This shows a gradual decrease in the average rate of duty irom the first enforcement of the act, and it is possible this reduction may continue. The various rates of duty under the present tariff act, range from twenty to one and two hundred per cent, and those py tiara pe ben the higlest rate of duty, are, no. doubt, falling off every Pawar. jas highly satisfactory to see the importations into this | port noe off. The importa for Junusry being larger this, than for the cor nding month last year, we must confess excited fears as to the result of another year’s heavy importation; and we were glad to see a very great und rapid decline in February. ‘The value of the impor- tations tor Fébruary, 1840, was more than two millions Jess than for the same month in 1844, and we have no doubt, judging from present indications, but that the value of the importa for this month—-March—will be much legs than in March 1844, when they were valued at $5,809,710, We' annex a comparative statement, showing the amount paid into the State Treasury by the auction houses of this city or the year ending September 30. It will be observed that the amount. paid in im 1943 and 1914 only varies about five dollars. ‘The duties have fallen oft very much since 1899, and even. since 1842, Duties Par py Leaping New York Auction Houses. 1839. 1842, 1843. 172,013 Th © unnexed table shows the amount of duties paid cach year from 1832 to 1840, and the amount for 1842, 1843 and i844, with the amount of dutiable und ‘undutiable $0¢ .ds sold each year, trom 1630 to 1839 and 1842. The Legislature gave them a charter for an institution to be called the Lel ‘igh County Bank of Allentown, with a capital of $100,000 and com- sussioners were appointed to dispose of the stock. The veople of that section did not come forward and take the stock 80 rapid) y 8 janticipated, and up to the Ist of June only $18,000 of the $100,000 had been subscribed, Seve- ral financiers of this city being informed of this state of thiy.gs, an arrangement was made at once, te take the re vraining $85,000 of the capital stock. When the parties suhscribing to the first $15,000 were informed who the subscribers to the remaining $85 000 were, they backed ‘out of their subscriptions and stated they would have nothing te do with the other parties or with the ir- stitution in any shepe or manner. The $15,000 aban- doned were immediately made up by the parties sub- ecribing the $85,000, and in so doing they obteined the whole capital of the Bank. The capital stock of the Lehigh County Bank thus fell into the hands of the agent and principal manager of the Plainfield Bank, of New Jersey, aud five or six others, who were stockhold- ors to the extent of one share each to make them eligible ve directors. ‘Che subscriptions to the capital stock be- ong here filled up, the next move necessary was the pay- ment ef the capital according to law in specie funder. his was found to be the most difficult movement of al’. It wes necessary that all the directors should pronounce the funds received, specie funds, and alter all the ar- rangements made to obtain an unanimous vote on the sub- ject; after purchasing stock for individuals to make them directors; after ail the financial mainagement—the parties interested are celebrated for—had been used, the directors refused to consider Plainfield Bauk notes, checks upon the Plainfield and other banks, State atock, &c., specie funds, and voted not to receive them as such.’ The reault ‘was @ Complete explosion of the direction an exposé of the whole affuir; and the appointment of a committee by the Legislature to investigate the concern and report a¢- cordingly. All these things have opened the eyes of the people of Allentown and of the county generally, and ‘fforts are being made to have the charter repealed The inhabitants of that county are satisfied they would be materially injured by the location of any bank among them, under the management of such finaeciers as those connected with this institution. If the people county, or the citizens of Mauch Chunk want thi Jocate:| there, the people of Allentown will be the objectto the removal. If they cannot have an institution tioued the properly conducted, they are betier off with none, and 5 ing ta: e of this, they are anxious to get rid of the ehigh ounty Bank. As Pennsylvania wasin Mr. Van Buren’s time, New York now would require “twins” in the cabinet to satiefy all lier factions—but as cabinet places are too searce \o supply twins, she is passed over altogether. Af- ter a great deal of refleetion, Mr. Polk has given up the idea of satisfying or representing the cliques. He will create a new influence in the democracy— a Polk administration generated by the great Tex- as movement. Mr. Walker first introduced the Texas question to the American people—he has been its master spirit—it has demolished both Clay and Van Buren—and after the democracy were near being split on that point, he came forward with a compromise and carried every thing hefore him. He will be the master-spirit of the cabiaet. Mr. Suchanan is a safe man—but wants soul and aerve inthe great crisis with England that is ap- proaching, unless he be well backed up and fired up. This arises from the misfortune of his being a bachelor.
