It is, however, now pretty well ascertained that he will not come here until after the Virginia election has taken place, two weeks hence,when he will assume the charge of the organ, very probably on the Ist May next. This day has been set apart for ipe taking an inventory of the stock in the Globe office, an the valuation thereot is estimated at trom $30,000 to $40,000." This sum, however, does not include the surplus copies of the Congressional Globe, which | learn will be retained by Mr. Blair to be disposed of as oceasion may rise, to make as large a profit as possible. Mr. Ritchie, I am informed, is now engaged in writing a prespectus for the “new organ,” which will be sent on to Washington for publication by Mr. Heiss, probably in the course of the next week. 1 will probably contain much soft sawder, and talk much of independence of cligues and as- pirancs for the Presidency, &c. &c. This, how- ever, will be all for buncombe. I1tis a moral im- possibili ty for a paper in Washington to have an independent existence. They can’t live without government patronage, and they can’t get that pa- tronage without being in the hands or under the control of a clique. All Congressional and Depart- ment printing, which isthe aliment upon which presses exist in this District, must be obtained by means ot partys and the support of a party must be obtained by the action of a clique. What non- sense, then, to talk about independence in an or- gan at the seat of government. Why, there’s not one ot the presses in this city that hdres to tell what it knows. They put off their readers witha stale re-hash of news from New York, and keep to themselves what they ‘do know, for fear of o!- tending any of the various cliques upon which they depend for their very existence ; for they cannot exist without the actual or prospective possession of government patronage. Take that away from them, and they die at once. The new proprietors of the Madisonian seem not only to have purchased the materials and turniture of that office, but its columns show ample evidence that they have likewise purchased the mind, tact, and talent, with which it has been so long con ducted to the edification, but more especially to the amusement, of the public. It is John Jones redivivus most completely. While we were be- wailing the logs—the irreparable loss, of John Jonesisms which it was supposed we bad suflered an the trausfer of (he Madisonian from John Jones to Mr. Dow and the Rev. Theephilus Fisk, late professor of Magnetism, Tylerism, and Mesmerism, behold we have all the admirable peculiarities c that inimitable exciter of the risible faculties re- vived and presented with additional freshness and raciness. The ‘young democracie” that are so admirably represented by thisimmortai Madisonian, 1 understand is composed of the ancient mbecty bers, some 3,000 in number, to the defunct Ezy tor whilom published by the renowned Amos Ren. dall. Oid Amos struck off his list some 2,000 of these 3,000 because they wouldn’t ‘pay up,” by whieh he showed his good sense, and then he dis- continued the Expositor altogether about six months ago. Professor Fisk, I understand, has un- dertaken the arduous job of awaking these 3,000 subscribers from the mesmeric trance into which they had been thrown by the continued “passes” of the white-headed seer ‘* Amos,” and they have accordingly added them to the non-paying list of the Madisonian. This addition they calculate will give them the circulation which they boast of possessing, i. e. ‘ the largest circula- tion of any paper in the District.” If by this they mean the largest non paying circulation, probably they are right—if otherwise, ‘ the natives” cannot be so easily wooled. General Cass is said to re- ceive a very efficient support trom a large number of individuals, of a similar kind to the support which these non-paying ubscribers give—they get the paper and don’t pay tor it—and these men sup- port the General with their voices, but don’t vote for him, don’tbring any grist to his mill. a#The owners or publishers of the would-be organs, and printers to the Senate and House of Represen- tatives, are already commencing their operations, with a view to secure as large a number of mem- bers on their side as possible, on the opening of Congress. The members elect, if any of them hap- pen to travel this way on any sort of business, are invariably besieged from morning to night by these gentlemen, who try every invention to induce them to pledge themselves to support and vote for their claims when the next Congress meets. Old birds, however, are not to be caught with chaff, and none but the most extremely verdant are taken in this way. The old birds all know that one vote at or near the time of the meeting of Congress will be worth more than a dozen votes just now, and, in- deed, that they may at that particular period com- mand “*their-own price;” therefore, they are very wary and not to be caught. There are a great number of stage proprietors from the Northern and Eastern States now in thie city. TheJeast calculation that can be made is that they number 500, all come to see about the letting of contracts for carrying the mails for the ensuing years. It will be remembered that the advertise- ments for these contracts were issued and publish- ed by Mr. Wickliffe, the ex-Post Master General, under the