It is probable that Mexico will refuse to pay the balance of our claims, and our government as aset off, will assume the indebtedness itself, and reserve its former amicable standing with that go- vernment. ‘There are movements going on, and as they are made by the leading friends of Van Buren and Wright, itis evident that hostility is about to be made to Polk’s administration with a view to Wright’s succession. Mr. Polk acts with great firmness and despatch, and thus far appears to jus- tify what has been said of him by his friends and admirers. Washington. [Correspondence of the Herald.] ‘Wasunineton,; Wednesday, 12th March, 1845. Cabinet Cowncils—Confirmations—Nominations-= B. F. Butler for District Attorney—W. H. Polk to Naples—Trouble among the Democrats in the Senate—Caucus and Committces— Dissatisfaction —Mr. Calhown—South Carolina—Restoration. Cabinet Councils are the order of the day, de- cidedly. There has been one every day since Thursday of last week, except on Sunday last, and there is to be one every day until further orders. The principal reason for holding these frequent meetings is most undoubtedly to fill the vacant offices. The Senate was in secret session to-day, for three hours. They confirmed the nomination of Gen. Armstrong for Consul to Liverpool, unani- mously. They also confirmed the nomination of John Davis, as surveyor of the port of Philadelphia, and that of Mr. Wilcox for collector at New Haven, with one or two others of minor importance. The President sent in a number of nominations to-day for various offices. They were agreeably to rule referred to the various committeés. Among them are penieeiet) F. Butler, for District Attorney, in place of Ogden Hoffman ; of William H. Polk, for Chargé to Naples, and ‘of William Shaler, as commissioner to the Sandwich slands, the two later being re-nominations of those formerly sent in by President Tyler. There is great trouble hatching in the Senate amongst the democratic party. The distribution of the committees caused very great offence and dissatisfaction. A caucus of the democratic Senators, at which only ten Senators attended, de- cided upon the chairmen of the principal commit- tees, and then appointed a committee of three to fill them up, and present them to the Vice-Presi- dent for announcement by him. On his looking over the committees, as thus drafted, he found the “* Finance Committee” the next in importance to the Foreign affairs, decidedly thorough free trade in its complexion. What does the Vice-President do, but strike out two of the names presented to him, and insert two others. Then the fillin, ao of the committees is most extravagant. Mr. of Illinois, a democrat, hardly ever heard of ont les the Senate, is on no less than eight committees.
