Bennett, Esq.— The consultation in the caucus of democratic members. last evening, resulted in nothing, except an agreement to take up the question to-day in committee of the whole on the State of the Union, by leading off with the joint resolutions presented by U. J. Ingersoll, Chairman of the Committee on Foreign Relations, and then allowing members to submit their own plans by ily dl of amendment. Im- mediately after the opening of the House, the rules were suspended, and the plan of operations com- plied with; Mr. Ingersoll opening the ball ina speech of an hour in support of the measure on its general merits. The active opponents of annexation in the House, are abolitionists, ultra Whigs, and two or three conservative demo- crats, who pride themselves in representing their own views, and not those of their constituents.— The question of delay in order to- allow members to ascertain the opinions of constituents is treated with ridicule, as both parties are ready to admit, that in the recent contest the issue w: eich ly made and decided ; while many of the Whigs are can- did enough to aver that il Henry Clay had been elected he would now have been one of the warm- est advocates of thismeasure. They must remember that their hostility to this measure will be followed by retribution in the ratio of tual benefits received by their constituents at a tuture day—if Texas should be annexed without their votes—and every democratic member should also bear in mind that in voting against the pnn- ciple of annexation, he ai imeelf in direct oppesition to the coming administration of the government. These points are worthy of their close attention, before they answer in the negative. T understand thet a plan has been prepared by Senator Atherton, of New Hampshire, that meets with some approbation; but as it defines the divi- sion of the tersitory into slave and free States at the present period, I doubt that it will receive as much favor as some of the plans in the House.
