Goods not dutiable, Jan. to July, $6,656 Goods bs dutiable for July. Goods not datiable for August, Goods not dutiable for September, Goods not dutiable for October,. . Goods not dutiable for November, Goods not dutiable tor December, Total poset for the year, ‘The value of the importations into this port for 1644 is a little more than seventy-five millions of dollars. We have repeatedly estimated the importations at $75,000,008, but the official returns place it nearly one humred thou- sand dollars over. This importation produces a gross revenue of more than twenty-two millions of dollars. ‘The gross revenue from the importations into this por, = and Boston for the year ending Dec. 31, 1844, amounts to $27,966,860. The duties on the imports into this dis, trict average nearly thirty-three anda third percent on the total value, dutiable and not dutiable. Making the same estimate for Boston, we find the value of the importa- tions into that port for the year to be about $17,000,000, whieh, added to the value of the imports inte this port, gives a total for the two ports of $92,091,920. The imports $8,000,000—-making the value of the importations into into New York, Boston, and Philadelphia, for the year, rlaing of $100,060,000, We are induced to think that the value of the total importations into the ceuntry for the calendar year 1844, will be about $125,000,000, and that the exports will fall short of that amount about ten millions of dolla:s. ‘The exports of specie from this port for the year end- ing December Sist, 1844, were as annexed :— ee eri ob or om ae tyson Aferapcy A a. ipment m Janu 1 Ast. Shipments from Ootobee lst to December Ist. aie 466 Shipments from December Ist to Dec’r Sist. Total exports, * The receipts will reduce this amount, so that the bal- ance against us will not reach more than five millions of dollars, Our foreign trade the past year has been any thing but favorable to any interest of this country, other- wise than filling our Treasury, and enabling Government to pay off part of the debt. It has not, however, entailed evils upon us, which cannot be eradicated by reducing the operations this season. {t would be for. the interest of those engaged in the importation of foreign manutac- ‘ tures, would they look more particularly to the profits of j their business, than to the extent of it. The mania for doing an extensive business, runs too high, and until it subsides, there will be no regularity in our foreign trade, or any limit to the importations. # The message of Governor Thomas to the Legislature of Maryland speaks rather discouragingly of the State finan- ces. All the measures adopted to redeem the credit of of the State have failed, and the debt is rapidly accumu- + lating from the arrears of interest. The interest in arrear from year to year shows the increase in the debt.; Amount in arrears, Dec. 1st, 1849, eee $859,686 Amount in arrears, Dec. ist, 1843, 1,171,872 o Amount in arrears, Dec. ist, 1844, . 1,460,961 Theacts of the Legislature of March and December, 1841, impesing a tax for the first yeer of twenty, and for the next three years of twenty-five cents in the hundred dollars, on the assessed value of the real and personal pro. perty inthe State, have failed in the object intend:d. It ‘was estimated that the enactment of these acts would bring inte the treasury, fer the four years ending Dec. 1844, $1,816,256 57, while it appears that the whole amount re Pp ceived within that period is but $965,165. Every act passed to replenish the treasury has totally failed. The several revenue laws passed at the December session, 1841, imposing taxes on income, on brokers, silver plate, watches and greund rents, added to the interest expected from the Baltimore and Susquehanna Railroad and the Susquehanna and Tide Water Canal Companies woul), it was said, add to the resources of the past year $145,000. From these sources the wholc income received is but , $32,732 95. x The public debt of Maryland, according to the latest official returns, was as annexed : Posuic Dest or meen: January, 1644. ‘The funded debt of the State ord ene 784 98 upon the aa fh sebsseeseesceceesces 8,200,000 00 Leaving an actual debt of. ......«... $13,004,784 98 a ke cen bd ital of the State, be- » Consists of the fol- An the took of the Baltimore and Washington Railroad Ci 008 me at the market riee $7 So that the actual debt of the State, after deducting her productive capital, other than the Bank steck, at prices which it will command in the market, is $11,387,284 98 This amount has been increased by the arrears of inte- rest up to January, 1845. The message refers to the several works of internal im- provement in the State. The Baltimore and Susquehanna Railroad Company has paid $20,000 into the Treasury within the year. The trade on that road has greatly in" creaséd. From a transportation ef some 4,000 tons in 1889, its business hes increased to about 16,600 tons. “The Tide Walter Canal Company has paid within the year $10,000 into the State Treasury, and stands indebted for arrears of interest on the State’s loan $202,000. For these arrears, we believe, the State holds the company’s bonds. ‘The receipts into the Treasury from the Baltimore & Ohio Railroad, exceed by a small amount, the interest on the atate’s investment in that work. The capitation taxon the Washington Branch for the year ending Dec. 1, 1844, amounts to $41,040 29. For the three preceding years it averaged $40,167 16. The Governor intimates that one of the prominent causes operating to suspend the efficient action of the re- Venue system of the State, isto be found in the fallacious expectations which have been entertained of receiving aid from the general government, through the distribution of the proceeds of the public lands. We have no donbt this’ expectation has had its influence in other States ‘It seems almost an impossibility to compel the people of a delinquent Statu to pay the taxes levied. Every particle of moral principle appears to have disappeared, and the greatest indifference is exhibited towards fulfilling any Pecuniary obligetion. It is true that corrupt govern- ments contaminate the people. The annual value of the egricultural productions of Maryland is about $45,000,000, more than three times the amcunt of the debt, and on which one and one half per cent would pay the interest. Maryland is one of the old" cat States in the Union, its resources have been fully de- veloped, and still we see the most criminal apathy on the part of the peeple, in relation to the State creditors, with @ debt annually accumulating at the rate of more than half a million of dollars, and not the first effective move- ment made to arrest it. When the people of a State like Maryland permit this, it cannot be expected that the peo- Plo of the new States of the West could do otherwise. ‘The leading features of the Banks of Massachusetts, ac Cording to the official returns, compared with the previous reports, stand as follows: — Banxt or caine" Year.
