[coxcuupen.] Pursuing this interesting subject of the permanent de. fence ofthe commerce and possessions of our southern fellow citizens upon the gulf, it cannot escape us that Dauphin Island, atthe mouth of Mobile Bay, has hereto- fore attracted the attention of Congress, and has always been recognized by engineers as necessary and fit for the the wealth and strength of the country. These works should not ke extended at one time; but,;when once com- menced, should never be sbandoned until completed — A suspension of an incomplete work ofthe kind not only leads to a vast sacrifice in boats and machinery, but dur- ing the incompleteness of the scheme of improvement, embarrasses the navigation, and may end in the entire unprofitable expenditure of the money appropriated. The importance of this class of works upon our chain of great northern lakes, and our extensive and broad rivers of the West, constituting the great highways of our internal commerce, all seem to admit; and it is trusted that time and experience wiil lessen the contest upon the question oftheir nationality. The Red River raft, whilst it is remarkable for its novelty, proves to bethe most inflexible obs'ruction to navigation to be found upon any of our great rivers — The labor ofthe private contractor and the skill of the engineer seem to exhoust themselves in their endeavors to overcome the liability of this obstacle to annual refor- mation. Itcan only be overcome by Congress persever- ing and placing ia the hands of the proper bureau the hope that the indispensable and only means have intimated of civilizetion, will iy and voluntarily adopted and efficiently carried into prectice by the red men themselves.
