ‘he North, and from the pine forests of Jersey to th The earth is dry and parched, and the fires, which the accounts say are extensive, impregnate the air over » vast extent ofcouatry. The sun and moon assumes a deep red color from this cause, and the fact has aten- dency to alarm the timid and muperstitions. P were disappointed last night at the closing of the Walnut stroot theatre. Large numbera wont for the purpose of witnessing the production of Fashion, but on arriving at the theatre, they found ull dark, al bandits posted, informing them that owing to the ind n of two actora the piece was postpaned and tl Rouse closed till Wednesday, Considerable chagrin wi exhibited, and many ill-natured remarks made, attributing the failure to produce the piece te almost every other im- aginable cause but the one indicated by the mannger. In the meantime Wels and Burton profited by the closing of this establishment, for people having made up their mind te go to the theatre, would not be disappointed, and con- sequently the Circus and the Arch street were well filled. Burtor brings out another burlesque tonight, in addition to the one which he has been running for this week; and indeed he seems to have given his energies to this sort of «atirjcal production There is a great deal of genuine wit in tie. and people of taste begin to be reguiar in their attendance io ney the performances.
