Daw- son. The sport grows better and better. We shall have fua in earnest at this progress, by and by. From early breakfast time (which is eight o’clock in Washington) till midnight, the incessant, unva- ried, and unfailing salutation is, “‘whav’s the news T” and the answer not unfrequently is, “have you seen the Herald.” **The Herald has it all,” or some equivalent reply. Your correspon- dents here appear to have a knowledge of the ropes, and as an occasional interloper,we cheerfully come up to their assistance, Called at the White House this morning. Cabi- net Council. Buchanan grave as a funeral sermon —Save Johnson really melancholy—Walker mys- terious, very mysterious—Marcy with a hole in his trowsers. You would have thought the council wasicalled upon a dead man; every thing and every maa, even Martin Rannahan, the door-keeper, ap- peared so ominous, so gloomy and gad. But the convocation was upon the choice of the ‘ Organ,” and we suall know, this evening, what has been done. Dr. Escellman, of Nashville, having return- ed, something may have been concluded upon to- day. At the laie executive session of the Senate, in order to test whether the Globe as the “ Organ” would command the suffrage of the party in the two Houses, a vote was had in eancus, and the re- sult was 13 to 11 againsi the Globe by the demo- crats of the Senate. Here was the firet decisive movement againat the Globe men. La briet, the Globe under its old Board of Control will neither answer the aspirants of the party, nor the agpira- tions of the administration. And why? Because the Globe rules every thing except Benton, who rules Ure Globe, and has ruled it, and is now to be overruled, Mr. Buchanan leaves town fora day or two to huat up the materials of a family at Lancaster, Pa. He returns to occupy a large house lately occupied by General Jessup, from which it would appear that he stands tast till the next Congress if possible, which in the present conflicting state of affairs, is absolutely impossible. But we shallsee. We hope he may prove superior to the crisis, and prove him- selt of the true Jacksonian steel. Some of the Cabinet are displeased with the ejection of Matthew St. Clair Clarke from the Ge- neral Post Office. Colonel Benton, too, we are apprised thinks the removal unadvisedly made.— We coacur with Cave Johnson that it was a judi- cious removal, for if Mr. Clarke has not had time to get rich in office, it has not been the fault of the government. He has had a long drattat the Fe- deral punch-bowl, and ought to be satisfied. Ellsworth, it appears, is among the hold overs, We expect a blow up every day now, for how can Col. Benton and ex-Governor Thomas, of Md. be inthe same city without coming into colli- sion. The Governor is at Rrown’s—the Colonel resides only two squares off, and if these worthy functionaries chance to meet on the Avenue, there will most likely be a dust raised, the like of which has not been seen in this insufferable street during the windiest daysof March. We caution the Auxil- iary Guard to be on the qui vive. saGen. J. B. Dawson, ot La., who has had a long seige of sickness, appears abroad to-day, rejuvina- ted and disenthrailed, as tastefully attired and as polite as a Parisian. in regard to the distribution pro rata of the Fed- eral offices among the States, a triend has prepared the following table, which we submit without ex amination, trom our faith in the public officer by whom it is prepared. Of these the State or Kingdom from whence many of the office holders came is not designated. Sup- posing each of the 225 Congressional Districts to obtain four office-holders, in an equal division of the “ spoils,” each District would get $6,200 a year, or $1,300 to each office holder. ~The District of Columbia is considered as a Congressienal District. Wasuinaron, Friday Evening, March 28, 1845. } The Trouble About the ‘* Organ” —Mr. Ritchie De- clines—Anzxiety to Dispense with Blair—Uncer- tainty as to the Result—A New and Excellent Stroke of Policy Regarding Territorial Appoint ments — Postmasters at Richmond, at Providence, §e.,§ ¢. ‘There is really an increase of the excitement— the presentiment seems to be growing stronger of great developments soon. Mr. Ritchie, as we ex- pected, declines the editor’s chair of the organ. He prefers old Virginia to the dubious chances of be- ing elected printer to the House of Representatives Tne desire to put down Blair seems to be gather- ing strength. The council of the Cabinet yester- day had this matter again under consideration, but came to no conclusion. We are informed that the subject was up again to-day, but of the progress to a decision we know nothing. Mr. Rives ef the “* Globe,” having gone to New York, it is supposed that J L. O'Sullivan is to be looked up, or the stock of that bank to be sold It is the dread of the pow- er and wealth of the ‘ Globe” men which makes their supercedeas a matter of exeme delicacy. But we think Blair & Rives bettét democrats than to turn tail to the administration in any emer- gency. Blair is vindictive, malignant, and unrelenting as a political enemy ; but he is safe as a taithfal advocate. We think he may be super- ceded, if expedient, without fear of the