M. ‘The stock market to-day was very heavy, and quote- tions show a decline—Norwich and Worcester fell off } percent; Harlem, 3; Canton, }; Farmers’ }; Illinois, }; Indiana, $; Morris Canal, }; Delaware and Hudson, j; Reading Railroad, }; Stonington and Long Island closed firm at yesterday’s prices. Pennsylvania 5’s advanced }, which was the only stock in the list that improved, and of which largesales were made: There has not been a more inactive period in Wall street for years, than has been experienced since the resuit of the late Presidential contest. Within that periodthere has heen many move- ments tending to depress the money and stock markets, but nothing has had a greater influence than the condi- tion of our foreign relations. Since the convention of Congress, measures have been proposed that must un- settle commercial affairs vary much until they are dis- posed of. The safekeeping of the public moneys, par- ticularly callsfor some immediate action. The govern- ment banks should not be permitted to retain possession of the deposits any longer than the government can per fect a plan for their disbursement, &s. It will be a con- tinual cause of trouble and embarrassment to the com- mercial classes to allow the deposits, particularly when there is a large surplus, to remain in the hands of a few bank directors, for the purpose of advancing their indi- vidual interest and destroying the legitimate laws of trae. At is possible that some system may be perfected, superior to the Sub-Treasury scheme, and it would be better, if possible, to do without that plac, but the Sub Treasury is decidedly preferable to the government bank system.— ‘We particularly object to the use of the public moneys in any species of speculation, and the only way to pre- vent such a use,is to remove the deposits from the pre- sent depositories. ‘There is no other remedy. It is very upjust to draw capital from the commercial classes in the way of duties, &c., and by so doing, restrict their resources, to deposit in a few favorite banks, which are intimately connected with stock operations, and offering every facility to that class of operators to the exclusion of those from whom these deposits were ori- ginally extracted. The most important item of news received by the Acadia, from Liverpool, was that in relation to the con- dition of the markets of Europe for our great staple, cot- ton, It has completely broken down this market, and as it reaches the southern markets, must create a great deal of excitement. It is an unfortunate state of affairs, from whichthere is no escape, unless the producers at the south have the ability to hold. The profits and economy of the planters for several years past, may have placed them ina very prosperous position, which may enable them to retain possession of their new cotton clip, and in that way sustain prices by reducing supplies. It is impossible to tell, at this early day in the seasou, what will be the actual extent of the picking, but we continue to receive from all parts of the cotton-growing section, accounts of the most favorable character. Estimates are very current, placing the yield at 2,500,000 bales, while others goashigh es 2,800,0v0—the actual quantity pro- duced will probably be between these two estimates. It is farther stated that the staple is lighter this year, or that the bales do not weigh so much a! in con- sequence of thecotton being picked and packed in a very dry state. This is another unfavorable feature, asa bale will go just as far with the consumers, that weighs one- tenth less, if that tenth is caused by a different condition of the staple when baled. The crop of 1989 was 817,293 bales more than that of 1838. The crop of 1843, 695,249 bales more than that of the previous year. It will, therefore, be perceived that the inerease for this year over the last,is no larger than that of several previous seasons. The past season has been, in every way, more favorable than any before known—an early spring, a late and dry fall, the picking season unusually good and everything tending towards the most favorable results, so far as ex- tent of production was concerned, With a very exten sive increase in the quantity of land devoted to the culti- vation of this crop, since last year, and the production Jast year, under all the circumstances of the season, &e., induce us to believe that the new crop will yield at least 2,500,000 bales. This being the extent of the crop, the next important thing required is how to dispose of such on immense supply.
