the same amount of trade would be acquired and maintained, whether Texas were annexed or con- tinued independent. He could not conceive how any thing could possibly be gained in this respect bv the results of annexation. Nor did Mr. H. be- lieve that the annexation would strengthen the | Vaio ut tothe contrary. Nordid he apprehend the evils depicted by Mr. Buchanan from the con- tingency of Texas becoming a rival independent mation. Mr. H., according to precedent, aad the established usage in this discussion, concluded by astirceag exhortation in behalf of an inviolate ad- herence and fidelity to our sublime and glorious, and sacred and immaculate Constitution, and said that bis prayer was, that He who holds the des- tnies of all nations in his hands, may save us in this emergency. Mr. ASHLRY next succeeded to the floor, and as a counsellor for the proposed annexation. He con- fessed his embarrageinent in attempting to addrees the Senate, when he considered the superior ability of other and more experienced Senators who had spoken upon the subject. Yet he would prove recre- ant to his duty to his noble State, did he not do something more in behalf of this great national measure than the casting his vote in its favor when the time to do should come. Mr. A.said he should take a different course from that pursued mainly in this discussion—a course of argument which he considered as basea upon a mere subordinate ques- tion, to wit—the opinions of a few of the contem- poraneous authorities with the Constitution, as to the power of Congress to admit new States. tHe should pursue no such course of argn- ment. The power was expressly granted in the Constitution, and no heir-eplitting argu- ments upon a forced construction could extin- guish the grant, But Mr. A. assumed a new ground. He claimed that the country belonged to us—it was ours now—he claimed that we had never parted with it--that we could not part it, even it we so desired. We had acquired Texas by the treaty of 1808, as all ties will admit—as all parties had assented at the time. And Mr. A. contended that it was ours still. The patriotic Senator returned to the Constitutional question, throwing out of the way, right and leit, the ore bling blocks placed around the Con tion by Mi Choate, Mr. Huntington and Mr. Rives Mr. Ashley then considered the expediency embraced in the measure of annexation: and contended, in ‘answer to the objection of the Senator from _Vir- ginta, (Mr. Rives) that the annexation of Texas would depopulate Virginia and the Southern States, that, on the contrary, the non-annexation would effect this dreaded result. Let Texas con- tinue free and independent—let her contract a , treaty of mutual benefit and alliance with Great Britain, by which the 13 per cent upon American cottons imported into England shall be removed rom the cottons of Texas, and a prohibitory duted fixed upon cottons from the United States—and the average of 40 percent upon the goods ot England imported into the United States, shall beremoved trom such goods imported into Texas, and our cot- ton trade with England would be at once destroy- ed, aud our domestic manufactures materially im- patred. In five years this result could be produced, Judging from the tide @f emigration now setting in- to Texas from Arkansas. In five years, Texas at the ratio of her present increase, could supply cot- ton forthe world. Suchwas the stream of emigration to Texas, that on the whole line of the route lead ing through Little Rock, corn had increased in price from three bits & bushel, to two dollars Here was another line of communication on the western frontier of Arkansas, as densely lined with mov- ing families; and another route leading from Natchez, through Arkansas, on the8south. With these lines of emigration 80 thickly peopled, and with accessions by sea, Texas in five years | could produce cotton sufficient tor the consumption ot the world; and in the danger, if she continued in- dependent, of becoming a party with England in the monopoly of this trade, our selt-preservation should teach us the duty of evading this conse- quence by the proposed act of incorporation The state of Arkansas had cotton lands to supply ae wants of two such worlds as this. It would only require some four or five millions of acres to sup- ply the world with cotton, and Arkansas had ten or fifteen millions of acres of the finest cotton lands in the south. Mr. Ashley next looked upon the annexation of Texas as imperatively called tor, trom the great increase of the slave population, ant the necessity of providing an outlet for accumu. lating surplus. Witheut some such outlet forthe redundant stave population of the south, the time must come, from the rapidity of their increase, tor the extermination of either the Africans or the Anglo-S axons The speech of Mr. Ashley was characterized by strong common sense, and practi- cal views of the question. Mr Dickinson was next announced by the Chair as the Senator from New York. We shall have to make snort work of the beautiful sermon of Mr. Tt was a perfect mine of poetry, and rhetorical figures of all colors and fanciful forms. eae thread of the honorable Senator’s argument out to the ae of an hour anda half, may tl rs be compressed into a paragraph. He was em! raaged in rising before the Senate to repeat a thrice told tale, and yet he should as briefly as possible submit his ideas. Diplomacy, international law, peony the fine arts, and even the Pantheon of eathen mythology had been exhansted in this discussion, and but few heads of grain might be gleaned where such reapers as had walked into this question were the harvesters of the argument. in auswer to the question whether the Texas an- nexation had been made a substantive question in the late campaign in York State, Mr. D said that 80 far as he was concerned, he could answer in the affirmative. The details of no particular plan had been adopied, but on the general question of annexa- tion, it had been made one of the issues. In re gard to the opinions of Mr. Wright, Mr. D. was rather inclined to think it probable that Mr. Wright might possibly be favorable to the abstract proposition of annexation. Respecting Mr. Wright’s opinions as to the particular details of annexation, the circumstauces of his positien had not ren. dered it necessary that he should disclose his opimions. But there had not been a single democratic gathering, last summer in the State of New York, in which the ban- ner of the Lone Star was not pre-eminently auspicious—the fairest village maidens at the as- semblages cf the people, with chaplets of roses upon their brows, represented the sister republic of ‘Texas. It was made one of the chiefest issues of the campaign in New York bythe democracy, and by the opposition, who presented it e all the hide- ous shapes which imagination could devise. The annexation of Texas had been celebrated in elo- quence and in song by the victorious party, and de- nounced by the orators of the other in Jugubrious tones, in view of the noxious influences of that balefal star’ Mr. D passed to the examination of the advantages of annexation, its constitutionality, und its present lonely condition, in which he com- pared Texas to a poor, desolate, inuocent, beauti- ful, fair, and dark-haired maiden, with her barque upon the wide waters, tempted by the wily sedu- cer, and noe to defend her honor, or to protect her from shame, poor, dear little thing. The re- Pads of Mr. Archer, and the argument of Mr. hoate, were deliberately uttacked and bravely disputed. Mr. Dickinson being more felicitous in poetical figures, quotatious, &c., than both his op- ponents together. Indeed, mir D. is a mine of po- etry, rich and inexhaustible. After clearing up the countenance of the constitution, Mr. D. feelingly and pathetically defended Old Hickory (God bless him) from the ruthless assault of the Senator from Louisiana, and having accomplised this uty he took his seat, thanking the Senate for their in- dulgence, whea’ two-thirds of them had been off in the indulgence of their dinners. On the whole, the speech of Mr. D was a good, clever effort, and will read well, if reduced to print, full of poetry as at was. Mr. Dayton secured the floor—opposed to an- nexatien—and suggested an adjournment. Mr. Wavxer attempted a motion to elose the de- bate on Wednesday next, but failed. Mr. Critrenpen suggested an Executive geasion. Mr. Aven moved a recesstill five o’clock, (be- now ten minutes past four.) '. McDorrig thought that this would be the proper way to finish the debate. Mr. Dayton moved to adjourn, Carried—24 to 21. Aad the Senate adjourned an PATENT AGAT UTTONS.