bitterness and venom of retaliation Certainly, there is a great desire to have an organ which shall be under the control, and not the controlling power of the administration, as it is feared the Globe under Mr. Blair would be. It ie the desire of the administration thet the throne shall be great- er than this power behind the throne. Mr. Slamm, who has returned to town, thinks that the ralety ot the administration, and the union of the party demand a_new organ here, and new hands at the bellows. But the word ot Old Hickory 1s poten- tial, and if Blair desires to remain as the head of the organ, cabinets may be dissolved, and there may be the deuce to pay, but Biair will stand fast aid laugh all opposition at defiance. The chances are, noiwithstanding that he will be conciliated or negotiated out, for that he is to be ruled out with temerity is out of the question. Two or three plaas are under consideration. A decision was to have been had to-day. Mr. Buchanan is dead set against the Globe. A new and excellent policy has been laid down respecting territorial appointments. There are to be no importations, as heretofore, from the States to fill executive offices in the territories. The ter- ritories are to be honored with their own officers fa this view, Gov. Talimadge of Wisconsin, will have to give way to the old General Dodge, and Gov Chambers of Jowa, will have to yield the wall to Augustus Dodge of that territory. All the other important territorial appointments to be made trom the territories over Which such appointments aré to operate I: is sard that Mr. Ritchie was desirous of having Peyton, (4 relative, we understand,) retained i the Post Office at Kichmond, as were also Mr Roaae and yn, aod that they privately intertered for his p atioa Bat when Peyton was thrown overvoard, and Bigger, an excellent naa, and a democrat, put in his piace, Mr. Ritchie publicly acknowledged it as a most excellent change, A knowing old chap, is Father Ritchie, ra? v. Mark it. eagle dcidemoee We see that Mr. Bagby continues in the city, but whether he is prosecutin, claims againet the govern- faent, or applications of effice-eeekers, or revising 1s ‘Texas speech, cannot say. Mr. Bagby has thrown down the gauntlet, in a most uncharitable attack on the letter-writers, and Texas is not a cit- cumsiance to the trouble that is in store for him, unless he shows some disposition to a compromise. Bia Foor. Wasuinoton, March 29, 1845. Removals—Madisonian—- Cabinet—-Globe— Organ eee and Constitution and New Postage 10 Amongst the number of reported removals which I previously noticed, was that of Peter Hagner, third auditor in the Treasury Department. I learn that this gentleman has not yet been diswissed, but most certainly will be. The cry of proscrip- tion will doubtless be raised in reference to this and other removals, with how much justice may be conceived when I inform you that of all the clerks which this individual has under him, (and they are numerous) he had but two who were not whigs, and that a short time since he contrived to have one of those removed, and supplied his place with awhig. Io fact he has proved himself most extremely intolerant, and yet his removal will be exclaimed against as for opinion’s sake, proscrip- tion and so torth. William Davidge, a clerk in the Pension Office, at $1400 per annum, has also been removed. This is one ot the Websterian appointments. He was formerly editor, or ageistant editor of the Madiso- nian during Webster’s reign, and every now and thea would write and publish an article in favor of protection, American labor, &e. {This did not suit at all, and Mr. Tyler was given to understand that such vagaries as that could not be put up wih in the Madisonian, for it was aitogether ton much ot John Jonesism and would not do Orders were accordingly given that Mr Davidge should not write anyj more for the Madisonian, and then Mr. Webster provided him with the $1400 situa- tion above mentioned, from which he has been just ousted. The Madisonian, of yesterday, appears to be rather dolorously savage. It sees one Tyler office- holder falling after another, and not knowing where the axe will fall next, it-cries out that it was not so nominated in the bond, that it was not onsuch terms at all that John Jones consented to support Mr, Polk, and of couree he considers it very un- grateful; and himself, Mr. Tyler and the Tylerites in general, very ill-used individuals. I expect that this evening John will come out with an article which will, perhaps, frighten the administration into conniption fits. John fiads the times different now to what they used to was. He don’t consti- tute the Kitchen Cabinet now, and, consequently, ice seekers don’t require his aid and influence to obtain their wishes. Shocking, very ! this state of things to John! The Cabinet has to-day had a meeting, and were a very long time in session. Their doings have not yet transpired, but it is supposed that they have been busily engaged constructing, or attempting to construct, an organ. All sorts of rumors are in circulation, so that it is very difficult to decide what to believe. Some say that Mr. Blair has proved intractible—that he says he don’t intend to and wont sell