BY“THE SOUTHERN MAIL Washington. Correspomdence of tite Hi J ‘ P. i Wacutne ron, Mth April, 135 The Calhoun Men att the Removal of Mr. Baris, of Maine—General Gould, Marshal of Northern New York = The Succcssion—The Richmond En guirer, Nashville Union, and the Correspondent — The Appointments of Old Hunkers taken wm con- nection with the Demolition of the Influence of the Benton-Van Buren-Wright clique in the Globe— What does it portend or foreshadow ?—Will not James K Poik be nominated for a second term ?— The Collector of Alewandria— Governor Tallmadg Removed and Do /ge Appointed — O'Sullivan, Dix and the Clique, and the Collector of New York— Senator Fairfield—Reform in the Departments among the Insapable Clerks. All the fatis inthe fire again. The Calhoun men felt quite pleased with the nominations for Baltimore as agreed upon a few days ago, and thought Mr. Poll was coming round again, and be- ginning to see the evil of his ways in appoiating-so many old hunkere, as to make the so muchdreaded restoration appear inevitable. The nominations for Baltimore ‘hey liked well enough, and drew therefrom very pleasing auguries. But, lo! and be- hold, it was stated last night, that Virgil K. Paris, wh» hdd been nominated by Mr. Tyler and con. firmed by the Senate, asthe Alleghanian Marshal for Maine, had been removed by Mr. Polk to make way for another ‘‘rare old hunker,” named Rutus Melntyre. Mr Paris was formerly a member of Congress, has always been agood sound democrat, and is a triend of Mr. Calhoun, ergo he must be removed to make way for an old hunker. ‘The wrath of the Calhounites, which ws cooling down somewhat, has been raised to a white heat by this actot President Polk’s, and they threaten ali sorts of things and a few more. They ask, very particu- larly, if Mr. Rufus Mclatyre happens to be one of ‘that Anti-Texas-Benton-Van Buren-Wright clique breed, of which General Gould, the recently appointed Marshal for the Northern District of New York, is a conspicuous member? Andif he, like the latter, was also appointed a vice president of an Aati-Texas meeting, as General Gould was at the famous Rochester meeting, consequent upon the celebrated secret Anti-Texas circular, signed by Bryant, Butler & Co.?_ This new assault upona friend of Mr, Calhoun’s, merely because he is such, and to make way foran old hunker, has revived all the bitterness of feeling which had been in some measure lulled, and it will not be at all surprising, if, when this and some other nominations of the President’s come before the Senate, they should be summarily rejected, or it confirmed, contirmed only by the support of the whigs, with the hope of causing and widening an incurable breach in the democratic party, by operating upon the various cligues. . : 4 There ig one light, however, in which, as yet, these old hunkerish and Benton-Van Buren- Wright clique appointments, have not been con- sidered. The Richmond Enquirer and the Nashville Union have thought tit, either directly or indirectly to scoutat, orto deny, the truth or probability of the reasoning of your correspondent as to the possibi- lity or probability of Mr. Polk being a candidate for asecondterm. They declare that it is out of the question altogether—that Mr. Polk dont mean it, and wont have it—and that it is all nonsense to suppose that he does. Well, tobe sure, it may be so. But does it not seem singular that he should make s@ many appointments from this Benton- Van Buren-Wright clique, while at the same time he has utterly demolished the influence wielded by that clique through the Globe, aud transferred 1t to Donelson, Heiss, and Thomas Ritchie? Isit nota fact that these old stagers at the public crib, and these old hunkers whe have been restored, are of that breed who will stick to their officesto the last gasp, and who, sooner than lose them, will turn Yound upon their old clique leaders, kick them in- to the middle of next week, and then turn to and fight through thick and thin for him who hag put them into, and keeps them in their lucrative bert ‘Are not these the men who understand wire pul- ling? and having them in office, will thda not, to keep in office, pull all the wires in favor of James K. Polk?’ Why, too, has the control of the Globe been taken from that clique, who could, by means of Blair, have exercised influence in opposition to Mr. Polk, and in favor of Wright, and the Benton-Van Buren- Wright clique, and been put into the hands of gen- tlemen who may be said to be devoted to Mr. Polk’s interests? Andrew Jackson Donelson, and Mr. Heiss are both from Tennessee—both Mr. Po\k’s intimate and confidential friends—and are both to be inthe new concern No one can doubt where their predelictions will point. Mr. Ritchie, to be sure, disclaims any intention of forwardiog Mr. Polk’s claims tor a second term, or of trying to ad- vance any persons claims for the Presidency. That may be all true enough. But it matters not whether he attempts to forward the claims of Mr. Polk or not, he will not oppose them. And, let him be as ardent as he may be in favor of any other man, (if that should happen to be the case,) when the wires e been judiciously worked, and it has been made to appear that there is a pretty general fvel- ing in favor of Mr. Polk fora second term, then Thomas Ritchie will be found in favor of Mr. Polk also. Who does not remember the ardor of Thos Ritchie in favor of Mr Van Buren, upto the period of April last, one month previous to the meeting of the Baltimore convention? And who does not re- member his dropping Mr. Van Buren like ahot po- tatoe, when he discovered that a large portion of the party were determined not to have him at any price? Is it not then, viewing the state of things 1n this new phase, at least rendered very probable, that affairs are tending in the direction, the best zalculated to bring about and render inevitable, the nomination of James K. Pox, asa candidate for a second term? I think it ie, and, therefore, I think the nomination of these old hunkers shonld not be considered the restoration of the old Benton- Van Buren-Wright clique, so much as the appoint. ment of persons who will, when the occasion ar- Tives, prove themselves the most ardest, devoted, and thine te, supporters of Mr. Polk’s claims to a second term! Nous verrons. The Collector of the port of Alexandria died two or three days ago, and a Mr. Hillary etry has been appointed in his place. Mr. L. was undoubt- edly born in the District of Columbia, but for the last twenty years he has been a citizen of Tennes- see, and carrying on business as a merchant in the town of Columbia, Maury county, Tennessee— the town, county, and State of Mr. Polk. Is not this fs hdaglen for Mr. P.’s friends? Does it not look ike ct a rons bedy of faithful supporters in office? Will Mr. L. advocate a second term (or Mr.{Polk % Nous verrons ! Governor Tallmadge, the renowned leader of the conservatives of the State of New York, who was appointed by John Tyier, Governor of the Terti- tory of Wisconsin, where he owns a large ead valuable property, and which has prebably been improved some by Mr. T:’s appointment as Gov- ernor, has beea removed from his office by Presi- dent Polk, and Mr. Dodge, the late Delegate from the Territory to Congress, has been appointed in his room. Hoora for rotation in office! Mr. O'Sullivan, the editor of the New York Morning News, where. So is Senator Pix. So are a number others of the same clique. The visit ot Mr. Rives, of the Globe, to Albany, and Mr. Dix’s sudden return te Washington, are supposed by some folks to have some mysterious connection with each other, and also with Mr. O’Sullivaa’s appearance here. Probably feeling the side blow (not a fatal one) which has been struck at their influence, by the substitution of Ritchie & Co. 1or Blair & Co,, in the organ, the Benton-Vaa Buren- Wright clique want to compensate themseives therefor by obtaining the New York Collectorsitip for some supple tool of their clique. They are un- doubtedly making a desperate effort to thisend. I think, however, they will hardly succeed. The Collectorship of New York is altogether too im- portant, and too potential an office, to be surren- dered to the control of that unserupulous clique, which it seems to be the intention of the Presid nt to crush, while apparently he is conferring offices upon notable members thereof. Mr. Van Ness is too able and capable a public officer to be removed to make way for one of that clique at the present time, while, too, the President is well awate—tor he is a cautious man—that his removal, and the appointment of any of those “ rare old hunkers’’ of the Albany regency, will be asignal for an outbreak in the party which elected him, which, in its con- sequences, would almost inevitably divide, distract, weaken, and ultimately deleat the democratic party. Those, therefore, who profess to be weil informed on these matters, say that the Benton- Van Buren-Wright clique will have to be content without obtoining what Kye want. Senator Fairfield, from ‘aine, has been here for a day or two past. He too, in addition to the al ready swollen list of Senators, ex-Senators, Con- gressmen and ex-Congressmen, wants an office ! It would seem as if having served a term in the Al- leghanian Legislature gave to the unfortunate irdi- viduals a clatm to be fed thereafter