M. The Stock Market was very flat today, caused princi- pally by the unplea:ant weather, which must have sus- pended a large portion of the out door business of the city. Pennsylvania 5's fell off } per cent; Farmers’ Loan, 3; Long Island, 3; Mlinois improved j per cent; Harlem, i; Stonington, 1—while Onio 6's, Erie Ruilroad, Morris Canal, and Nerwich and Worcester closed firm at yes- torday’s prices, The Jefferson Insurance Company have declared a dividend of twelve per cent forthe last six months, pay- able on the 10th inst. John Wood has been elected Auditor of State, in place of John Brough, and Elisha N. Sill, Acting Fund Com- missioner of the State of Ohio. We hope the financial condition of this Scate will be more clearly defined than wader the pregjous: administration, under which the finances ha", been in admirable confusion. The plate has very much the appearance of the orignal. The signatures of the bills are very clumsily executed. Advices from Philadelphia, state thet the Treasurer of Pennsylvania is paying the semi-annual interest on the funded debt in par funds, and in currency about equal to relief notes, half and half. It was estimated that about three-fifths of the two and a half per cent would be paid in specie funds, and two-fifths in funds equal to relief notes, which, at the current rates for such funds, would give the stockholders two and fifteen-sixteenths per eent interest in specie funds. There seems to be considerable difference in the opinions of speculators, as to the intent and effect of the law passed by the Legislature of Penn eylvania, in regard to the interest. Tho legislature did not pass a bill authorizing the payment of the interest on the debt of the State, but appropriated a certain amount, composed of a variety of funds, for the payment of two anda half per cent on the funded or foreign debt of the State, in such fanda as might on the Ist of February be inthe Treasury. Those holding the stock of this funded or foreign debt, do not realize two and a half per cent, although the legislature passed a hill to that effect. The .importations into this port for the month just closed—January—were so much larger than anticipated, while the exports for the same month were less than thone for the corresponding period in 1844, that we cen not resist the conclusion that the results of the foreign trade of 1845 will be perhaps more disastrous than those of the trade of 1844. The experience of the past in com mercial matters appears to have little favorable influence on thefature, The sacrifices submitted tu on the impor- tations of 1944, donot act as a warning to others to keep clear of the same thing. In years of ordinary importations this increase would be very moderate, but when the country ia full of goods, when ail classes have been overtrading, when the mercantile classes have so recently been heavy losers by former importations, and a great reduction in the imports for the future is expected as the only remedy for the evils that exist, then an increase of the smallest fraction is likely to bring upon us a state of things we have had hopes of escaping. With the increased impor- tation, our experts have fallen off; we are, therefore, getting more deeply in debt, with reduced means of pay: ment. The importing busivess of this port, this season, is ip the hands of a class of operators entirely different from those who controlled it last year. The local importers regulated the importatiens last year, to their satisfaction and we have no doubt but that half of them were ru ‘ined, and will turn out bankrupts. The field is now occupied by another class of operators, composed of commission houses and auetioneers, who dispose of their consignments, for a commission, at the market price, whatever it may be, without!regard to the actual cost, | or what losses may arise from their sales, These houses must misrepresent the actual state of our merkets, and business generally, in this country, for the purpose of obtaining consignments. They must hold out inducements to the manufaciurers of Europe which they are coavinced never can be fulfilled; their principal object being to secure their commissions and to fill their own pockets, regardless of the consequences. In their eagerness to acquire wealth, they do not hesitate to ruin those upon whom they in the beginning depend, and, by induoing overtrading, to destroy the prosperity of the mercantile classes of theirewn country. The European manufacturers have not as yet been very severe sufferers from losses on goods sent to this country, as the depre- ciation, &>., have fallen principally upon our local im- porters ; but the losses on the supplies that will be sent | out this year will fall principally upon the owners and | manufacturers abroad. The diminished value of our exporting staples reduces our ability to pay for what foreign manufactures we went | for actual consumption, without paying for any surplus that msy ke imported ; and a large import must raise o ice against us, that cannot be liquidated without 1g us of a large amount of specie, and producing 0 tion of the mercantile classes. Our banks have, for the past sixty days, been obliged to curtail their operations, to prevent, if possible, a large exportation of the precious metals ; and at the close of another year of large importa- tion, another contraction inthe money market must be realised, that will create much more embarrassment in financial and commercial eircles than has been expe- rienced since 1637 and 1638 The condition ofour internal trade is at present so un- settled, and the prosperity of some sections ofthe country depends upon so many contingencies, that prices of fo reign manufactures must rule very low, which will have an influence in reducing the value of domestic manufac tures. In consequence of the low price of cotton, the manufacturers of Europe may be stimulated to increased consumption, and the surplus manufactures must find a market. Taking into consideration these facts, it appears hardly possibleto prevent a larger importation into the United States this year than last ; but we are as well sa- tisfied what will be the result of the overtrading that will ‘assuredly follow as we are of our existence. The amount of deposites withdrawn from these banks is not quite equal to the decrease in the loans and discounts. The falling off in the specie will not vary much from three millions of dollars in the past three months. We have in these facts the best evidence in the world that the trade of last year, both foreign and domestic, was not governed by correct principles.