operation of the old law. {n the mean- time the New Postage Reform Bill was passed, to 80 into operation on the lat July next. Cave Johnson was appointed Postmaster General. He was one of the opponents of the new bill in Con- gress, and yet his first official action on taking pos- session of his office, was to issue a notice that these new contracts which had been advertised would be given out under the operation of the new law. one new law authorizes the Postmaster General oF pa out the contracts to the lowest bidder, who wi contract to carry the mailin the time required withoutfany referenee to the way in which it shall be conveyed; while the old law provides that the mail shail be carried in four horse post coaches, aad auy new contractor who underbids an old one shall take hia coaches and stock of horses, &c., off his hands at a valuation. The stage proprietors now here jee] that thisstrikesa blow at them,as pro- bably other parties, who.under the new law, will not be required to take their coaches, horses and steck off their hands, will underbid them for the con- tracis and obtain them, and leave them with all their coaches and stéck on their hands; while the mail, probably, on many -of the old routes, will be conveyed in a bugey or wagon with a single horse. As this touches the pock- cis of these proprietors of stages, &c., and presents un apparently hard case, they have determined to appoint a Committee {rom their pbumber, who are to wait on the Postmagier General ard represent the state of their affairs, the loss which will be consequent to all, and the ruin which they say will fallupon many of their number if the provisions of the new law be carried into effect at once; and to request him to postpone the cperation of this law unul the meeting of the t Congress, If Cave Jvuhnsou refuse to accede to their requests, then they intead to wait upon the President and makea similar request of him, aad if he refuse, then they will go home full of boiling hot wrath and indigna- tion, and, as they say, they will revolutionize the whole poiitical complexion of the northern and eastern State: I feel very well convinced that all these efforts oi the contractors will be in vain. Cave Johnson, with most of the Southern members of Congress, opposed the bill in the House of Representatives, on the ground of this very provision, which they alleged would break up many of the stage accom- modetious afforded to the South, by the support which the proprietors received trom the Post Office contracts, thus at the time contending for the prin- ciple that the postage of letters ought to pay for the sustaining of stage accommodation for travel- lers. When the friends of the bill postponed the operation of the bil until the Ist of July, Cave Johnson, in company with the Southern meinbers, believed that it was done for the very purpose of hav- ing the contracts, which are about to be given out, entered into under operation ef the old Jaw, which would thus secure the north and east all the bene- fits of the old law. as relates to the support of stage accommodation for the next four years, while ut the same time they enjoyed the reduction of the rates of postage as made in the new bill; and the contracts for tne South whien would be given out later wonld come under the operation o: the new law, and the South would thus suffer all the disad- vantages while the North would obtain all the advantages of both the old and the new law. With these viewsCave Johnson was determined that 80 far as he was concerned there should be ‘equal and exact justice to every man,” and he therefore issued the auaouacement that the new law should perate on all contracts, including those which the North- ern and Eastern supporters thought they had ex- empted from its operation. Under these circum- «ices | think, therefore, I hezard very little, in saying that the Committee of these stage propri tors will find ali their labor to be in vain, and the Provistons of the law will be strictly carried out. The blow will fall heavily upon the merchants of this city, seme of whom have branches in Pittsburg which have been burned out, and by far the greatest num" ber have largely credited those of that city who have been utterly ruined by the recent calamity. New York, too, I presume, must suffer both directly and indirectly. Our citizens have begun to move upon the subject of reliev" ing the sufferers. A messenger is now in Harrisburg, it 3 supposed, to obtain Legislative aid. The insurance offices in this city, it is said, will feel the effects of the cineatee: in (his city to an extent not anticipated by most people. One of the transcribing clerks of the Senate, named George M Lauman, made an assault on Saturday after- noon with a rawhide upon Mr. Martin, the correspond ent of the Pinnsylvanian, from Harrisburg, for his coun in regard to the recent effoits to resuscitate the insolvent Girard Bank, ‘i his creates considerable talk, and some indignation, as Lauman is a regular six-looter, and stout in proportion, while ‘tin is a small man, with rey little pnysical ai nd utterly unable to cope wit so formidable on antagonist. ‘aken altogether, it wasa most cowardly proc: ng: The peopie here are waking up at the cou of our Le- gisiature,in regard to the unwarranteble extension of banking copital which has characterized its present ses- sion.