from the public table. Their title is considered to be complete and undeniable to live at the public expense, aud a pension-list of enormous magnitude would seera to be the inevitable result of this principle. It would be perfectly legitimate to propose such a pention list, if having served as a Congressman is to cor sti- tute an overwhelming recommendation to the session of every beritt where there and plenty of pay. { have, heretofore, told you of the intention held by the heads of departments, that they would remove all ‘‘incapables” from clerkships, and »:1)- ply their places with the most efficient ‘men (cy could find in the ranks of their own party. ‘I \: first step in this reform has been taken in the Post p08. is little to do, Office” Auditor’s Office, where theré are upw: of sixty clerks. There are many clerks in the des partments who have been appointed for political services, and who are not competent for the duties of (Heir offices. 1thas been a practice heretofore with each to hire same poor unfortunate to do what hgp-eould not do, for a small portion of the salary which they-were'drawing from the public treasury. Some-of them used to bring these aids into the of- fices, aud others took their work home. In the Pcst Office Auditor's Office orders have been is- sued, that herealter no work must be taken out of the office—that all the work must be done in office hours—and that the clerks will not be allowed to bring assistants into the office to do their work— and of course, if they can’t do their work without an assistant, or can’t doit in office hours, orcan’t do iti the rater they will have to walk Span- ish, and those will be appointed that both can and will do it. Of course you may expect a great cry of proseription to be set up by the whigs, when these incapables ure sent to find some business which they can perform—that is to be expected, of course, 1AMMA. Wasuineron, April 1, 1845. Views in Particular —What is to be done? We must stand by Captain Polk—the people must stand by him, and he must stand by the peo- ple, or we are all undone. There isa coalition in the cabinet which will, we apprehend, before the meeting of Congress, end in a cabinet digsolution, orat least, ina partial reorganization. The old school democracy—the Old Hunkers, as they are called, by the less important and less powerful cliques of the great democratic family, are ont of temper at the dizcarding of the Globe and its faith- fuleditor. They are quite hopeless of harmony in the family now. Calhoun is the ‘* fiseal partner” in the new organ—he furnishes the funds—he will control the paper—which is to control the adminis- tration—the mass of the party from this unholy al- liance of Kitchie and Heiss with Calhoun, will have no faith in the organ, and the result will be that the organ will wind up before a twelvemonih. The Constitution leans also to Mr. Calhoun most decidedly—the Constellation is almost equally in its editorial composition, tinged with South Caro- lina abstractions. Consequence is, they must all go down—together with Mr. Bxchanan—the organ, the Constttution, the Constellation, and Mr. Bu- chanan must all fall with Mr. Cathoun, for they are all directly or incidentally in his interest. so say the ** old democracie.” At all events, Capt. Pold must be sustained. General Jackson did ail he could for the retention ef Blair; but Old Hick- ory could not save the editor of the Globe. The cliques in opposition at Washington were too pow- erful for Old Hickory. Captain Polk was alarmed by them, and dreading the ghost of Mr. Van Bu- ren, if he adopted the Globe as his moderator, he was compelled to disobey the appeal of the Old Lion of the Hermitage. There was no other safe escape from present dangers. He must dismiss Blair, or half his cabiaet—Buchanan the first man. Bat this would never do. Captain Polk proposes to regulate his administration by the democretic standard of Pennsylvania. He must have some landmark, or heis gone; some pilot, or he runs aground. He relies upon old Buchanan as the pi- lot, but the Captain has ne.ther the man of nerve, nor foresight, nor ability, nor courage, that he es- timates Buchanan to be. He isan overrated mun. We now venture you a prediction, that before the expiration of the next session of Congrees, Benton ANTS at the head of the State Department. ‘e hear of a number of removals, in and out of Washington. Cave Johnson is commencing the work among his 15,000 deputies. We hear of:ua- dry appointments to take eliect from the first. of June, in Missouri, 1llin indiana, Kentucky, Ohio, New York, Pennsylvania, and other State the new officers for such appointments being i ready chosen.
