M, Texas Joint Resolutions—Postage Reduction—Re- jection of Admission of Florida—Oregon—Cali- fornia—More Robbery of the Public Treasury— Smithsonian Institute-- Minister to China. The able annexation speech of Senator Merrick, a whig member from Maryland, in the Senate to- day, and the force of public opinion, with its irri- sistible power, appears to have induced a decision on the part of Senators Benton, Niles, Dix, and Fairfield, of the democratic party, and others of the whig side of the house, that willsecure the passage of the joint resolution annexing Texas.— The aebate will probably close on paper of next week, when a vote will be taken, and I have no doubt of an affirmative result. The prospect of postage reform at the present session is very doubtful, as the bill from the Senate will not pass the blouge in its present shape, objections being made by nearly all the southern and western members to the abolishment of the franking privilege to postmasters. They contend that many post offices would be entirely abandon- ed by competent postmasters, as the receipts of thousands are not more than $30 a year. This ar- gument is worthless, as not an office in the coun- try can be found where there would not be twenty applicants, if a vacancy occurred to-morrow. The next, and with many I might say, the first argu- ment, is an objection to the reduction of the rates of postage, as it will add « burthen upon the pub- lie Treasury, to be raised by taxation on imports trom other nations, end thus give an argument to ultra protectionists to sustuin aa excessive tant — This is the most plausible obj-ctiop to postage re- duction, and will have ite weghton the floor of Congress among southern and western members — But one week for legislation is left, and this differ- ence of opinion between a majori'y of the two branches, will most probably defeat any definite action. ONestine should be held throughout the country forthwith, and delegates. sent to urge the bill through the House. ‘This course alone will se- eure any change in the present rates of postage at this session. The Judiciary Committee of the Senate have or will report against the admission of Florida as a State, which report will probably be sustained by that body. Iowa will be admitted, and thus a de- mocratic majority secured in the next Senate. The President will, next week, as previously stated, submit the correspondence between this country and Great Britain, relative to Oregon, when definite action will follow in the Senate. That body will certainly paesa resolution instruct- ing the President to notify the British Government of our desire to suspend joint occupation of that territory, in accordance with the convention be- tween the two countries. This notice requires to be given one year before definite action can be taken by either power, and unless the Senate con- cur with the House, the consequence willbe a de- jay of two years before we can take possession of the country, unless by force of arms and emigra- tion. Che recent developments of the desire of Great Britain to obtain the California country from Mexico, is 1n accordance with information com- municated by me al the early part of the Ses- sion. That they willsucceed in this negociation, there is no doubt; and their position in the far southwest, and approximation to China will soon induce them to secure the Sandwich Islands by force or money. The California country will supply them wiih those tropical productions that they so much desire, and a few years will see ex- tensive manufactories rising like magic on the shores of the Pacific, to supply the Chinese trade with the productions of a country equal to Texas, ard far superior to Oregon. While we have been talking about annexing a State populuted by our own people, in order to protect our coast and fron- tier, and secure the cotton market for the world, Great Britain has been secretly engaged in pur- chasing a county which in climate, soil and pro- duction, is equal to any in the world. This fact will be soon established, notwithstanding that near- ly every English traveller through that region of country has reported the sterility of its soil, and the intense heat of its climate. There is little doubt that many of these published travels have been pre- pared expressly to idechives the people of this coun- try, and thus give Great Britain an opportunity to conclude her plan of establishing a South-western colony on this continent, to supply the East, and her market with tropical products. One thousandth part of the money she has expended to produce cotton in India, will render California a garden for the growth of all that is produced in the West Indies, or our Southern States, including Texus. _ Mr. McKay, the chairman of the Committee of Ways and Means, appears fully determined to de- teat the infamous system of public plunder that has been pursued for years in Congress, by appropria- tions of public money for the supply of books for the private libraries ot members of Congress. He will probably introduce the question in a separate bill, in order to prevent it from forming a rider to any other appropriation. This bill defeats their system of pablic robbery, and the attempts to force the books upon members, without the sanction of the House, in order to obtain their votes, will thus be frustrated, and the book mongers of ‘Washing- ton receive back their proffered bribes. The idea of ‘ repudiation” in refusing to pay for these books is ridiculous, as the Clerk of the House has no right or power to order their delivery until after the appropriation of money for their payment had passed both branches of the Legislature. Not- withstanding that the bill presented by the Com- mittee of Ways and Means for civil and diploma- tie expenses, contained no are eeuce to_pur- chase these books, yet Mr. inthrop, a Whij member from Massachusetts, offered an amend- ment appropriating $87,000 forthis purpose, which was adopted in Committee of the Whole, but may be stricken out to-morrow, when the vote is taken in the House. 2 It is probable that a_ bill for the management of the Smithsonian Fund and the organization of the “Institute,” will be agreed upon between a mem- ber of the Senate and Robert Dale Owen of the House, that will meet the approbation ot Congress. {tis to be hoped that some action will take place asthe money, although drawing interest, shoul be expended for the public good, and a foundation laid for the erectica of an edifice to carry out the designs of the liberal denor. The Mouse was occupied to-day in the passage ef the Civil and Diplomatic Bill through the Com- mittee of the Whole. An appropriation was made for salary and outfit for a minister to China, equal to that given to those sent to European powers, which indicates the intention of the government to appoint a minister forthwith on the entrance of the new administration. THE SPECIAL ORDER. The resolution of Mr. Aten for taking up the Texas question at 12 o’clock, coming up, Mr. Minter hoped the resolution would not be adopted. There were ninety bills on the calendar yetto be considered; and he thought that they would require two hours of the morning. If we gave to Texas four hoursin the day, itwould be a fair proportion of the daily sittings of the Senate. iy Mr. Watxer appealed for the adoption of the resolution. There were some eighteen Senators yet to speak on the Texas question, or who were desirous to speak ; and as far as was concern- ed, he wae determined that the bill should not be stopped by delay. We had but ten days of the session remaining, and if we made two speeches every day on the Texas question, its discussion would yet occupy nine days. He hoped that the bill would not be defeated by delay. The resolution was adopted—to resume the Texas discussion at twelve o’ciock daily, tll die posed of. The Committee on the Judiciary were autho- tized to employ a clerk for the balance of the Session. The House bill, for the payment of Navy pen+ sions, Wes passed. Also, the bill extending the jurisdiction of the Distriet Courts to certain cases apon the Lakes and navigable rivers leading ito, and connecting the same.