out—and that if he would, there aint any one iu Washington rich enough to buy him out. Others say that Mr Ritchie 1s coming here to take charge of the Globe, and that Blair must and will sell out to him, and that then Ritchie will get the printing from both the Senate and the House, and make his fortune before the end Mr Polk’s term. Others again say that Harris & of the Nashville Union, will next week, or the one after, establish a new paper, which will forthwith be constituted the organ. Others say, the Constitution and the Madisonian will be amal- gamated, and then be put under the charge of Mr Ritchie, and that be the organ. All that I learn trom all these reports is, that very few of them, if any, know anything about the facts of the case. | have, however, learned that Mr. Ritchie, who left the city ostensibly yesterday morning, was nevertheless in town all day, having merely gone to Alexandria to throw folks off the scent. And from some information I received this morning, { am inclined to believe that an arrangement has been entered into, by which Blair is to retire from the Globe, and that paper be mage the organ, with Mr. Ritchie as its editor, It is, however, well known that Colonel Benton is exceedingly dissat- isfied, not having been con‘identially, or, indeed, unconfidentially consulted by Mr. Polk; and it is uo longer doubtful that be will use all his power to wrevent Blair from acceding to any euch arrange- ment, whether he will be successful or not. In fact, the administration is in a peck or trouble about their “organ,” and it will not be surprising if there should be an explosion very shortly. A re- port hag been in circulation to-day, before the Ca- binet adjourned, that Mr. Harris had been appoint- Charge to Austria, and that this was the Mr Har- ris of the Constitution, and not the Mr. Harris of the Nashville Union If it should be the latter, it is very certalp he can’t be Charge to Austria and editor of the “organ” at Washington ; and if the former, it would look as if the Globe had been pur- chased, and Mr. Polk and the Cabinet were de- sirous of providing for Mr. Harris of the Constitu- tion. Harris himself, however, who is not only a scholar, but also a gentlemen, and withal a clever fellow, and who would make, I doubt not, a good Charge, has not heard of this prometion, which he ‘8 said to have received. and says he does not be- lieve the rumor to be true. _ i Among the offices to be disposed of in this dis- trict, is the Wardenship of the Penitentiary, quite asauglittle affair. It isthe subject of a spirited contest for the appointment. For it there are three applicants more prominent than th: balance,—Mr. Towles, Mr. Clark, and Mr. E. W. Smailwood — The first isthe nominee of some club in this dis- trict, which considers itself entitled to the right of dividing out the offices in the district, and that Captain Polk has only to appoint their nominees. The second is the nominnee of the Restorativn- ists, who think every one who was turned out to make way tor a whig ought to be reinatated with- out any regard to the number of years they have fed on the public purse. The third is the present efficient assistant postmaster, of the House of Re- oresentatives, and bidsfair to carry off the prize.— He was vormerly a resident of Mississippi, is of the ‘young democracy,” and recommended by the delegatious from Mississippi, Lousiana, Lilinois, Tennessee, Kentucky, Arkansas, and Miesouri,and has besides Mr. Walker, the Secretary of the Trea- sury, and Mr Cave Johnson, postmaster general, to push him with all the influence Mr. J. F. H. Clai- borne, the New Orleans editor, can command.— This is a pretty strong array of friends and recom- mendations, and the young democracy say they want to see whether the citizens of the district, who already, according to a statement published in the Globe, have 99 olhce-holders in the district, drawing $77,455 per annum, are to have all the of- fices, when Mississippi has only one office-holder in the district. I perceive the Intelligencer and the Constitution have published and eudorsed a statement, which says to the effect that if, under the new rates of ostage, any portion of the expense of the P.O. epartment should come upon the treasury, it would be equivalent to laying a heavier tax upon sugar, manutactures, &c. to pay the postage of the letter writers. This is an unqualified misstatement, though neither of the pepers mentioned may have intended to mislead the people. The iact is, that nine-tenths of the matter which at present passes through the mails, does not pay one cent toward: the expense of carrying the mails; and the remain- ing one-tenth, consisting of the correspondence of merchanis, families and friends, is taxed to pay the carriage of that which goes free. If the Depart ment, therefore, should come upon the treasury to the extent of $4,000,000, it would only be i 'y- ment of the expenses of carrying matter which goes free, ostensibly for the public good, which public should certainly pay for the whole of it, by the rules of right and justice, No one expects, even if the revenue should fall short tor the first jour that it will be more than perhaps halt a mu- ton, ora little more.
